Kennedy, Fred C. Kimball, Joseph Leary Absent: None The following applications for permit to build were presented,: Lillian & Merle A. Mallory - Res. and Garage, Lot 2 Blk 172 Anholm Addn, Cost 4700.00 was granted on motion of R.P.Howell, seconded by W.H.Brazil, with the provision that the building be set 4 ft. from the property line instead of 3 ft. as shown on plan.- Vernon Nevins - Remodel kitchen, lot 15 Blk 8, AnhoLm Addn. Cost 500.00 granted on motion of R.P. Howell, seconded by W. H. Brazil. Alice M. Reynolds - Garage, Lot 18, Blk 177, Loomis Addn, Cost 120.00 granted on motion of n. P. Howell, seconded by Joseph Leary, with the provision that garage set back in line with house. M. Donnelly - Garage, Lot 3, Blk 120 Reeds Addn, Cost 140.00 granted -on motion of R. P. Howell, seconded by W. H. Brazil. The application of Katie Bianchi for permit to make addition to cabin, lots 1 and 2. Block 4, at a cost of $40.00 was referred, on motion of Joseph Leary, seconded by R. P. Howell to the Commissioner of Public Works and the City Engineer for investi- gation and report. The application of L. & L. Amusement Co. by James Ariaga, Mgr. for license for Music Vending Machine at '156 Higuera Street, "3U Cafe ", was referred, on motion of Joseph Leary, seconded by W. H. Brazil to the Commissioner of Public. Health and Safety for report to the Council. The petition of Santos Bros. for transfer of license for Soft Drinks and Cigars Sideline at 1023 Morro Street to 0. P. Hazard was referred to the Commissioner of Public Health and Safety for investigation and report. The petition of M. Donnelly for permit to recess curb for a distance of 8 ft. for driveway on the north side of Marsh Street between Carmel and Archer Street re ferred, on motion of Joseph Leary seconded by R. P. Howell to the Commissioner of lublic Works for investigation and report to the Council. The petition of Joe Kucera for permit to hang wooden sign in front of Steak Rector Restaurant at 1024 Morro Street was referred, on motion of R. P. Howell, seconded by W. H. Brazil to the Commisd oner of Public Health and Safety for investigation and power to act. The petition of Mrs. H. L. Coffin for grade for curb and gutter on the east line of Santa Rosa Street between S.P.R.R. right of way and Leff Street, Block 178, Loomis Addition, was received, and on motion of R. P. Howell, seconded by Joseph Leary the City Engineer was instructed to establish.grade as petitioned for. On motion of R. P. Howell, seconded by Ralph C. Xennedy; the petition of Mrs. H, L, Coffin for street sign at Santa Rosa and Leff Streets was referred to the Com- missioner of Public Health and Safety and the rolice Department. Application of Anita Hathway for sewer connection on Hathway Ave. between Fig Street and Murray Ave. was referred, on motion of Ralph C. Kennedy, seconded by R. P. Howell to the Commissioner of Public Works and the City Engineer, with power to act. On motion of Joseph Leary, seconded by R. P. Howell, the application of L. A. Sarter for permit to open trench to connect with sewer on Nipomo Street between Islay and Buchon Street was referred to the Commissioner of Public Works and the City Engineer for investigation and report to the Council.. In a communication, George B. Benner requested that sewer service be extended 1 1 l �J 1 1 1 1 for a distance of approximately 40 ft. in a southerly direction from its present terminus at Dr. L. W. Campbell property on Fixlini Street. On motion of Joseph Leary, seconded by Ralph C. Kennedy, the clatter was referred to the Commissioner. of Public Works and the City Engineer for investigation and report to the Council, as was also, the petition of F. G. Muff for extension of sewer on Hill Street from its present terminus on Mt. View Street approximately 100 ft-in length ( Radio Station ) The application of the San Joaquin Power Division, Pacific Gas and Electric Co. No. 258 for permit to do certain work on Mission Street between Chorro and Lincoln Ave. in connection with furnishing power for a 7E H.P. Pump Motor at the City's well on Lot 15, Block 16 of the Anholm Addn was received, and on motion of Joseph Leary, seconded by Ralph C. Kennedy, the application was granted. Anita M. Hathway filed map showing proposed street through certain property in Hathway Addition and petitioned for the acceptance of said street by the City. On motion of Ralph C. Kennedy, seconded by Joseph Leary the matter was referred to the Com- missioner of Public Worts and the City Engineer for investigation and report to the Council. Re: Communication from Earl N. Thompson, Mgr. County Airport relative to Civilian Pilot Training Program. Matter discussed. On motion of Ralph C. Kennedy, seconded by N. H. Brazil, the Mayor is to get in touch with Mr. McFee of the California 2olytechnic School regarding any assistance the city can give toward receiving Civilian Aeronautical School. The communication of Edmond Williams relative to safety measures at Buchon and Morro Streets and Buchon and Osos Streets was referred to Commissioner of Public Health and Safety. The application of Nellie Maston for license for Mdse (Confectionery, Lunch, Soft Drinks, etc.) at 1177 Marsh St. was granted on motion of W.. H.Brazil, seconded by R. P. Howells Plan and details for the improvement of a portion of Tract No. 30 in the City of San Luis Obispo known as "Escuela Alta Subdivision" (Albert Nelson) was re- ferred to the Commissioner of Public Works and the City Engineer for investigation and report back to the Council. Memorandum of Agreement and Resolution to provide for the expenditure of the 1/4 cent gas tax on Streets of Major Importance in the City of San Luis Obispo was received from H. L. Gibson, District Engineer, Division of Highways, District No. 5. Matter discussed and on motion of Ralph C. Kennedy, seconded by Joseph Leary same was referred to the City Engineer and the City Attorney for report to the Council. This being the time fixed by the Council for receiving Bids for the improve- ment of portions of Higue ra, Marsh and Santa Rosa Streets (Highway No. 101 through the City of San Luis Obispo) in accordance with published notice dated August 28th, 19399 the following is a list of all Bidders submitting Bids, which said Bids were publicly opened and read: John Fesler - Santa Maria, California: Total amount as per bid on file - - - - - - - 69698.50 Certified check for $100.00 accompanied bid. Roselip, 615 Grandc. Ave., San Luis Obispo. Total amount as per bid on file - - - - - - - - $ 6,798.75 Certified check in amount of $700.00 accompanied bid. ON rise, City Engineer checked the respective bids and reported to the Council that the bid of John Fesler was the lowest and best bid of all bids received. Matter discussed on motion of R. P. Howell, seconded by W. H. Brazil the awarding of the contract er said bid was ordered held over to Friday, September 15, 1939 at 9:00 o'clock A.M., ing final approval of California Highway Commission. The motion carried. The matter of a certain agreement between F. Dalidio and the City of San Luis Obispo relative to rights, privileges, etc., for taking water from wells on the Dalidio property, presented by the City Attorney, was held over to the next meeting of the ,ouncil. Regarding the acquisition of certain real property by the City of San Luis provided for in Ordinance No. 201 (New Series) adopted by the Council July 1. 1939: It was moved by R. P. Howell, seconded by Ralph �. Kennedy that agreement be tered into and that the Clerk be, and she is hereby authorized and directed to draw warrant on the General Fund in favor of Central Supply Company for the amount of $500.00, being first payment in accordance with said agreement for the purchase of Lots 18 and 9 in Block 186 of the Ingleside Homestead Tract. The motion carried and it was so ordered Re: Exchange of Street Grader: it was moved by R. P. Howell and seconded by alph �;. Kennedy that the City's Adams Motor Grader, purbhased from Knox -Hale Machinery ompany, March 2, 1939 be exchanged for an Austin Western #77 Senior, Motor Grader with 2' blade, scarifier and hydraulic controlled, for the price of $2060.00, and that the 590.00 already paid on the Adams Grader be applied on the purchase price of the Austin rader. Down payment $570.00; balance of $900.00 to be paid in equal monthly payments f - X100.00 each. The motion carried. It was moved by R. P. Howell, seconded by W. H. brazil that Commissioner Ralph . Kennedy contact property owners on Park Street with reference to Street Sign. On motion of R. P. Howell. seconded by Ralph C.
