Howell, Ralph C. Kennedy, Fred C. Kimball, Joseph Leary absent: None The following applications for permit to build were granted on motion of R. P. Howell, seconded by Ralph C. Kennedy: R. F. Richardson - Addn. of room - Lots 19 & 20, Blk 220 Cost 150.00 John Vieirre - Garage, Block 77, Cost 125.00 Lomax L. Turnery To raze building, pt of Lots 9 & 10, Blk 1161 M & C Addn. Cost - The following applications for permit to build were referred to the Com- missioner of Public Works, with power to- act, on�otion of Ralph C. Kennedy, seconded by W. H. Brazil: W. A. & Dagmar Turner - Repair Bldg. Lot 4, Blk. 94 M & C Addn. Cost :2000.00 Emma D. Ver Veer - Repair Bldg. Lots 20 & 21, Breck Tract Cost 500.00 H. J. Dubin - To separate residence, making 2 residences,'Blk 2, Arlington Addition, Cost 250.00 The application of Mary C. Meredith for permit to build garage on lot 7. Block 116, Murray & Church Addition was referred on motion of Joseph Leary, seconded by Ralph C. Liennedy to the Commissioner of Public Works for investigation and report to the Council. The application of Sallie..M.Robbins for permit to lay 60 ft of full width sidewalk and curbing on the south side of Upham Street between Chorro Street and Santa Barbara Ave. was granted on motion of Joseph Leary, seconded by R. P. Howell, with the provision that work be done under the supervision of the City Engineer. Applicatizn of Mary C. Meredith for permit to recess curb for a distance of 10 ft. for driveway on the south side of Pismo Street between Chorro and Garden Streets granted on motion of R. P. Howell, seconded by Ralph C. Kennedy with the provision that wor;c be done under the supervision of the City Engineer. Lpplication of San Joaquin Power Division, Pacific Gas and Electric Co. No. 259 for permit to do certain work on Mission Street between Chorro Street and Lincoln Street, more particularly described in application on file was granted on motion of R. P. Fowell, seconded by Ralph C. L:ennedy. application of Carl R. Osterman for registration as Class "E" Contractor, together with U. S. Fidelity and Guaranty Co. Bond in the amount of $500.00 and regis- tration fee of $15.00 received, and on motion of Ralph C. Kennedy, seconded by R. P. Howell the surety was accepted, bond approved and registration granted. The report of the City Clerk for the month of October, 1939 received and ordered placed on file. This being the date fixed by the Council as per minute order of October 30, 1939, and in accordance with published notice, for receiving bids for furnishing to the City of San Luis Obispo all lumber required to completely frame' City of San Luis Obispo Reservoir No. 1 ( exclusive of staging lumber or concrete forms) the following is a list of all those submitting bids, which said bids were publicly opened and read: Mineau & Loomis Company, Arroyo Grande, California San Luis Mill and Lumber Co., San Luis Obispo, Calif. Southern Pacific Milling Co., Pacific Coast Coal Co. 1 1 1 1 1 1 1 1 1 1 The City Engineer checked the:hereinabove bids submitted and reported that the bid of the Pacific Coast Coal Company in the amount of $2964.93 was the lowest and best bid of all bids received. Matter discussed, and it was moved by Ralph C. Kennedy, seconded by W. H. Brazil that the bid of the Pacific Coast Coal Company in the amount of $2964.93 be accepted. Motion carried. A petition of property owners in the Caudill Tract and a part of the Imperial Addition relative to annexation of that district to the City of San Luis Obispo in was presented and read. Matter discussed and on motion of R. P. Howell, seconded by Ralph C. Kennedy, said petition was referred to the City Attorney for checking and report back to the Council at the next meeting. The petition of Ben Hughes et al under date of November 6, 1939 requesting that Olive Jtreet be opened to Hathway Ave. and that I4lontalban Street be opened to Third Street was withdrawn and a new petition presented in lieu thereof. The petition of Delton N. Hodgson requesting the opening of Toro Street from Hathway Ave. to Olive Street, and for the opening of Fig Street from Toro Street to Hathway Ave. was presented and on motion of Ralph C. Ken e dy, seconded by 71. H. Brazil the petition was referred to the Commissioner of Public Works and the City Attorney and the City Engineer for report back to the Council. Application of Mom's & lop's for license for Lodging House continued to the next meeting. Application of J. Ablamis for Routzahn Motor Company for permit to rehang a wooden sign at 1330 Monterey Street was denied.on motion of 9. H. Brazil, seconded by R. P. Howell, said sign not conforming to Ordinance. The comeunication of H. J. Dubin, relative to establishment of grade on Hathway rive. was referred to the Commissioner of Public Works and the City Engineer. The petition of K. J. Abel relative to water drains on South Broad Street was received and ordered placed on file on motion of R. P. Howell, seconded by Ralph C. Kennedy. The matter of the petition of C. M. Long relative to property in Block 136 Phillips Addition,laid over. The petition of C. A. Maino et al relative to improvanent of Ella Street between Osos Street and Johnson Street was ordered filet. for future reference,on motion of R. U. Howell, seconded by V1. H. Brazil. Matter in connection with a deed from Anita Hathway for a certain street in Hathway Addition to be known as "Ellen !"lay" was held over. Resolution No. 475 (New Series)-- A Resolution providing for the'exe- cution of an :Agreement between the City of San Luis Obispo and Hugh L. Taff relating to the rental of a concrete mixer i.e., ( that certain used Jaeger concrete mixer Model 7 D L, serial No. 63504, complete with automatic timer, water control, and mounted on pneumatic tires for the total agreed price of $650.00) was passed and adopted on motion of R. P. Howell, seconded by Ralph C. Kennedy by the following vote: Ayes: '.J.H.Brazil, R. P. Howell, Ralph C. Kennedy, Fred C. Kimball, Joseph Leary Noes: None Absent: None The matter of licensing outside bakeries, laundries and dry cleaners from outside territory doing business within the City of San Luis Obispo was discussed. It was moved by R. P. Howell, seconded by W. H. Brazil that it is the opinion of the Council that outside bakeries; laundries and dry cleaning businesses should pay an _3
