RICHARD ORCUTT
Occupation: Retired Firefighter
Education and Qualifications: In 19801 was hired by the City of San Luis Obispo Fire Department
and in 1994 1 received the first Medal of Honor ever given by SLOFD. In 1998 1 was fired and
reinstated through non -binding Arbitration, worked another 10 years. My Pension is based on 31
years of service. In 20191 was SWATed twice by SLOPD with the case being voluntarily dismissed
by the District Attorney in 2020.1 am a strong preservationist, tight with a buck, determined to reduce
both expenditures and fees.
I would make parking free, change Parking Enforcement personnel into Rangers and have them
respond to non -emergency calls for service. This will reduce SLOPDs call load by 90% allowing them
to successfully address street crime. Free parking combined with closing streets would have our
downtown back on its feet in a matter of months. I would clean up Laguna Lake Park, Laguna Lake
Creek and San Luis Creek and keep them clean. I feel these actions are immediate, visible and long
needed improvements to the quality and safety of living in the City of San Luis Obispo and I would
do these things and more and I would do them swiftly.
