City Hall, Monday, August 15th 1921 - 7:30 P.M.
City Council met in regular session - Mayor L.F. Sinsheimer presiding.
Present : W.B. Martin, Geo. W. Kilbern, James Piper , L.E. Sinsheimer.
Absent : H.A. Gowman,
The minutes of August.lst and Sth were read and approved as read on motion of
James Piper seconded by W.B. Martin.
The following applications for permit to build were granted on motion of
James Piper seconded by Geo. W. Kilbern:
P.D. Cornelius -- Residence Block S Arlington Addn Cost $ 1500.00
L. Tamo -- Addition of Room & repairs Block 12 Cost
20.00
The application of Kenneth Beok for Sewer connection on Higuera Street between
Johnson Avenue and Essex Street was granted on motion of Geo. W. Kilbern seconded by
W.B. Martin.
The application of E.L. Johnston for Sewer connection on Higuera Street between
Nipomo and Carmel Street was referred to the Commissioner of Public Works on motion of
O.B. Martin seconded by James Piper.
Application of W.H.Johnson for license for Soft Drinks referred to the
Commissioner of Public Health and Safety for investigation and report on motion of
W.B. Martin seconded by Jades Piper.
On motion of Geo. W. Kilbern seconded by W.B. Martin the application of
J.W. Kinkade for permit to drill a Well at 452 Higuera Street was granted,
The application of E.F. Witchtendahl - for permit to place retaining wall
constructed of lumber in Creek on Islay.Street between Moro and Chorro Street was referred
( to the Commissioner of Public Works, on motion of James Piper seconded by W.B. Martin.
The report of the Gity Clerk for the month of July was received and ordered
filed on motion of W.B. Martin seconded by James Piper .
Labor bills were Qrdered paid on motion of James Piper seconded by Geo. W. Kilbern
- T.A. Greenleaf presented a petition for the paving of Marsh Street west of
Osos Street On motion of Geo. W. Kilbern seconded by W.B. Martin the same was
ordered filed together with the petition for the paving of the upper end of the said Street.
In re C.W. Palmer undertaking Establishment in Garden Street: City Attorney
ruled that the Council has the power or legal right to set aside certain districts,
within which bounds certain businesses shall be confined. Matter laid over to the
�N next meeting for further advise from City Attorney.
On motion of James Piper seconded by W.B. Martin the official Bond of Annie M.'.:Lille y
as City Colleotor, -gas approved and accepted.
On motion of Geo. W.-Kilbern seconded by W.B. Martin , communication of the
Santa Maria Gas Company was laid over.
On motion of W.B. Martin seconded by James Piper a communication from A.R.Seabach,
in re license for contracting, was referred to the City Attorney.
On motion of Geo. W. Kilbern seconded by W.B. Martin the matter of fixing salary
of City Engineer was laid over to the next meeting.
On motion of James Piper-seconded by Geo. W. Kilbern the meeting adjourned to
Monday, August 22d at 7:30 P.M.
