CALL TO ORDER
A regular Meeting of the San Luis Obispo Human Relations Commission was called to order on
Wednesday, February 2, 2022 at 5:00 p.m. via teleconference by Chair Dusty Colyer-Worth.
ROLL CALL
Present: Commissioners Jesse Grothaus, Emily Rosten, Taryn Warrecker, Vice
Chair Angie Kasprzak, and Chair Dusty Colyer-Worth
Absent: Commissioners Stephanie Carlotti and Megan Souza
Staff and Guests: Teresa McClish, Housing Policy and Programs Manager, Owen Goode,
Assistant Planner, Megan Wilbanks, Deputy City Clerk, Olivia Bergin,

APPROVAL OF MINUTES
1.Consideration of Minutes of the Regular Meeting of the Human Relations Commission
of November 3, 2021
ACTION: MOTION BY COMMISSIONER ROSTEN, SECOND BY COMMISSIONER
WARRECKER, 5-0-2 (Commissioners Carlotti and Souza absent) to approve the minutes of
the Regular Meeting of the Human Relations Commission of December 1, 2021.
BUSINESS ITEMS
2.Assign a Subcommittee to review the 2021-2022 Grants-in-Aid (GIA) Applications
(Goode)
Recommendation: Call for Nominations of 2 commissioners to join the subcommittee to
review the GIA applications. Subcommittee to be formed by Commissioner Grothaus and
Kasprzak.

Assistant Planner Owen Goode presented the staff report and responded to Commissioner
questions.

ROSTEN, 5-0-2 (Commissioners Carlotti and Souza absent) to approve the Community
Development Block Grant (CDBG) Application.
STAFF & COMMISSIONER COMMUNICATIONS
3.Staff Updates
Assistant Planner Owen Goode reminded that Mid-Year Reports will be due end of February.
4.Commissioner Updates
Commissioner Colyer-Worth reported that the city has hired their first DEI manager, Beya
Makekau, who will assume the role on February 17th, 2022.
ADJOURNMENT
Chair Colyer-Worth adjourned the meeting at 5:18 p.m. The next Regular Human Relations
Commission meeting is scheduled for Wednesday, March 2, 2022 at 5:00 p.m., via
teleconference.
