City Council met in adjourned session - I,tayor L. F. Sinsheimer presiding.
Present: Chas. Forbes, L. J. Defoss�!t, H. E. Cox. L. F. Sinsheimer.
Absent : John Chapek.
The following applications for permit to build were granted on motion of H. E. Cox
seconded by L. J. Defosset:
C. H. Walterhouse - Residence and Garage, lot 16, Block 3, Caudill Tract Cost 4000.00
I:irs. IJary Micotti - Garage, Block 101, M.V.T. post 30.00
Gertrude Venema - 1'emodeling and repairs, Block 66 Cost 300100
The Merchandising Bond of B. J. Hepburn, Surety, A. 0• Goranson, was received, and on
motion of Chas. Forbes seconded by H. E. Cox the Surety was accepted and the bond approved.
On motion of H. E. Cox seconded by Chas. Forbes the application of G. 49. Skiles for
permit to make Stub sewer connection on Pacific Street between Walker Street and Archer Street,
was granted, while the application of R. F. Fukunaga for permit to cut pavement 2i x 20, on
Higuera Street between French Street and South Street to connect with the main public sewer
lot 1. Block 149 Hartford Addition was granted with the provision that the sewer connection
be made to the present Stub sewer now in.
Application of the I:?idland Counties Public Service Corporation Ido. 191 for permit
to d.o certain work on Chorro Street between Lionterey Street and Sycamore Street and on Palm
Street between 3road Street and ';Iorro Street, was referred to the Commissioner of Public
Works for investigation and report to the Council, on Laotion of L. J. Defosset seconded by
Chas. Forbes.
The petition of 'rs. H. F. Simmons for transfer of license for Lunch Counter at
723 Marsh Street to F. Beck.and Pearl Beck was granted on motion of L. J. Defosset seconded
by Chas. +orbes.
The application of Fred R. I•:?etzler for permit to hang a wooden sign, 18" x 14,
flush with the front of the building at 1017 Chorro Street, was referred to the Commissioner
of Public Health and Safety for report to the Council on motion of Chas. Forbes seconded by

Cox.
A petition was received from R. C. Ivey, et al., praying the Council to improve
esch Street between High Street and Buchon Street by paving same, under the Improvement Act,
d on motion of L. J. Defosset seconded by H. E. Cox the petition was referred to the City
ineer for checking and report 'to the Council.
Petitions of Nomination of the candidates for the respective offices to be voted
on at the General ?Municipal Election to be held in the City of San Luis Obispo on the 6th
ey of April, 1931, were presented by the City Clerk with an affidavit of the City Clerk as
to the sufficiency of said petitions. The following are the petitions filed:

motion of Chas. Forbes seconded by H. E. Cox the petitions presented were ordered received
d properly filed in accordance with law.
The matter of the application of Cline's Electric Shop for permit to install an
electric sign at the corner of I:Iarsh Street and LIorro Street (Pioneer Liarket) was again laid
over.
The application of H. C. knight for permit to lay sidewalk in Norton Addition was
again laid over pending the establishment of grades. The City Attorned7 was directed to-present
a draft of an ordinance for establishing grades in Norton Addition.
The petition of Cline's Electric Shop for permit to install a "Vertical Clock Sign."
for E. J. Hepburn, Jeweler, at 886 I. onterey Street was gr-- nted with the provision that the
York be done under the supervision of the City Engineer and in accordance with the provisions
of the existing Ordinance.
The petition of 1. A. Danielson, et. al., for the improvement of Archer Street
between ;:iarsh Street and Pismo Street was again continued pending report. from the City Engineer
Ordinance No. 149 (New Series), An ordinance establishing grades on portions of
Lizzie Street, Upham Street, Spring Street and Fixilini Street in the City of San Luis Obispo
was introduced and passed to print on motion of L. J. Defosset seconded by H. E. Cox by the
following vote:
Ayes Chas. Forbes, L. J. Defosset, H. E. Cox. L. F. Sinsiieinaer.
Noes None
Absent: John Chapek.
Commissioner Chas. Forbes brought up the matter of the adoption of a Uniform Building
Code for the City of San Luis Obispo. After discussion, the matter eras? made a special order
of business for the next meeting of the Council.
On motion of L. J. Defosset seconded by Chas. Forbes the following licenses were

The City Engineer presented plans and specifications for Division "0" Sewer.
Discussion. The City Clerk was directed to advertise for bids for material needed for said
Division "0" Sewer. Bids to be received up to March 23rd, 1931, at 7 :30 o'clock P.M.
The City Engineer presented plans and specifications for a Storm Drain to be in-
stalled on Archer Street between Llarsh Street and Pacific Street. Discussion. It was moved
by Chas. Forbes and seconded by H. E. Cox that the plans and specifications be approved:
that the City Engineer be directed to do the work in accordance with said plans and specifica-
tions, and in accordance with the provisions of the City Charter. The motion carried.
Resolution No. 351 (New Series), A resolution concerning the bonding of the City
of San Luis Obispo for certain municipal improvements, was introduced and adopted on motion of
L. J. Defosset seconded by Chas. Forbes by the following vote:
Ayes Chas. Forbes, L. J. Defosset, H. E. Cog, L. F. Sinsheimer.

Ordinance No. 150 (Eew Series) , An ordinance amending Ordinance No. 76 (New Series)
by adding thereto, a new Section to be numbered 652s was introduced and passed to print on moti
