1. CALL TO ORDER
A rescheduled Regular Meeting of the San Luis Obispo Human Relations
Commission was called to order on Tuesday, July 12, 2022 at 5:00 p.m. in the
Council Hearing Room at City Hall, 990 Palm Street, San Luis Obispo, by Vice
Chair Kasprzak.

3.a CONSIDERATION OF MINUTES - JUNE 1, 2022 HUMAN RELATIONS
COMMISSION MINUTES
Motion By Commissioner Grothaus
Second By Commissioner Warrecker
To approve the Human Relations Commission Minutes of June 1, 2022.
Ayes (5): Commissioner Campos, Commissioner Carlotti, Commissioner
Grothaus, Commissioner Warrecker, and Vice Chair Kasprzak
Absent (2): Commissioner Souza, and Chair Colyer-Worth

4.a HRC STRATEGIC VISIONING AND WORKPLAN DEVELOPMENT
Diversity, Equity, and Inclusion Manager Beya Makekau provided the staff
report and responded to Commissioner inquiries.

Vice Chair Kasprzak closed Public Comment
ACTION: No action required. Commissioners reviewed the strategic vision
for HRC development and potential workplan items and provided the
following recommendations to staff under the following three themes:
Bylaws that reflect focus and vision of HRC
• Requested that staff review past HRC Minutes to gain a better understanding
of previously approved changes to the HRC Purpose statement.
Develop increased community engagement and community relations
• Strategize ways to increase community engagement such as host a
booth at local events, maintain a calendar of events that HRC
Commissioners sign up to attend, invite representatives from local
organizations to attend HRC meetings and update the Commission on
their efforts, get involved with local high schools through offering
students small grants, and offer citizen awards.
• Strategize ways to increase community awareness of the HRC's
purpose and accomplishments through the City's social media platforms.
• Requested to be involved in the City's update of the Public
Engagement and Noticing Manual (PEN) to provide recommendations
on ways to enhance communication through a diversity, equity, and
inclusion lens.
Enhanced and Informed Reporting to Council
• Strategize ways to launch a confidential incident (not crime) reporting
system for community members to convey concerning behaviors
regarding diversity, equity, and inclusion to the HRC, so they can then
relay those issues to Council and work to find proactive ways to
address them.

• The HRC would like to meet more frequently with their Council
Subcommittee members- currently Mayor Stewart and Council
Member Shoresman.
5. COMMENT AND DISCUSSION
5.a STAFF & COMMISSIONER UPDATES AND AGENDA FORECAST
Diversity, Equity, and Inclusion Manager Beya Makekau provided the
following update:
• On July 5, 2022, the City Council adopted Resolution No. 11343 (2022
Series) affirming their support of reproductive freedom in response to
the United States Supreme Court's decision to overturn Roe v. Wade
holding there is no federal Constitutional right for a pregnant person to
have an abortion.
• A DEI Grant Workshop will be held on Tuesday, August 2, 2022 at
5:30 - 6:30 p.m. via zoom for organizations to walk through the grant
application process and have their questions answered by staff. The
deadline to apply for DEI Grants is Wednesday, August 31, 2022. For

• The HRC will need to make Subcommittee assignments to review the
grant applications at the next meeting.
• The DEI Office welcomed Matthew Melendrez as a new DEI
Management Fellow.
Vice Chair Kasprzak updated the Commission on changes made by
Council at the June 21, 2022 meeting to HRC's Grants-in-Aid Funding
recommendations. A summary of the changes are listed in the June 21,
2022 Council Minutes, under Consent Item 5c:

Staff to send Commissioners City response letter to Countywide plan to
address Homelessness.

6. ADJOURNMENT
The meeting was adjourned at 6:24 p.m. The next Regular Meeting of the Human
Relations Commission is scheduled for August 3, 2022 at 5:00 p.m. in the
Council Hearing Room at City Hall, 990 Palm Street, San Luis Obispo.
