The application of W.H. Johnson for license for Soft Drinks was granted on motion
of James Piper seconded by.Geo. W. Kilbern.
The petition of Mrs. A. G. Former for transfer of Lodging house license to
Amanda Adams was granted.on motion of .James Piper._seconded by Geo. W. Kilbern.

The matter of the application of E.F. Witchtendahl for permit tp install a wooden
curb on Islay Street between Moro and Chorro.Street was laid over to the next meeting.
In re Water for irrigation purposes -It was moved by W.B. Martin and seconded
by James Piper and carried , that until further notice , beginning Saturday, August 27th.,
the following regulations become effective
Thatthe City be divided by Marsh Street and Moro Stre %t into four quadrants.
Beyond the southerly end of Moro Street the Southern Pacific Right of Way is the boundary.
Quadrant # 1 containing Mission Church
" # 2 " Court House

" # 3 e High School Wednesday.

Watering for irrigation purposes may be done.from only one faucet on each property and
only between the hours of 4 P.M. and 4 :30 P.M., in accordance with the above schedule.

City Council met in adjourned session -- Mayor L.F. Sinsheimer presiding.

Communication from League of California Municipalities relative to 24th Annual
Convention to be held at Santa Monica, California , Sept.27th to 30th., ordered filed.
The following applications for permit to build were granted on motion of
James Piper seconded by Geo. W. Kilbern :

On, motion of James Piper seconded by W.B. Martin , Mrs. J.E. Martin was granted
permit to lay 50 feet of 5 ft, park sidewalk on the west side of Santa Rosa Street between
�- Monterey Street and Palm Street.
On motion of W.B. Martin seconded by James Piper the application of Henry Wreden
for permit to lay 110 ft. 6 ft, park sidewalk on Chorro Street and 76 ft 5 ft park sidewalk
on Church Street was granted.
It was moved.by W.B. Martin and seconded by H.A. Gowman that the application of
Lena C. Spence for permit to lay 100 ft-of 7 ft. sidewalk on Moro Street between Higuera
and Marsh Street be laid over for one week. Motion carried by the following vote
Ayes : W.B. Martin , H.A. Gowman , Geo. W. Kilbern , JamesPiper.
Noes : L.F. Sinsheimer.

The application of M.E. Bundy for permit for Sewer connection ( two houses on
one sewer) on Monterey Street between Johnson and Essex Street was referred to the
Commissioner of Public Works for investigation and report on motion of James Piper
seconded by H.A. Gorman.
On motion of Geo. W. Kilbern seconded by W.B. Martin the following applications
of the Midland Co. Pub. Serv. Corpin for permit to set poles , etc., were granted:
On Toro Street between Pismo and Marsh Street,
On Grove Street between Higuera Street and Palm Street.

On Higuera Street between Essex and Johnson Street, and on Palm Street between
Park and Grove Street.
On- motion of Geo. W.Kilbern seconded by H.A. Gowman the application of the
Midland Co. Pub. Serv. Corp'a for permit to replace 30 ft, pole with a 40 ft. pole , set
2 - 40 ft.poles and install anchors on Marsh Street between Essex and Ida Streets was granted.

Onimotion of H.A. Gowman seconded by W.B. Mattin the petition of Julius E. Bonetti
for transfer of Taxicab license to N.E. Connally and H.S. Kiger was granted.
The application of E.L. Johnston for permit to connect with the City Sewer on
Higuera Street between Nipomo and Carmel Street ( two connections for one sewer ) granted on
motion'of Geo. W. Kilbern seconded by James Piper,
Ira Hodson appeared before the Council in re paving the alley intersections on

Broad Street On motion of Geo. W. Kilbern seconded by H.A: Gowman the'matter was
referred to the City Attorney for opinion to the Council.
Property owners on Dana Street appeared in re matter of Retaining Wall in creek .
On motion of James Piper seconded by Geo. W. Kilbern the matter was laid over to the next
meeting -- in the meantime property owners and committee to confer and ascertain what amount
could be raised by property owners to be used in defraying expense of same. Motion carried.
The next matter taken up by the Council -vas the consideration of the Tax Levy for
the year 1921 -22. The rates for the following purposes were tentatively agreed upon
as follows: Library Fund .11
General Fund 085
Bond Redemption & Interest .. .4S
After discussion as to the amount to be allowed for School purposes , it was
moved by H.A. Gowman that the School rate be fixed at .50 per one hundred dollars in valuation.
The motion was lost for the lack of a second.
It was moved by S.B. Martin and seconded by Geo. W. Kilbern that the rate for
School purposes be fixed at .60 per one hundred dollars in valuation.

James Piper, seconded by L.F. Sinsheimer, moved to amend the motion by substituting
a rate of .40 for School purposes. Amendment was lost by the following vote:
Ayes; James Piper, L.F..Sinsheimer.
Noes ; W.B. Martin , H.A. Gorman , Geo. W. Kilbern.
Absent : None.
An amendment was moved by L.F. Sinsheimer and seconded by James Piper that the rate for
School purposes be fixed at .46 .
Ayes : James Piper, L.F. Sinsheimer.
The amendment was lost by the following vote:
Noes : W.B. Martin , H.A. Gasman , Geo. W. Kilbern.
Absent : None.
H.A. Gorman , seconded by W.B. Martin , moved to amend by fixing the School
rate at .55 cents. The amendment carried by the following vote:

Noes : James Piper , L.F. Sinsheimer.
Absent : None.
The original motion as amended , fixing the School rate at .55 cents, was then
put, the result being as follows

Commissioner James Piper informed the Council that it was his intention to call
for a reconsideration of the School rate as above fixed.
