Defosset, R. P. Howell, Joseph Leary, L. F. Sinsheimer. Absent: None This being the time fixed by the Council for receiving bids for a public fire alarm and public emergency alarm system, more particularly set out in said notice for bids, duly and regularly published, the following is a list of all bids received, whibh were publicly opened and read: The Gamewell "Company: Type C - Diaphone Horn equipment, completely installed - $ 21525.40 Type C - Diaphone Horn equipment only complete, delivered ( not installed ) - 1,925.40 Hedberg Super Sirens: Fire Alarm equipment to constitute a closed circuit system, operating from direct current electrical energy - $ 1,980.00 The Valley Electric Co.: (1) One (1) "Fedelcode" No. 5 Code Siren - 5 H. F.; 3 phase; 220 volts; 60 cycle) One (1) Automatic Control with Automatic Time Stop) 686.29 One (1) Remote Control Unit ) Matter discussed and on motion of J. B. Berkemeyer, seconded by L. J. Defosset the bids were taken under advisement until not later than Monday evening, October 24th, 1938 at 7:30 P. M. The motion carried. Inspector K. C. Murphy of the State Highway Patrol and Dr. Allen 0. Gossett of the State Division of Forestry were present and addressed the Council in reference to the establishment of.a Police Radio Station through the cooperation of various police agencies in the County of San Luis Obispo, including the City of San Luis Obispo. It was stated by Inspector Murphy that the broadcasting unit would be erected- on property of the State Division of Forestry on the Morro Road; that the State Division' of Forestry would provide a microphone at the broadcasting unit, with an operator in charge twenty -four hours a day from May 1 to November 1 of each year; that in addition to said microphone, an additional microphone would be installed at the office of the State Highway Patrol in the City of San Luis Obispo from which microphone messages would be broadcast by remote control, with an operator in charge of said microphone for six- teen hours per day throughout the year, the hours probably being from eight A. M. to twelve midnight. The Council was advised that the only cost to the City would be the sum of $500.00 to be used along with money received from other interested agencies in the erection of the station; that after the station was erected all costs of operation, repairs, replacements and similar expenses would be taken care of by other parties; and that the radio station would be at the service of the Police: Department of the City of San Luis Obispo, to be used by such Police Department in broadcasting police messages, subject to the control of the Federal Radio Communications Commission; that the Police Department would have the right to telephone to the operator of the microphone, either at the State Highway Patrol office or at the State Division of Forestry, where such operator would receive the message and immediately broadcast such message. 2712 That in addition to the use of the station as above explained, the City of San Luis Obispo would have the further right to install its own microphone and to place its own operator in charge of such microphone, using the broadcasting unit to broad - castmessAges through its own microphone; that if such microphone were installed, it would be used along with other microphones connected with the station during such hours as the City might determine, but that.the installation of such microphone would not bar the City from telephoning messages to other operators in the event the City did not maintain an operator at its own microphone twenty -four hours per day; and that the cost of installation of such microphone and all-telephone line charges cohnecting such mi- crophone with the broadcasting unit would be paid for by the City, though it was thought that both the City and the State Highway Patrol might be able to use the same telephone line and, if such -:ere possible, Inspector Murphy agreed to cooperate along that line. Mr. Gossett stated that he would be willing, during the portion of the year when an operator would not be on duty at the office of the State Division of Forestry, to loan the microphone of the State Division of Forestry to the Police Department of the City, to be installed in the police office and used for broadcasting messages. It was moved by Councilman R. P. Howell and seconded by Councilman J. B. Berkemeyer, that, in consideration of the radio broadcasting service'to be rendered to the City of San Luis Obispo, as explained by Inspector Murphy and Mr. Gosset, and of_ the advantages to be secured by the City in the operation of such station in con- nection with its Police Department, the sum of $500.00 previously voted by the Council be paid over to the committee in charge of the erection and installation of such broad- casting station. Motion duly carried. On motion of J. B. Berkemeyer, seconded by L. J. Defosset, the meeting adjourned to Monday, October 24th, 1938 at 7 :30 P. M. Ayes: J. B. Berkemeyer, L. J. Defosset, R. P.
