City Council met in adjourned session - Mayor Fred C. Kimball presiding. Present: W.H.Brazil, R.P.Howell, Ralph C. Kennedy, Fred C. Kimball, Joseph Leary Absent: None The following applications for permit to build were granted on motion of R.P. owell, seconded by W. H. Brazil: • Leal - Residence & Garage, Lot 1, Blk 151, Harford Addn. Cost 39000.00 • H.-Kirk - Residence & Garage, Phillips & Beebee Tract., " 22600.00 • H.-.Kirk - Residence & Garage, Phillips & Beebee Tract, " 2,900.00 • J. Belloni- Remodel Store Front, Block 87, ^ 150.00 Application.of Cery.Arcaina for license for Soft Drinks at 834 Palm Street ferred to the Commissioner of Public Health and Safety for report to the Council.. Application of E. R. Bradbury for permit to recess curb for a 10 ft. driveway ramp sidewalk 3 ft. on south side of Islay Street between Morro Street and Osos Street ted -on motion of R. P. Howell, seconded by Joseph Leary with the provision that work e done under supervision of the City Engineer. Application of Neon Sales and Service, by E. M. Andrez, for permit to install a sign at Delight Bakeiy,723 Higuera Street referred, on motion of R. P. Howell, se Joseph Leary, to the Commissioner of Public Health and Safety for investigation and port to the Council. Petition of Tom H. McGrath et al for permit to operate a miniature Golf Course within the City of San Luis Obispo referred to Commissioner, W. H. Brazil for report. It was moved by Joseph Leary and seconded by R. P. Howell that the application of R. Leal for permit to open trench on High Street between Cypress Street and Beebee Street for the purpose of making sewer connection be referred to the'Commissioner of,Public ks for investigation and report to the Council. Discussion. Commissioner Ralph C. y moved to amend the motion by giving the Commissioner of Public Works power•to• act, tion to amend received, no.; second and was declared lost. The original motion was then put by the'Chair and carried. A petition was presented by Chas. P. Kaetzel for the Southern Pacific Railroad Company requesting the Council to close a portion of Frederick Street and a portion of ictoria Street, which said streets lie partly within and partly without the City of San Luis Obispo and mare' particularly described in petition on file. Matter discussed, and, Resolution of Intention No. 426 (New Series) A Resolution of Intention to close up and abrandon certain portions of Frederick Street and Victoria Street was passed and adopted by the following vote: Ayes: W.F...Brazil, R.P. Howell, Ralph C. Kennedy, Fred C. Kimball Noes: None Absent: None - Joseph Leary not voting. 53 30J4 The following notification of Li.quor.License application to State Board of Equalization was received: 5/26/39- Refu io Lopez -.dba E1 Rancho Grande Cafe --On Sale Beer - 887 Palm.�Street The report of the Chief of Police on above application.was ordered placed on file and it was moved by R. P. Howell, seconded by W. H..Brazil that the Chief of Police be directed to file protest on the said application. Motion carried. Petition of A. J. Vermazen relative to the removal of certain trees in front of his property at 1178 Pacific Street referred, on motion of Ralph C. Kennedy, seconded by Joseph Leary, to the Commissioner of Public Works and the Commissioner of Public Health and Safety for investigation and report to the Council. Re: Petition of W. B. Roselip for permit to pave alley in Block bounded by Marsh and Higuera and Garden and Broad Streets in the City of San Luis Obispo. Matter discussed. It was moved by R. P. Howell, seconded by W. H. Brazil and carried that the petition be granted, work to be done under the, supervision of the City Engineer. Ordinance No. 198 (New Series) An Ordinance changing the Official Curb Grade on a portion of Fixlini Street and a portion of Spring Street in the City of San Luis Obispo was finally passed, on motion of R. P. Howell, seconded by W. H. Brazil by the following vote: Ayes: W. H. Brazil, R. P. Howell, Ralph C. Kennedy, Fred C. Kimball, Joseph Leary. Noes: None Absent: None Application of Blue Bell Coffee Shop ( by C. A. Butts) for license for Restaurant at 978 Monterey Street granted on motion of W. H. Brazil, secondedby R. P. Howell.. .Re: Petition of Vernon Porter for fire hydrant at Murry Ave. and Kentucky Street. Discussion. Matter continued, for further investigation by Commissioner of Public Works and the City Engineer, for report of estimated cost of hydrant and in- stallation. Re: petition of H. C. Kinsman.et al in regard to transferring certain pro- perty known as and .called Caudill Street to the City of San Luis Obispo. Mayor Kimball made verbal report relative to improvement of said street prior to acceptance. Matter continued for report by City Engineer. Re: petition of James Kuden relative to odors from Sewage Disposal Plant: Commissioner of Public Works to have report at the next meeting of the Council. Re: 'Water Well on.City's property at Garden and Pismo Streets. Matter dis- cussed. It was moved by W. H..Brazil and seconded by Ralph C. Kennedy that the Commiss of Public Works and the City Engineer be empowered to put down a well and buy pump; that the matter, of purchases for same be referred to the Commissioner of Supplies. Motion carried. Commissioner of Public Works presented Engineer's estimate of cost for penetration oil treatment of Essex Street between Buchon Street and Mill Street. Matter. discussed and City Engineer requested to fum ish Council with further report. It was moved by R. P. Howell, seconded by W. H. Brazil that Clayton Morss be employed as foreman of construction to work under supervision of the City Engineer at.a salary of $125.00 per.month, on completion of his time with W. P. A. Motion carried. It was moved by Ralph C. Kennedy, seconded by W. H. Brazil and carried that the Commissioner of Public Health and Safety investigate odors in and around Bank of America and Security First National Bank of Los Angeles and report back to the Council. 1 1 1 1
