1. CALL TO ORDER
A Special Meeting of the San Luis Obispo City Council was called to order on
November 9, 2021 at 6:00 p.m. by Mayor Stewart, with all Members present via
teleconference.
2. PLEDGE OF ALLEGIANCE
Council Member Marx led the Council in the Pledge of Allegiance.
3. PUBLIC COMMENT PERIOD FOR ITEMS NOT ON THE AGENDA
Public Comment only for items on the agenda.
4. PUBLIC HEARING AND BUSINESS ITEMS
4.a OPEN SPACE WINTER EVENING HOURS OF USE AT CERRO SAN
LUIS NATURAL RESERVE
Deputy City Manager Greg Hermann and Sustainability and Natural
Resources Official Robert Hill presented an overview of report.

Motion By Council Member Pease
Second By Council Member Shoresman
1. Introduce Ordinance No. 1704 (2021 Series) entitled, “An Ordinance of
the City Council of the City of San Luis Obispo, California, amending
Title 12, Streets Sidewalks and Public Places, Municipal Code Chapter
12.22, Open Space Regulations, to add additional language to
12.22.050(B) to allow a special program for Winter Evening Hours of
Use at Cerro San Luis Natural Reserve” with the following italicized
addition to Section 2:
SECTION 2:
“Notwithstanding the foregoing, the City may implement a special
program at Cerro San Luis Natural Reserve only that allows for
extended hours of use until 8:30 PM, Pacific Standard Time, when
daylight savings time is not in effect, in accordance with City
Council Resolution No. 11287 (2021 Series) adopted on November
9, 2021, or as such Resolution may be subsequently amended by
the City Council consistent with the purposes of this ordinance and
the environmental review document supporting this provision,
provided that no amendment of such Resolution shall expand the
number of permits issued, operational hours, location, or scope of
the program.”
2. Approve Resolution No. 11287 (2021 Series) entitled, “A Resolution of
the City Council of the City of San Luis Obispo, California, adopting a
Negative Declaration for Winter Evening Hours of Use at Cerro San
Luis Natural Reserve.”
Ayes (3): Council Member Pease, Council Member Shoresman, and
Mayor Stewart
Noes (2): Council Member Marx, and Vice Mayor Christianson
CARRIED (3 to 2)

4.b CITY COUNCIL INPUT ON DECENNIAL COUNTY AND STATEWIDE
REDISTRICTING
Council Member Shoresman declared a conflict on this item and recused
due to her employment with the County of San Luis Obispo.
City Manager Derek Johnson provided an in -depth staff report and
responded to Council questions.

Motion By Council Member Marx
Second By Vice Mayor Christianson
Appointing Mayor Stewart and Vice Mayor Christianson to an ad hoc
committee and authorizing the ad-hoc committee to submit comments on
behalf of the City of San Luis Obispo. Also approving the principles as
presented in the staff report.
Ayes (4): Council Member Marx, Council Member Pease, Vice Mayor
Christianson, and Mayor Stewart
CARRIED (4 to 0)
5. ADJOURNMENT
The meeting was adjourned at 8:15 p.m. The next Regular City Council Meeting
is scheduled for November 16, 2021 at 6:00 p.m. via teleconference.
