1. CALL TO ORDER
A Regular Meeting of the San Luis Obispo City Council was called to order at
6:03 P.M. by Mayor Stewart, with all Members present via teleconference.
2. PLEDGE OF ALLEGIANCE
Mayor Stewart led the Council in the Pledge of Allegiance.
3. PRESENTATIONS
3.a CITY MANAGER REPORT
City Manager Derek Johnson provided a report on upcoming projects and
a status update on COVID-19.

5.a WAIVE READING IN FULL OF ALL RESOLUTIONS AND ORDINANCES
Waive reading of all resolutions and ordinances as appropriate.
5.b MINUTES REVIEW - NOVEMBER 2, 2021 COUNCIL MINUTES
Approve the minutes of the City Council meeting held on November 2,
2021.
5.c AUTHORIZE RECRUITMENT FIRM CONTRACTS
Authorize the City Manager to enter into contracts with three recruitment
firms through June 30, 2023, for a combined total not to exceed $300,000.
5.d CONSIDERATION OF THE HUMAN RELATIONS COMMISSION’S
RECOMMENDED PRIORITIES FOR THE 2022-23 COMMUNITY
DEVELOPMENT BLOCK GRANT AND GRANTS-IN-AID PROGRAMS
As recommended by the Human Relations Commission, approve the
Community Development Block Grant and Grants-in-Aid funding priorities
for the 2022-23 funding year.
5.e ADVISORY BODY APPOINTMENTS FOR UNSCHEDULED VACANCY –
AREA AGENCY ON AGING AND PLANNING COMMISSION
Confirm the appointment of Sharon Whitney as the City of San Luis
Obispo representative on the Central Coast Commission for Senior
Citizens, Area Agency on Aging (AAA) Advisory Council; and confirm the
appointment of Emily Francis to the City of San Luis Obispo Planning
Commission (PC).

5.f REQUEST FOR QUALIFICATIONS FOR PLANNING AND
ENVIRONMENTAL SERVICES
1. Authorize a Request for Qualifications for on-call planning and
environmental services to supplement Community Development
Department resources; and
2. Authorize the Community Development Director to execute the
agreements associated with the selected consulting firms; and
3. Authorize the Finance Director to execute and amend Purchase
Orders for individual consultant service contracts in amounts not-to-
exceed authorized Planning Services Agreements, as approved by the
Community Development Director.
5.h AUTHORIZATION TO ISSUE LETTERS OF INTENT FOR VEHICLE
PURCHASES AND APPROVE PURCHASE OF SEWER HYDRO
CLEANER
1. Adopt Resolution No. 11288 (2021 Series) entitled, “A Resolution of
the City Council of the City of San Luis Obispo, California, authorizing
staff to issue Letters of Intent for Vehicle Purchases” with budget
appropriation in future Fiscal Years due to length of estimated
manufacturing times; and
2. Authorize staff to move forward with the purchase of a Sewer Hydro
Cleaner from Haaker Equipment Company, using the Sourcewell
Cooperative Purchasing Agreement; and
3. Adopt Resolution No. 11289 (2021 Series) entitled, “A Resolution of
the City Council of the City of San Luis Obispo, California, amending
the FY 2021-22 Budget Appropriation” to authorize the budget
appropriation of $495,000 from the City’s Sewer Fund working capital
balance into the FY 2021-22 budget.
5.j ADOPTION OF SECOND AMENDMENT TO THE INTEGRATED WASTE
MANAGEMENT AUTHORITY (IWMA) JOINT POWERS AGREEMENT
AND FIRST AMENDMENT TO THE IWMA MEMORANDUM OF
AGREEMENT
1. Adopt the Second Amendment to the IWMA Joint Powers Agr eement
(JPA) and First Amendment to the IWMA Memorandum of Agreement
(MOA) (Attachment A); and
2. Authorize the Mayor to execute future Amendments to the IWMA JPA
and MOA, consistent with Council Resolution No. 11283, to formally
acknowledge that the future scope of IWMA services to its member
agencies will be related solely to State requirements.

5.g ADOPTION OF ORDINANCE 1702 (2021 SERIES) AMENDING THE
SAN LUIS OBISPO MUNICIPAL CODE TO ADD ADDITIONAL
LANGUAGE TO CHAPTER 12.22 TO ALLOW A SPECIAL PROGRAM
FOR WINTER EVENING HOURS OF USE AT CERRO SAN LUIS
NATURAL RESERVE

Adopt Ordinance No. 1702 (2021 Series) entitled, “An Ordinance of the
City Council of the City of San Luis Obispo, California, Am ending Title 12,
Streets Sidewalks and Public Places, Municipal Code Chapter 12.22,
Open Space Regulations, to Add Additional Language to 12.22.050(B) to
Allow a Special Program for Winter Evening Hours of Use at Cerro San
Luis Natural Reserve.”

Mayor Stewart

5.i ADOPT A RESOLUTION ESTABLISHING FREE PARKING IN THE
CITY'S PARKING STRUCTURES ON SPECIFIC DAYS DURING THE
HOLIDAY SEASON
Motion By Council Member Pease
Second By Vice Mayor Christianson
Adopt Resolution No. 11290 (2021 Series) entitled, “A Resolution of the
City Council of the City of San Luis Obispo, California, establishing free
parking in the City’s parking structures on specific days” during the holiday
season and authorize the City Manager or designee to suspend the
collection of parking fees for a period of up to fourteen consecutive days
annually.

6.a STRATEGIC PLANNING FOR HOMELESSNESS RESPONSE (Estimated

responded to Council questions.

1. They are supportive of the approach outlined in the staff report and
presentation
2. They are supportive of the level of engagement and indicated the
following groups for inclusion in the outreach:
• Encampments, mixed-use and commercial neighborhoods.
• Cal Poly unions
• Health care providers
• People with disabilities
3. They are supportive of the use of $35,000 for the outreach.
6.b FISCAL YEAR 2021-22 1ST QUARTER BUDGET REVIEW (Estimated
Time: 20 minutes)
Finance Director Brigitte Elke provided an in-depth staff report and
responded to Council questions.

1. Receive and file the FY 2021-22 1st Quarter Budget Review; and
2. Adopt Resolution No. 11291 (2021 Series) entitled, “A Resolution of
the City Council of the City of San Luis Obispo, California, approving
an amendment to the 2021-22 Budget Allocation” to approve an
additional Water Treatment Plant Operator full-time equivalent (FTE)
position and appropriate $65,000 of the City’s Water Fund working
capital balance into the FY 2021-22 operating budget with the
amendment of the appropriation to $75,000 as presented.

Shoresman, Vice Mayor Christianson, and Mayor Stewart

6.c INTRODUCE AN ORDINANCE AMENDING TITLE 6 (ANIMALS) AND
TITLE 17 (ZONING REGULATIONS) OF THE MUNICIPAL CODE
INCLUDING BEE KEEPING REVISION ON AGRICULTURAL LANDS,
STATE HOUSING LAW CONSISTENCY AND OTHER ZONING
REGULATIONS (Estimated Time: 45 minutes)

Introduce Ordinance No. 1705 (2021 Series) entitled, “An Ordinance o f the
City Council of the City of San Luis Obispo, California, approving
clarification of Bee Keeping Regulations (Title 6); and an update to the
City’s Zoning Regulations (Title 17) of the Municipal Code including
amendments to implement several 6th Cycle Housing Element Policies to
streamline development review processes for certain housing projects,
provide consistency with the updated San Luis Obispo County Airport
Land Use Plan, and additional miscellaneous clean -up items with an
exemption from Environmental Review (CEQA) (Zoning Regulations,
CODE-0663-2021).” with the following changes:

Page 18 of the Ordinance:
(7) The minimum required setback for any balcony or terrace above the
first floor shall be increased to 10 feet from the adjacent property
line(s). Upper level private or common open space areas provided as
accessory to an accessory dwelling unit shall not exceed an
aggregate area of 50 square feet. unless oriented to the interior of
the lot or a street. Roof decks or rooftop open spaces are prohibited.
Add the following to 17.158.040 R definitions.
Review Authority. The body responsible for making decisions on
zoning and related applications, as indicated in 17.10.020.
Including all changes proposed by staff during the meeting.
