Notice of Support (As Amended 4/7/2022)
Dear Assemblymember Mullin,
The City of San Luis Obispo is pleased to support AB 2622 (Mullin) sponsored by the
League of California Cities. This measure would extend to January 1, 2026, the existing
state sales and use tax exemption for qualifying zero-emission technology transit buses
sold to public agencies.
Public agencies, in alignment with the California Air Resource Board's (CARB) Innovative
Clean Transit regulation, must completely transition their bus fleets by 2040 but face
significant upfront costs. AB 2622 supports public transit agencies transitioning their fleets
from conventional fuels towards zero-emission technologies and improves local air
quality.
The City of San Luis Obispo has set an even more aggressive timeline to transition our
fleet to zero-emissions vehicles. Under the City of San Luis Obispo’s Major City Goal of
Climate Action, Open Space & Sustainable Transportation the City plans to be carbon
neutral for municipal operations by 2030 and for the entire city to be carbon-neutral by
2035.
The City has already made great strides towards the transition to having a 100% zero-
emissions bus fleet. To date the City has ordered two (2) battery electric buses, and is
preparing to order six (6) more in the current fiscal year. Additionally, the City is in the
process of procuring chargers and related infrastructure requirements.
AB 2622 will reduce the City’s cost for completing the transition to the 100% zero -
emissions bus fleet. The bill will help the City to secure funding to meet its goals of carbon
neutrality by 2030. The City is being proactive in recognizing the benefits in providing
clean transportation options for its community.
