Howell, .. directed to confer with the City Attorney relative to offer-of Lowe Sanitary. District..to.. pay. a certain sum, i.e.,$500.00 , for privilege of connecting sewer for.the said Lowe Sanitary District with the sewer system of the City of San Luis Obispo for one year. City Council met in adjourned session - Mayor Fred C. Kimball presiding. Present: W.H.Brazil, R.P. Howell, Ralph C. Kennedy, Fred C. Kimball, Joseph Leary. Absent: None The following applications for permit to build were granted on motion of R. P. Howell, seconded by W. H. Brazil: Wm. Vetter - Residence, lot 19 Blk 121, Murray & Church Addn. Cost $2000.00 Manual Lopez - Addn. of room pt lot 69 Blk 19, Central Addn. Cost 250.00 Petition of N. Casulli for permit to make partition in building at 911 Branch Street and install window received. Petition of J. V. Bello, 857 Branch Street protest- ing said work read. It was moved by Ralph C. Kennedy, seconded by W. H. Brazil and carried that the petition of N. Casulli be denied for the reason that said work is done contrary to the provisions of Building Code. Matter further discussed and Commissioner R. P. Howell and the Building Inspector -to interview petitioner and work out another plan. Petition received from Theodore C. Maino requesting that curb grade be establish on north side of Murray Street between Turner Street and Chamblin Street. On motion of R. P. Howell, seconded by W. H. Brazil the City Engineer was directed to establish grade as petitioned for. The motion carried. The report of the City Treasurer for the month of May 1939 received and ordered ed on file on motion duly seconded and carried.. Petition of Mrs. Elisabeth Law requesting the Council to extend water main from rson Ave. easterly on Hope Street approximately 200 ft. to serve new residence re- erred, on motion of Ralph C. Kennedy, seconded by R. P. Howell, to the Department of blic Works for investigation and report. Re: Proposal of .City to establish new Dump on City's property in vicinity of Laguna: Protest of F. Dalidio received. Matter discussed and Commissioner of Public Works reported that Health Department had no objection to that location. Matter further dis- sed and left over for further investigation. Re: Improvement of Morro Street: Lawrence M. Fischer et al presented petition questing the Council to initiate a plan and program to complete the paving of Morro o57 Street along the same lines as.has.been..planned.for.Islay Street improvement. Matter dis- cussed with petitioners present, and on motion of R. P. Howell, secnded by W. H. Brazil, ii was ordered that the petition be laid over for future reference. Applications for the quarterly licenses. were. granted on motion of W. H.Brazil, seconded by R. P. Howell. Application of Estate of Elizabeth Nelson by Alice Harper, for permit to recess curb and ramp sidewalk for a 10 ft. driveway on west side of Santa Rosa Street between Palm Street and Monterey Street granted on motion of R. P. Howell, seconded by W. H. Brazil with the provision that work be done under the supervision of the City Engineer. Re: petition of J. H. Kirk for water line on Caudill Street: Commissioner of Public Works to contact Mr. Kirk'and report to the Council. Application of Cery Arcaina for license for Soft Drinks at 834 Palm Street granted on motion of W. H. Brazil., seconded by R. P. Howell. Petition of Tom H. McGrath et al for permit to operate miniature Golf Course within the City withdrawn. Petition of Vernon Porter, A. J. Vermazen, James Kuden and San Luis Garbage Company laid over for future report. Re: Radios for Police Department: It was moved by W. H. Brazil, seconded by R. P. Howell and carried that Commissioner of Supplies be authorized and directed to purchase two Radio receiving Sets for use in Police Department; one set to be in- stalled in each Police Patrol Car. Resolution No. 428 (New Series) Preliminary Determination of'Legislative Body under "Special Assessment Investigation, Limitation and Majority Protest Act of 1931" re: improvement of Islay Street, was adopted on motion of R. P. Howell, seconded by W.H. Brazil by the following vote: Ayes: W.H.Brazil, R.P.Howell, Ralph C. Kennedy, Fred C. Kimball, Joseph Leary Noes: None Absent: None Resolution No. 429 (New Series) A Resolution directing preparation of inves- tigation report re: Improvement of Islay Street, was adopted on motion of R. P. Howell, seconded by Joseph Leary by the following vote: Ayes: W.H.Brazil, R.P. Howell, Ralph C. 6ennedy, Fred C. Kimball, Joseph Leary Noes: None Absent: None Resolution No. 430 (New Series) A Resolution Determining correction Factor: Improvement of Islay Street, was adopted on motion of Ralph C. Kennedy, seconded by R.P. Howell by the following vote: Ayes: W.H.Brazil, R.P.Howell, Ralph C. Kennedy, Fred C. Kimball, Joseph Leary Noes: None Absent: None On motion of W. H. Brazil, seconded by Joseph Leary the City Attorney was re- quested to furnish the Councii with a draft of an amendment to Traffic Ordinance cutting parking time limit of 1j hours to 1 hour and providing for the installation of 15 minute loading zones.
