City Hall , Monday , November 21st.1921 - 7 :30 P.M.
City Council met in adjourned ses -zion- Mayor L.F. Sinsheimer presiding.
Present : H.A. Gowman , Geo. W. Kilbern , James Piper , L.F. Sinsheimer.
Absent °, W.B. Martin.
The minutes of Nov. 7th. and 114th. were read and approved as read on
motion of James Piper seconded by Geo. W. Kilbern.
Communication read from the Mayor of the City of Riverside extending
invitation to the Mayor and Council of this City , to attend a meeting of the League of
the Southwest to be held in the City of Riverside Dec. 8th.,9th. and 10th.
Itv was moved by H.A. Gowman and seconded by Geo. W. Kilbern that the communication be
acknowledged and the invitation accepted with thanks.
Communication of W.B. Burch certifying that the pavement on Broad Street
between Higuera and Islay Street had been completed in accordance with specifications
# 8 , was ordered filed on motion'of James Piper seconded by Geo. W. Kilbern.
It was moved by H.A. Gowman and seconded by Geo. W. Kilbern that James Piper
be, and is hereby authorized to act for the Council in adjusting insurance -- on loss of
Ciyt'a property in recent.Fire. The motion carried by the following vote
Ayes : H.A. Gowman , Geo. W. Kilbern , James Piper , L.F. Sinsheimer.
Noes : None.
Absent W.B. Martin.

The reports of the City Clerk and City Treasurer for the month of October
were received and ordered filed on.motion•.of James Piper seccnded by Geo. W. Kilberm.
The matter relative to selling Soft Drinks from stands on street was
referred to the Com. of.Public Health and Safety for investigation and report on motion of
H.A. Gowmanseconded by James Piper.

The application of the Pacific Telephone and Telegraph Company for permit
to move pole # 574 to property line on Toro Street between Islay and Buchon Street ,
granted on motion of James Piper seconded by Geo. W. Kilbern.
The application of
the same Company for permit to reinforce pole # 33 on Broad Street at corner of Branch St.
was denied on motion of James Piper seconded by Geo. W. Kilbern.
On motion of Geo. W. Kilbern seconded by James Piper the following
applications for Sewer connections were granted :
F.W. Fabrick - Higuera Street between Johnson and Ida Street.
C.R. Dana, - Islay Street between Nipomo and Braod St.
Mrs. D. Dunning - Monterey Street between Essex and Johnson Street.
On motion of Geo. W. Kilbern seconded by H.A. Gowman the Santa Maria Gas Co
were granted permission to open trenches at the following named locations, to wit:
Monterey Street between Toro and Essex Street.
Chorro Street between Peach and Mill Street.
Chorro Street between High and Broad Street
Pismo Street between Santa Rosa and Toro Street.
Mill Street between Santa Roam.and Toro Street.
Applications of the Mid. Co. Pub. Serv. Corp'n # 23- 24- 25 -26 -27 -and 29 for
permit to place, replace poles anchors,etc. were granted on motion of Geo. W. Kilbern
seconded by H.A. Gowman.

The application. of H and D. Van Matre fOr license for Lodging House at 1125
Moro Street was granted on motion of H.A. Gowman seconded by Geo: W. Kilbern.
On motion of H.A,Gowman seconded by Geo. W. Kilbern the application of
W.D. Dunning for permit to build in Block 2 of Central Addn., was granted.
The application of D.S. Roza for license for Taxicab was laid over.
In re refunding on Personal Property Tax Collections It was moved by
H.A. Gowman and seconded by James Piper that warrants on the City Treasurer be drawn in
favor of all parties who have paid personal property taxes in excess of the amount due
from them under the current year tax leyy and that such excess be refunded to them.
The motion carried by the following vote:
Ayes : H.A. Gowman, Geo. W. Kilbern , James Piper , L.F. Sinsheimer
Noes : None.
Absent W.B. Martin.
On motion of H.A. Gowman seconded by Geo. W. Kilbern the Commissioner of Supplies
was authorized to .proceed with the work of renovating and repairing the office of the
City Clerk.
The applicatiob of Paul A. Negrich for license for Pool Table was referred to
the Commissioner of Public Health and Safety on motion of James Piper seconded by Geo. W.
Kilbern.
It was suggested that a Barn for the purpose of housing City Property be
erected
on property recently
acquired
by the
City from John B. Isola.
The
matter was
referred
to the Commissioner
of Public
Works
and the Commissioner off Supplies
for report,
was also the matter of the purchase of and automobile for the Water Dept.
On motion of James Piper seconded by H.A. Gowman the meeting adjourned to
Monday Nov. 25th. at 7:30 P,M.
