CALL TO ORDER A Special Meeting of the San Luis Obispo City Council was called to order on February 11, 2023 at 9:00 a.m. in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo, by Mayor Stewart. 2. PLEDGE OF ALLEGIANCE Council Member Shoresman led the Council in the Pledge of Allegiance. 3. BUSINESS ITEM 3.a 2023-25 FINANCIAL PLAN PROCESS: COUNCIL GOAL SETTING WORKSHOP Public Comment Julien Ethan Gutterman Lea Brooks --End of Public Comment-- Motion By Council Member Pease Second By Council Member Shoresman To approve the following Major City Goals and related desired outcomes for the 2023- 25 Financial Plan: 2 Economic Resiliency, Cultural Vitality & Fiscal Sustainab ility In collaboration with local partners, implement initiatives that reinforce a thriving and sustainable local economy, support a diverse, inclusive, and vibrant community, preserve arts and culture, and ensure fiscally responsible and sustainable city operations. • Continue relevant current Major City Goal tasks and plans. • In addition: o More proactively look for ways to provide childcare through partnerships between Parks & Recreation, Cal Poly, and San Luis Obispo Coastal Unified School District. Collaborate with community organizations to improve childcare options for families. o Support preservation of our historic resources and City -owned Adobes. Update the Historic Resources Inventory. o Look into strategies to reduce vacancy in downtown. o Stay tuned into public banking discussions. o Conduct study sessions on design-build charter amendment and discussion of Community Workforce Agreements. Diversity, Equity, Inclusion (DEI) Further our commitment to making San Luis Obispo a welcoming and inclusive City for all by continuing to incorporate diversity, equity, and inclusion into all programs and policies and advancing the recommendations of the DEI Task Force. • Continue relevant current Major City Goal tasks and plans. • In addition: o Multicultural Center: Explore and develop options for shared programming and facilities with Cal Poly, Cuesta, downtown vacancies (e.g., pop-ups), and multicultural organizations. o Continue the creation of a Broadband Strategic Plan. Ensure broadband access is equitable and pursue funding to fill gaps. 3 Housing & Homelessness Support the expansion of housing options for all, and continue to facilitate the production of housing, including the necessary s upporting infrastructure, with an emphasis on affordable and workforce housing as well as accessibly connected development. Collaborate with local non-profit partners, nongovernmental agencies, the county, state, and federal governments to advocate for increased funding and programs and for all parties to collaborate and to implement comprehensive and effective strategies to prevent and reduce homelessness. Continue relevant current Major City Goal tasks and plans. • In addition: o Focus on plans for areas where we would like to see more infill and active transportation infrastructure (e.g., Upper Monterey). o Conduct a study session to explore the viability of protections for renters. o Leverage additional funding from other partner age ncies for program and service expansion (e.g. the Mobile Crisis Unit). o Conduct a study session on needs across the housing spectrum including pallet shelters. o Partner with other agencies for more emergency and transitional housing through the HomeKeys Program. Climate Action, Open Space, and Sustainable Transportation Proactively address the climate crisis and increase resiliency through the implementation of the Climate Action Plan. Use resources to reduce greenhouse gas emissions, and reach carbon neutra lity by 2035, with a focus on the preservation and enhancement of convenient and equitable alternative and sustainable transportation, preservation of open space, and equitable access to parks and open space. • Continue relevant current Major City Goal tasks and plans. • In addition: o Continue to work with community groups on continuous planting toward the goal of 10,000 trees by the year 2035. 4 o Conduct a study session to consider options for funding creek maintenance and flood preparedness. Directed Staff to return to the City Council in April 2023 with recommended preliminary work programs and Capital Improvement Plan (Strategic Budget Direction) and related budget appropriations required to operate core services of the various departments and advance Major Cit y Goals. 3.b FISCAL YEAR 2022-23 MID-YEAR BUDGET REVIEW - CONTINUED FROM THE FEBRUARY 7, 2023 CITY COUNCIL MEETING Motion By Council Member Pease Second By Vice Mayor Marx Provided direction on whether the one-time budget allocations from the 2021-23 Financial Plan listed in Attachment A – Appendix B should be considered as ongoing expenses and included in the base budget for 2023-25. Ayes (5): Council Member Francis, Council Member Pease, Council Member Shoresman, Vice Mayor Marx, and Mayor Stewart CARRIED (5 to 0) 4. ADJOURNMENT The meeting was adjourned at 3:13 p.m. The City Council will hold a Special Closed Session Meeting on Wednesday, February 15, 2023 at 5:30 p.m. at City Hall, 990 Palm Street, San Luis Obispo. The next Regular Meeting of the City Council will be held on February 21, 2023 at 5:30 p.m. in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo. APPROVED BY COUNCIL: 02/21/2023
