M. City Council met in regular session: - mayor L.F:Sinsheimer,presiding. Present . J.B.Berkemeyer, L.J.De±osset, R.P.Howell, Joseph Leary, L.F.Sirisheimer. Absent . None. The minutes of Lay 15th, 22nd and 29th, 1933 were read and approved as read on motion of J.B.Berkemeyer seconded by R.P.Howell. The following applications for permit to build were granted on motion of J.B.Berkemeyer seconded.by L.J.Defosset : Emma G. Fitzgerald - addition of Bath Room;pt.Lots 9 & 10,B1k.4,Central Addn. cost 6250.00 J. E. Dearborn - Remodel Residence Lot 8, Block 93 Cost $350.00 H. Silveria - Garage and Store Room, pt Lot 3, Block 44 Cost $150.00 W, M. Bare - Rug Platform Block 8 Coat $20.00 Merchandise Bond of r,Irs *VI.M.Bare, with Hazel V.Peterson as surety, was received and on motion of R.P.Howell seconded by J.B.Berkemeyer the surety was accepted and the Bond approved. Application of LIrs.F.Chavis for license for Lunch Counter at 866 palm Street received and referred to the Commissioner of Public Health and Safety for investigation and report to the Council. Application of the Santa I;Iaria Gas Company for permit to take up and relay gas main on Santa Barbara avenue between P.C.R.R. Crossing and Osos Street, prior to graveling said Street, was granted on motion of J.B.Berkemeyer seconded by R.P.Howell, with the provision that work be done under the supervision of the City Engineer. Application of Merrifield Electric Company for permit to hang a Neon Sign at Associated Service Ststi.o$9,301 Higuera Street, referred to the Commissioner of publiQ Health ) `J and Safety for report to the Council, as was also, the application of Cline's Electric Shop for permit to hang a double faced Neon Sign for Browning Furniture Company at corner Broad and Higuera Streets. Application of Walter Pfleghaar for permit to hang an Electric Sign at corner of LZonterey and Chorro Streets for "La Fiesta" granted on motion of L.J.Defosset seconded by J.B.Berkemeyer. The reports of the City Collector, Police Judge and Pound Infester for the month of May, 1933, were received and ordered filed, on motion of J.B.Berkemeyer seconded by L.J.Defosset. Petition of W.A.Brouillet and Son for permit to break sidewalk on Pacific Street near Beach Street to repair broken water service for Mrs.G.A.Brown referred to the Commissioner of Public tdorks for report to the Council on motion of L.J.Defosset seconded by R.P.Howell. Communication from Fr.Jamea Buckley received and placed on file. Petition of Mre,John Romero et al in re "noisy Water Pipes" referred to the commissioner of Public Works with instructions to abate the nuisance. Communications received from Mrs.J.Heuckendorff, Schlicht & Jacobsen and D.S.Rosa in re license fee on sale of "Beer ". It was moved by L.J.Defosset and seconded by J.B.Berkemeyer and carried that the communications be placed on file, to be taken up when the matter of the Beer Ordinance is considered by the Council. Chester Haywood of the Mission Taxi Company appeared in re alleged use of a third car in his Taxi business. After discussion, it was moved by L.J.Defosset and seconded by R.P.Howell that License ;;2088 for the January quarter 1933, in the amount of $10.00 issued to the Mission Taxi Company for a third car be cancelled. The motion carried. In re license on ; Outside Laundries Soliciting business within the City of San Luis Obispo Fatter discussed. It was moved by L.J.Defosset and seconded by R.P.Howell that outside laundries having no fixed place of business in the City of San Luis Obispo be licensed at X50.00 per quarter. Discussion. Motion withdrawn. Further discussion It was moved by L.J.Defosset and seconded by J.B.Berkemeyer that outside Laundries having no fixed place of business in the City of San Luis Obispo be licensed at $200.00 per year pay- able in advance. The motion carried and it was so ordered. Joseph Leary voted "No ". In re license on Outside Bakeries soliciting business within the City of San.Luis Obispo Discussion. It was moved by L.J.Defosset and seconded by R.P.Howell that license on Outside Bakeries soliciting business within the City of San Luis Obispo be fixed at $100.00 per year, payable in advance. The motion carried. Joseph Leary voted "No". Ordinance No. 171 (New Series) An Ordinance amending Ordinance No. 76 (New Series) by adding two new sections to be numbered 892s Relating to the business of Laundries and Dry Cleaning, and 952, relating to the business of Bakeries, was introduced and passed to print, on motion of L.J.Defosset seconded by J.B.Berkemeyer by the following vote : Ayes : J.B.Berkemeyer, L.J.Defosset, R.P.Howell, L.F.Sinsheimer. Noes Joseph Leary. Absent None. City :attorney presented a draft of an Ordinance amending Ordinance No. 166 (New Series) in reference to Contractors. Ups motion of L.J.Defosset seconded by J.B.Berke- meyer the definition of a "Contractor" as set forth in said draft was approved. Upon notion of R.P.Howell seconded by J.B.Berkemeyr the proposed change in reference to Contrac- tor's Bonds, allowing any bond, which meets the approval of the Council, or a,certified check to be.filed, was approved. Upon motion of R.P.Howell seconded by L.J.Defosset the reduction 1 1 1 1 1 1 1 1 0 1 1 453 of the Bond required from a Class "F" Contractor, from $500.00 to $200.00 was approved. Ordinance No. 172 (New Series) An Ordinance amending subdivision "C "'of Section 2 and Section 4 of Ordinance No. 166 (New Series) (Contractors Ordinance) was introduced arld passed to print on motion of J.B.Berkemeyer seconded by L.J,Defosset by the following vote : Ayes : J.B.Berkemeyer, L.J.Defosset, R.P.Howell, Joseph Learyi:1.F.Sinsheimer. Noes : None. Absent . None. In re petition of E. Taylor Smith et al. in re revision of property assess- ments : Discussion. It was moved by L.J.Defosset and seconded by R.P.Howell that the petition be referred to the City Assessor : That steps be taken to make re- assessment of all property within the City.- That the City Assessor be authorized to employ such assistance as may be necessary to obtain that end. The motion carried. Claims against the City for the month of May 1933 were ordered paid subject to the approval of the heads of the respective Departments on motion of R.P.Howell seconded by J.B..Berkemeyer. Application of the Better Plumbing Company (by V.P.Dickason) for registration as Class "E" Contractor together with Bond and License fee received. On motion of J.B:Berkemeyer seconded by L.J.Defosset the bond was approved and license ordered issued. License report of the City Collector for the April quarter of 1933 received and referred to the Police Department for report to the Council at the next meeting. meeting. Application of Simon Levi Company for license for "Beer" laid over to the next Applications of- H::,E.Clark and William T. Walker for registration as Class "E" and Class "F" Contractors, respectively, laid over. Petition of P.A.H.Arata in re cancellation of certain tax sales continued. Application of Cline's Electric Shop for permit to hang a ideon Sign at 975 Osos Street for R.W.Shelby, granted on motion of L.J.Defosset seconded by J.B.Berkemeyer with the provision that said sign be hung in accordance with Ordinance and under the supervision of the City Engineer, Petition of the Pacific Telephone and Telegraph Company.for permit to set pole on Story Street near P.C.Railway tracks continued. Application of the Filipino Club for license for Soft Drinks and Cigars Sideline at 887 Palm Street withdrawn. Petition of T.F.Weaver et al in re premises at 1416 Palm Street laid over. Application of Pay'n Takit Stores by E.D.Ward for "Retail Off Sale" license for "Beer" at 971 Higuera Street referred to the Commissioner of Public Health and Safety for report.
