Matter was discussed and it was moved by R. F. Howell, seconded by Ralph C. Kennedy that the said plans and specifi- cations be adopted and the Clerk be and she is hereby directed to call for Bids under said specifications; said bids to be submitted up to 7:30 o'clock P. M. November 13, 1939. Motion carried. There was discussion relative to purchase of pipe to be used in extending water liras in various locations in the City of San Luis Obispo. Commissioner of Supplies is requested to bring prices and recommendations at the next meeting. On motion of Ralph C. Kennedy, seconded by W. H. Kimball presiding. Present: 'P].H.Brazil,R.P.Holnell, Ralph C. Kennedy, Fred C. Kimball, Joseph Leary Absent: None 1. The minutes of October 16th, .13rd and 30th were read and approved as read. The application of Mom's & Pop's, by Etta D. Emmons, for license for Lodging House at 662 Hip,-uera Street was referred to the Commissioner of Public Health and Safety for investigation and report to the Council. The application. of Lilly Clark '.Made for permit to recess curb and ramp side- walk for driveway on the north side of Buchon Street between Broad and Nipomo Streets •rYa referred to the Commissioner of Public Works and the City Engineer with power to act. The Merchandising Bond of the West Coast Stationery and Printing Company was ordered cancelled and the certified check ordered returned; the principal having ful- filled obligations under said bond. The application of Routzahn Motor Company, by J. Ablamis, for permit to rehang a wooden sign at 1330 Monterey Street was referred to the Commissioner of public Health and Safety for investigation and report. The petition of H. J. Dubin for establishment of grade on Hathway Ave. was referred, on motion of Ralph C. Kennedy, seconded by W. H. Brazil, to the Commissioner of Public Works and the City Engineer for investigation and report to the Council. The reports of the City Collector, Police Judge and the round Master for the month of October u =ere received and ordered placed on file. A communication was received from H. L. Gibson, District Engineer of the Division of Highways, relative to "distinctive roadway markings" and arequesting that the City Council pass,an ordinance relative to same. Matter was discussed and it was moved by R. F. Howell, seconded by W. H. Brazil that the matter be. referred to the City Attorney and the City Engineer; the City Fttorney to furnish the C;ckincil -.vith draft of an ordinance. 1 1 L i u 1 1 1 i Petition received from Ben Hughes et al requesting that Clive Street and Montalban Street be opened through to Third Street in the Hathway Addition. On motion of Joseph Leary seconded by V1. H. Brazil the matter was referred to the Commissione of Public Works and the Commissioner of Finance to work with the City Attorney and the Ci Engineer and report back to the Council. The communication of P. J. l,,ngeloni, proprietor of the Modern Family Laundry, relative to license fees was ordered placed on file, as was also, the communica- tion of C. F. Jones and H. M. Friesen relative to the same matter. Claims against the City for the month of October, 1939 were ordered paid on motion of Ralph C. Kennedy, seconded by W. H. Brazil subject to the approval of the heads of the respective departments and the Mayor. placed on file. The monthly crime report of the Chief of police was received and ordered The petition of Refugio Lopez for transfer of license for Restaurant and Billiards and Pool at 887 Palm Street to A. Lemis was granted on motion of W. H.Brazil, seconded by R. P. Howell. The petition of H. B. Kirtland and H. Parks for permit to do certain side- walk work on Santa Rosa Street betv;een Higuera and Marsh Streets and on Marsh Street between Santa Rosa and Toro Streets, more particularly described in application on'file, was granted on motion of R. P. Howell, seconded by N. H. Brazil, with the -- provision that the work be done under the supervision of the City Engineer. The petition of K. J. Abel relative to water drains on South Broad Street and the petition of C. M. Long relative to certain property in Bloc:: 136, Phillips Addition, were continued. Re: Matter of petition of C. A. Iviaino et al for the improvement of a por- tion of Ella Street between Osos Street and Johnson Street: Matter discussed and City Engineer gave estimate of cost, etc. The Mayor appointed'Comnissioner R. P. Howell and Commissioner Joseph Leary as a committee to investigate, with the idea in mind of es- tablishing a permanent grade at the said location. The matter of a deed from Anita Hathway for a proposed street to be known as "Ellen Way" continued. Re: License for outside bakeries, laundries and cleaning and dyeing works doing business in the City of San Luis Obispo: It was moved by R. P. Howell, seconded by 1.11% H. Brazil that such businesses above referred to be char:ee d a fee of 50% more than the local firms in the same business. Motion carried. Joseph Leary voting "No ". The City Attorney was directed to prepare an ordinance. On motion of Ralph C. Kennedy, seconded by R. P. Howell, the meeting ad- journed to Monday, November 13, 1939 at 7:30 P. M.
