ROLL CALL Present: Commissioners Stephanie Carlotti, Jesse Grothaus, Emily Rosten, Megan Souza, Taryn Warrecker, Vice Chair Angie Kasprzak, and Chair Dusty Colyer-Worth Absent: Commissioner Taryn Warrecker Staff and Guests: Teresa McClish, Housing Policy and Programs Manager, Owen Goode, Assistant Planner, Megan Wilbanks, Deputy City Clerk, Olivia Bergin, Planning Intern PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA None --End of Public Comment-- APPROVAL OF MINUTES 1. Consideration of Minutes of the Regular Meeting of the Human Relations Commission of November 3, 2021 ACTION: MOTION BY COMMISSIONER CARLOTTI, SECOND BY COMMISSIONER SOUZA, 6-0-1 (Commissioner Warrecker absent) to approve the minutes of the Regular Meeting of the Human Relations Commission of November 3, 2021. Minutes Human Relations Commission Meeting of December 1, 2021 Page 2 BUSINESS ITEMS 2. Community Development Block Grant (CDBG) Application Review (Goode) Recommendation: Review 2022-23 CDBG applications and develop preliminary funding recommendations to forward to City Council for consideration. Assistant Planner Owen Goode presented the staff report and responded to Commissioner questions. Public Comments: Janna Nichols, 5 Cities Homeless Coalition --End of Public Comment-- ACTION: MOTION BY COMMISSIONER ROSTEN, SECOND BY COMMISSIONER GROTHAUS, 6-0-1 (Commissioner Warrecker absent) to forward the following preliminary funding recommendations to the City Council for consideration: Public Services and Economic Development CAPSLO – 40 Prado Homeless Service Center $74,132 Peoples’ Self-Help Housing $0 5Cities Housing Coalition $0 Housing and Public Facilities City of San Luis Obispo – Public Works Department $321,236.50 Administration City of San Luis Obispo – CDBG Administration $17,297.50 City of San Luis Obispo – Capacity Building $17,297.50 STAFF & COMMISSIONER COMMUNICATIONS 3. Staff Updates Assistant Planner Owen Goode informed that the Grants- in Aid Application period has begun and is assessable on the City’s website in a fillable PDF. The application can be found on the City’s website at https://www.slocity.org/how-do-i/apply-for/hrc-grants-in-aid. The Grants-in- Aid Application Period will close on January 19, 2021. Minutes Human Relations Commission Meeting of December 1, 2021 Page 2 4.Commissioner Updates Chair Colyer-Worth reported that the city has narrowed down Diversity, Equity, and Inclusivity Manager candidates and will hold the next interview round on December 16, 2021. Chair Colyer-Worth also announced that the SLO Chamber of Commerce, in partnership with the SLO Sheriff’s Department Unity Committee, the Diversity Coalition, and Race Matters SLO, will hold an event titled, “Advancing Diversity & Inclusion” on Thursday, December 9, 2021, 4:00-6:00 p.m., Cuesta Collage – Room 5401. ADJOURNMENT Chair Colyer-Worth adjourned the meeting at 5:49 p.m. The next Regular Human Relations Commission meeting is scheduled for Wednesday, February 2, 2022 at 5:00 p.m., via teleconference.
