1. CALL TO ORDER
A Regular Meeting of the San Luis Obispo Human Relations Commission was
called to order on September 7, 2022 at 5:00 p.m. in the Council Hearing Ro om
at City Hall, 990 Palm Street, San Luis Obispo, by Vice Chair Kasprzak.

3.a CONSIDERATION OF MINUTES - AUGUST 3, 2022 HUMAN
RELATIONS COMMISSION MINUTES
Motion By Commissioner Souza
Second By Commissioner Campos
To approve the Human Relations Commission Minutes of August 3, 2022.

Souza, and Vice Chair Kasprzak

4. BUSINESS ITEMS
4.a CHILDCARE INITIATIVES AND HEALTH VITALITY PRESENTATION BY
FIRST 5 SLO
By consensus, the Human Relations Commission received a presentation
on childcare initiatives in the city of San Luis Obispo from Raechelle
Bowlay, Coordinator of the SLO County Child Care Planning Council;
Wendy Wendt, Executive Director for First5 SLO County; and Kris
Roudebush, Special Projects coordinator for First5, and provided
feedback to inform community and partner agency efforts to expand
childcare options in the city of San Luis Obispo.

4.b ANNUAL COMMUNITY NEEDS WORKSHOP PLANNING
Diversity, Equity, and Inclusion Manager Beya Makekau provided the staff
report and responded to Commissioner inquiries. Staff recommend that
the Commission hold the community workshop in its traditional format,
with a focus on alignment between community needs and grant funding
priorities. The City is preparing to engage in its financial planning process
for FY 2023-25, which includes a robust community engagement
component. Following the financial planning process, Commissioners can
identify if a more robust community needs workshop should be built into
the grant process for Grants-in-Aid, Community Development Block Grant,
and Diversity, Equity, and Inclusion High Impact Grants in the following
year. Commissioners may consider changing the name of this year’s
workshop to depict the focus of this engagement effort more appropriately.

name from Community Needs Workshop to Community Grants Workshop
to better depict the focus of this engagement effort more appropriately.

5. COMMENT AND DISCUSSION
5.a STAFF & COMMISSIONER UPDATES AND AGENDA FORECAST
Diversity, Equity, and Inclusion Manager Beya Makekau provided the
following update:
• The High Impact DEI Grant cycle is now closed and the City
received a total of 42 applications, totaling over $1.5M in requests
for funding.
o The HRC Subcommittee Members will review the grant
applications on September 22, 2022 and September 27, 2022.
o Funding recommendations will be considered by the full
Commission at the October 5, 2022 HRC Meeting.
o Council will consider the HRC's funding recommendations at
the November 1, 2022 Council Meeting.
o In preparation for proving the funding recommendations,
Commissioners are encouraged to review the list of applicants
and make staff aware of any potential conflicts of interest, so staff
and the City Attorney may determine if recusals are necessary.
• Staff anticipates the October 5, 2022 HRC Meeting will last longer
than the typical 2-hours. Commissioners are encouraged to arrive
at City Hall at 4:30 p.m. to eat dinner, then short breaks will be
provided during the Public Hearing.
• Race Matters Belonging Program will host a Community Block Party
event at the September 22, 2022 San Luis Obispo Farmers Market.
Vice Chair Kasprzak requested that staff coordinate with representatives
with the Community Action Team (CAT) to invite them to attend a future
HRC Meeting in order to introduce any new members and provide an
update on goals and activities. She also informed the Commission that
planning for the June 2023 Pride celebration is underway and encouraged
her fellow Commissioners to get involved.
Deputy City Manager Greg Hermann informed the Commission that the
City launched its first ever Groceries for Guns program in partnership with
the Police Department. The purpose of the program is to provide our
community members a safe and responsible way to dispose of unwanted
firearms. The event will be held on Saturday, October 1, 2022 from 9:00
a.m. to 1:00 p.m. at the City Corporation Yard, located at 25 Prado Road,
San Luis Obispo.

Commissioner Souza provided the following update on City Farm SLO
• City Farm SLO applied for a DEI Grant to help fund their
Therapeutic Horticulture Program.
• The program is also working to make a section of the property ADA
accessible, with wheelchair access and raised beds among the
improvements.
• HRC Members are invited to visit the property to see their work in
action Thursday mornings from 9:30 a.m. to 10:30 a.m.
6. ADJOURNMENT
The meeting was adjourned at 6:46 p.m. The next Regular Meeting of the Human
Relations Commission is scheduled for October 5, 2022 at 5:00 p.m. in the
Council Hearing Room at City Hall, 990 Palm Street, San Luis Obispo.
