1. CLOSED SESSION: STARTS AT 4:00 PM
1.a CALL TO ORDER
Vice Mayor Andy Pease called the Closed Session Meeting of the San Luis
Obispo City Council to order at 4:00 p.m. with Council Member Shoresman
participating remotely and Mayor Stewart joined the meeting at 4:10 p.m.

1.c PUBLIC EMPLOYEE APPOINTMENT
1.c.1 CONFERENCE WITH LABOR NEGOTIATORS
Unrepresented Employee: Interim City Manager, City Manager
Action: City Attorney Christine Dietrick indicated that the Council did
meet in Closed Session on a couple of items related to conference
with labor negotiators and consideration of an appointment of Interim
City Manager and permanent City Manager process. While there was
no required reportable action, the City Council unanimously
authorized her to share some information with the community and the
City organization. Upon motion by Council Member Marx, second by
Vice Mayor Pease, the Council choose to proceed with creating an
Ad hoc Committee comprised of Mayor Stewart and Council Member
Shoresman to work with the recruiter. The Council gave prior
direction to its labor negotiators on the selection of a recruiter.

Council confirmed their selection of a recruiter, Tony Dahlerbruch
from Peckhman and McKenney. Mr. Dahlerbruch will lead the
national recruitment process for the permanent City Manager and will
assist the Council with negotiations with an interim City Manager
candidate. We will share more information on all of those fronts as
we proceed through the process.

2. CALL TO ORDER
A Regular Meeting of the San Luis Obispo City Council was called to order on
March 5, 2024 at 5:30 p.m. in the Council Chambers, 990 Palm Street, San Luis
Obispo, by Vice Mayor Pease with Council Member Michelle Shoresman
participating remotely from the address listed on the agenda. Mayor Stewart
arrived at the meeting at 5:34 p.m.

Council Member Francis led the Council in the Pledge of Allegiance.

City Manager Derek Johnson provided a report on upcoming projects.

Council Member Shoresman pulled Item 6b from the Consent Agenda.

To approve Consent Calendar Items 6a, 6c, and 6d.

6.a WAIVE READING IN FULL OF ALL RESOLUTIONS AND ORDINANCES
Waive reading of all resolutions and ordinances as appropriate.
6.c ZERO-EMISSION BUS ROLLOUT PLAN ADOPTION
Adopt Resolution No. 11477 (2024 Series) entitled, “A Resolution of the City
Council of the City of San Luis Obispo, California, adopting the San Luis
Obispo Transit Zero-Emission Bus Rollout Plan and authorizing the Public
Works Director or their designee to approve future administrative revisions
to the Zero-Emission Bus Rollout Plan.”
6.d SECOND READING AND ADOPTION OF ORDINANCE NO. 1733 (2024
SERIES) TO AMEND MUNICIPAL CODE CHAPTER 2.40.040 (CAMPAIGN
CONTRIBUTION LIMITATIONS)
Adopt Ordinance No. 1733 (2024 Series) entitled, “An Ordinance of the City
Council of the City of San Luis Obispo, California, amending Chapter
2.40.040 of the Municipal Code related to Campaign Contribution
Limitations” reducing the per person contribution limit from $300 to $250.
Item 6b was pulled by Council Member Shoresman
6.b MINUTES REVIEW - FEBRUARY 20, 2024 COUNCIL MINUTES
Approve the minutes of the City Council meeting held on February 20, 2024.

To amend the language on Item 8a, as shown in italics below:
• Phasing increases, where appropriate.

7.a SAN LUIS OBISPO COUNCIL OF GOVERNMENT PRESENTATION ON
COUNTYWIDE SELF-HELP TRANSPORTATION INVESTMENT PLAN

provided an in-depth staff report and responded to Council questions.

ACTION: Council directed staff to return to Council at budget supplement
with a table that outlines what the next steps are in terms of short-, medium-
and long-term work plan items, making sure to include a column that
indicates what is required.
9. LIAISON REPORTS AND COMMUNICATIONS
Mayor Stewart attended the Cal Cities board meeting, which was paid for by Cal
Cities. She met with subcommittee on the Legislative Platform. She also spoke to
students at CL Smith Elementary regarding being on City Council.
Council Member Marx attended a 3CE Policy Board meeting.
Vice Mayor Pease attended a meeting with Attorney General Rob Bonta, City staff,
and other local leaders.
Council Member Francis attended the Nacimiento Commission meeting and the
Festival Mosaic event.
Council Member Shoresman attended the Channel Counties dinner in Buellton,
with Mayor Stewart and Vice Mayor Pease.
10. ADJOURNMENT
The meeting was adjourned at 10:09 p.m. The next Regular City Council Meeting
is scheduled for March 19, 2024 at 5:30 p.m. in the Council Chambers at City Hall,
990 Palm Street, San Luis Obispo.
