City Hall, Monday July 24, 1939 - 7:30.P. M. =5
The City Council met in adjourned.regular.session with Mayor Fred C.
Kimball presiding.
Present: W.H.Brazil, R.P.Howell, Ralph C. Kennedy, Fred C. Kimball, Joseph Leary
Absent: None
The following applications for permit to build were granted on motion of
R. P. Howell, seconded by W. H. Brazil and duly carried:
Theo. C. Maino - Res. and garage - lots 15 & 16, Blk 112
Phillips Synd. Addn., Cost $5000.00
Ida O'Brien - Residence, pt of lot 7. Blk 1109
Mission Vineyard Addn. " 2700.00
Ferdinand Lewis - Res. and garage - pt of lot 12 Blk 3,Weill's Addn. " 1300.00
The application of Frances A. Leidig for a building permit was granted
upon motion of R. P. Howell, seconded by W. H. Brazil, provided, that all contractors
engaged in the construction of the proposed building are contractors holding licenses
from the City of San Luis Obispo.
The application of Rose Kleeb for a building permit for an addition to of

residence, with D. E. Crissey as contractor was granted, provided that said contractor
secure a license or that the work be done by a contractor holding a City license.
The application of Tony Machado for a building permit for garage, was yo'/
referred to the Department of Public ', Works and the City Engineer, with power to act,
upon motion of Ralph C. Kennedy, seconded by Joseph Leary.
The application of Jack H. Spandan for license of Auctioneer was referred
to the Commissioner of Public Health and Safety and the Chief of Police for report at the
next meeting of the Council, upon motion of R. P. Howell, seconded by W. H. Brazil.
Upon motion of Ralph C. Kennedy, seconded by W. H. Brazil, the appli-
cation of Henry C. Dalessi to grade the surface and install sewer line on Fixlini Street
and to grade and surface Spring Street between Johnson and Fixlini Streets was referred to
the Commissioner of Public Works and the City Engineer, with power to act, and to report
their action back to theCity Council, upon motion of Ralph C. Kennedy, seconded by W. H.
Brazil and duly carried.
The application of D. N. Hodgson for a contractor's license was laid over
until the next meeting of the Council.
Upon motion of R. P. Howell, seconded by W. H. Brazil the application of
Neon Sales and Service to install a neon sign for Pep Creamery at 785 Higuera Street was
referred to the Commissioner of Public Health and Safety, with power to act, and to report
such action to the Council at its next meeting. Motion carried.
A letter from the War Department in reference to Flood Control work on the
Santa Clara River was ordered filed.
Upon motion of Ralph C. Kennedy, seconded by R. P. Howell and duly carried,
the Merchandising Bond of San Luis Obispo Monument Works was approved, surety accepted
-and license directed to be issued.
A proposed contract between the County of San Luis Obispo and the City of
San Luis Obispo relating to the performance by the County Health Department of all health
duties within the City of San Luis Obispo was presented to the Council and read. Upon
motion of R. P. Howell, duly seconded by W. H. Brazil Resolution No. 440 (New Series) -
"A Resolution providing for the execution of an Agreement between the City of San Luis
Obispo and the County of San Luis Obispo" was adopted upon the following roll call vote:

The application of Natale Mainini for the construction of a concrete
culvert was again laid over with the request that the applicant supply plans and specifi-
cations for the proposed work.
A discussion was had in relation to a new street roller, but the matter
was again continued until the next meeting of the Council.
The matter of an agreement with the Lowe Sanitary District was again
before the Council. Councilman R. P. Howell reported that the.District had agreed to
pay $10.00 per year in advance for the 61 premises now ready to be connected and also the
sum of $$10.00 for any new connections installed during the ensuing year. Upon motion of
R. P. Howell, seconded by Joseph Leary and carried the City Attorney was instructed to
prepare and present to the Council a new Agreement with the Lowe Sanitary District as
outlined by Mayor Fred C. Kimball. A roll call vote was had on such motion with the
following result:

A proposed contract between the City of San Luis Obispo and George
. P. Anholm and others was presented and read to the Council relating to the drilling of
a water well. A discussion was had relative to such agreement and upon motion of R. P.
Howell, seconded•by W. H. Brazil,Resolution No. 441 (New Series).- "A Resolution pro-
viding for the execution of an Agreement between the City of San Luis Obispo and George
M. P. Anholm and others" was adopted upon the following roll call vote:

Upon motion of W. H. Brazil, seconded by R. P. Howell the Commissioner
of Supplies was instructed to purchase a used Ford truck for the Fire Chief and that the
City Attorney be instructed to draw an Agreement relative to the purchase of such truck.
Such motion carried.
The City Attorney was instructed to prepare and present to the Council
a Resolution in reference to the installation of a Boulevard Stop Sign at the intersection
Toro and Pismo Streets.
Commissioner of Finance, Ralph C. Kennedy, reported to the Council that
here were several unsightly places within the City and that the city should use its
est efforts to remedy such situation. Mayor Fred C. Kimball appointed Commissioner of
inance, Ralph C. Kennedy and Commissioner W. H. Brazil as a committee to make a further
tudy in reference to such unsightly places and to bring to the Council, their recommen-
ations.
Upon motion of Ralph C. Kennedy, seconded by W. H. Brazil and carried,
e meeting of the Council adjourned to Monday, July 31st, 1939 at 7:30 o'clock P. M.
