1. CALL TO ORDER
A Regular Meeting of the San Luis Obispo City Council was called to order on
November 7, 2023 at 5:40 p.m. in the Council Chambers, 990 Palm Street, San
Luis Obispo, by Mayor Stewart.
2. PLEDGE OF ALLEGIANCE
Council Member Francis led the Council in the Pledge of Allegiance.
3. PRESENTATIONS
3.a NATIONAL HOSPICE & PALLIATIVE CARE MONTH PROCLAMATION
Mayor Stewart presented a proclamation declaring the month of
November as "National Hospice and Palliative Care Month" to Susan
Olson, Development Director of Hospice SLO.
3.b FAMILY COURT AWARENESS MONTH PROCLAMATION
Mayor Stewart presented a proclamation declaring the month of
November as "Family Court Awareness Month" to Glenn Swithin on behalf
of One Mom's Battle.
3.c CITY MANAGER REPORT
City Manager Derek Johnson provided a report on upcoming projects.

Approve the following minutes of the City Council:

5.c AUTHORIZE ASSIGNMENT TO AND ASSUMPTION BY THE CHANNEL
ISLANDS YMCA OF AN EXISTING FACILITY GROUND LEASE BETWEEN
THE SAN LUIS OBISPO YMCA AND THE CITY OF SAN LUIS OBISPO
Approve the assignment to and assumption by the Channel Islands YMCA
of an existing facility ground use agreement between the San Luis Obispo
County YMCA and the City of San Luis Obispo for the use of a portion of
Johnson Park, located at 1020 Southwood Drive, through February 28,
2050, and authorize the Mayor to execute the agreement.

5.d CONSIDERATION OF FUNDING PRIORITIES FOR THE 2024-25
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
As recommended by the Human Relations Commission (HRC), approve
the Community Development Block Grant (CDBG) funding priorities for the
2024-25 funding year.
5.e APPROVE SPECIAL PROVISIONS FOR JOB ORDER CONTRACT FOR
STREETS AND SIDEWALK MAINTENANCE 2023, SPEC. NO. 1000199
1. Approve Special Provisions for Job Order Contract for Street and
Sidewalk Maintenance 2023, Specification No. 1000199; and
2. Authorize staff to advertise for bids; and
3. Authorize the City Manager to award the contract to the lowest
responsive bidder.
5.f CITY COUNCIL STATEMENT CONDEMNING ANTISEMITISM AND HATE
TOWARD MARGINALIZED GROUPS
Receive and file a joint Council statement condemning antisemitism and
hate towards marginalized groups.
6. BUSINESS ITEM
6.a PARKING PROGRAM UPDATE AND AUTHORIZE ADVERTISEMENT OF
A REQUEST FOR PROPOSALS FOR A PARKING RATE STUDY

Meetings), a majority of the Council must elect to continue a meeting past
the adjournment hour (11:00 pm).

1. Provided the following direction on the project scope, strategy, and
outreach efforts for the Parking Rate Study:
Make the following changes to the Introduction of the RFP:
o The City is requesting proposals from qualified and experienced firms
to conduct a comprehensive parking rate study for the Parking Fund.
This is an enterprise fund, and the City will set fees and rates at levels
that fully cover the total direct and indirect costs—including operations,
capital outlay, and debt service. We are interested in understanding our
current parking rates, evaluating the competitiveness of our rates
compared to other municipalities of similar size and population, and
identifying opportunities for revenue stabilization.
Add the following to Request for Proposals scope of programs:
o Evaluation of a local program
o Evaluation of employee programs

2. Authorize the advertisement of the Request for Proposals for rate
study vendors; and
3. Authorize the City Manager to execute an agreement with the selected
consulting firm; and
4. Adopt Resolution No. 11456 (2023 Series) entitled, “A Resolution of
the City Council of the City of San Luis Obispo, California, authorizing
one hour of free parking for all users of the City’s parking structures”
with the following changes:
SECTION 3. From November 23, 2023, through June 30, 2025, all
customers in the City’s public parking structures will receive:
a) one hour of free parking each day;
b) free parking all day on Sundays, from 5:00am through 11:59pm.
SECTION 4. From November 23, 2023, through June 30, 2025, all
customers will receive free parking in all City structures and on-street
paid parking locations during the annual downtown holiday parade
during the hours of 6:00pm - 11:59pm.
5. Additional direction provided to:
o Bring back an ordinance to forego the on-street parking rate
increase originally planned for July 1, 2025.
o Direct staff to return with proposed changes necessary to authorize
the Public Works Director to implement a program that will allow for
more on-street parking utilization on Dana Street.
o Explore technology shifts for gateless technology that shifts from a
Park/Pay/Play model to a Park/Play/Pay model.

8. PUBLIC HEARING ITEM
8.a ANNUAL PUBLIC HEARING FOR THE TOURISM BUSINESS
IMPROVEMENT DISTRICT
Deputy City Manager Greg Hermann and Economic Development &
Tourism Manager Molly Cano provided an in-depth staff report and
responded to Council questions.

1. Conduct a public hearing to receive testimony regarding the City
Council’s intention to continue the San Luis Obispo Tourism
Business Improvement District and determined there was not a
legally sufficient protest made; and
2. Adopt Resolution No. 11457 (2023 Series) entitled, “A Resolution of
the City Council of the City of San Luis Obispo, California, declaring
the basis for and the levy of the assessment for the San Luis
Obispo Tourism Business Improvement District and affirming the
establishment of the District.”
Ayes (5): Council Member Francis, Council Member Pease, Council
Member Shoresman, Vice Mayor Marx, and Mayor Stewart

9. LIAISON REPORTS AND COMMUNICATIONS
Council Member Pease attended ‘Focus on the Future’ for SLOCOG.
Council Member Shoresman attended the SCLC meeting, the City Flu
Vaccination event at Fire Station 1, Dia de Los Muertos in Mission Plaza, and the
Leadership SLO Graduation Ceremony.
Council Member Francis attended the CAPSLO Board meeting, the County
Mayor's lunch on behalf of the Mayor, Dia de Los Muertos in Mission Plaza,
participated in Fire Ops at Fire Station 1, the Central Coast Economic Forecast,
and the Arbor Day event.
Vice Mayor Marx updated the Council that the County of San Luis Obispo voted
to rejoin IWMA and 3CE, met with Josh Medrano regarding the Community
Workforce Agreements, met with Dona Price regarding tenant and renter
protection in San Luis Obispo, Offshore Wind information session , and a Sierra
Club fundraiser.
Mayor Stewart attended the Dia de Los Muertos in Mission Plaza, four different
meetings regarding development, housing, student behavior, Halloween, the
Lumina Alliance walk, Central Coast Economic Forecast, and was a judge at the
Farmer's Market Halloween costume contest.
10. ADJOURNMENT
The meeting was adjourned at 11:40 p.m. The next Regular Meeting of the City
Council has been rescheduled to November 14, 2023 at 5:30 p.m. in the
Council Chambers at City Hall, 990 Palm Street, San Luis Obispo. Council
approved this action on December 13, 2022, during their annual review of the
2023 Council Meeting Calendar.
