RE: Blue Bag Program
To the IWMA Board:
The City of San Luis Obispo values and supports regional efforts to improve water
quality, provide resources to those unhoused, remove waste from the environment,
and ensure a safe and healthy community. The success of the County's "Blue Bag"
pilot program makes significant progress towards these goals and should be
commended. As a committed partner to the agencies in our region, we understand
that the environmental impacts of homelessness are symptoms of a greater cause —
and that community relief is dependent on our attention and resources.
With any program, we always evaluate program costs and funding sources to
ensure that any applicable funding requirements are met. In cases where the use of
funds is constrained to specific purposes, and fees are collected for specifically
defined functions, we must be certain the funds are used solely for projects under
the purview of the program. We trust that the IWMA team will conduct this analysis
on behalf of its members.
