Special Meeting of the City Council
CALL TO ORDER
A Special Meeting of the San Luis Obispo City Council was called to order on Saturday, February
6, 2021 at 9:05 a.m. by Mayor Harmon, with all Members present via teleconference.
ROLL CALL
Council Members
Present: Council Members Carlyn Christianson, Jan Marx, Andy Pease,
Vice Mayor Erica A. Stewart, and Mayor Heidi Harmon.
Council Members
Absent: None
City Staff
Present: Derek Johnson, City Manager; Christine Dietrick, City Attorney; and Teresa
Purrington, City Clerk; were present at Roll Call. Other staff members presented
reports or responded to questions as indicated in the minutes.
2021-23 FINANCIAL PLAN CITY COUNCIL GOAL-SETTING WORKSHOP
The City Council received a presentation from City Manager Derek Johnson and Assistant to the
City Manager Ryan Betz.
Sommer Kerhli, Chief Executive Officer, The Centre for Organizational Effectiveness provided
the City Council an overview of options for the Goal Setting process.
City Council and the public were provided with the attached handout listed the combined list of
Council submitted candidate goals. A 10-minute recess was called to allow Council to review the
handout.

Council recessed at 9:49 a.m. and reconvened at 10:00 a.m., with all Council Members present.

RECESS
Council recessed at 11:30 a.m. and reconvened at 12:00 p.m., with all Council Members present.
By consensus, the City Council agreed to the following daft goals and directed staff to bring them
back to City Council at the February 16, 2021 City Council meeting for final adoption.
•Economic Recovery, Resiliency & Sustainability
In collaboration with local partners, continue to support economic recovery for all from the
COVID pandemic and support a thriving local economy by supporting local businesses, arts
and culture, downtown vitality, practicing fiscal responsibility, paying down unfunded pension
liabilities, and investing in critical infrastructure.
•Diversity, Equity, and Inclusion
In response to our commitment to making San Luis Obispo a more welcoming and inclusive
city for all and the work of the DEI Task force, continue to develop programs and policies to
support diversity, equity, and inclusion (DEI) initiatives and advance the recommendations of
the DEI task force.
•Housing and Homelessness
Continue to facilitate the production of housing, including the necessary supporting
infrastructure, with an emphasis on affordable and workforce housing. Collaborate with local
partners, and leverage resources from the county, the state and federal government to discover
and implement comprehensive, effective strategies to reduce chronic homelessness.
•Climate Action and Open Space
Continue to update and implement the Climate Action Plan for carbon neutrality, including
preservation and enhancement of our open space and urban forest, alternative and sustainable
transportation, and planning for resilience.

The meeting was adjourned at 2:45 p.m. The next Regular City Council Meeting is scheduled for
Tuesday, February 16, 2021 at 6:00 p.m., via teleconference.
