Application of Capt. F. K. Williams of Cayueos for a license for Skating Rink at the I. D. E. S. Hall was granted on motion of 17. F. Brazil, seconded by R.P. Howell. Application of H. A.Charlesworth for license for a ball room and School of Dancing at 977 Higuera Street ( Maino Bldg. ) was referred, on motion of R. P. Howell, seconded by W. H. Brazil to the Commissioner of Public Health and Safety for investigation and report to the Council. A petition was received from Harold J. Anderson Post No. 1766, Veterans of Foreign '."jars, by W. 11 -1. Cotnam, Adj., requesting permit to hold a show under their auspices, put on by "Arthur's Mighty American Shows'° during the latter part of March or April; matter was discussed and on motion duly seconded and carried, was referred to the Commissioner of Public Health and Safety for report to the Council. Notification received from the State Board of Eaualization under date of January 25, 1941 of the apolication of Lloyd E. Tiernan of the IMayfair Club for license for "On sale beer only ". Matter discussed and on motion of R. P. Howell, seconded by 'N. H. Bra -il the applicatiDn was referred to the Commissioner of Public Health and Safety for investigation and report bac to the Gouncil. The report of the City Treasurer for the month ending December 31st, 1940 was received and ordered placed on file. The application of E. 11. Armstrong for registration as Class "D" Contractor, together with U. S. Fidelity and Guaranty Co. bond in the amount of $1000.00 and regis- tration fee of $?5.00 received and on motion of Ralph C. Kennedy, seconded by W. H.Brazil it was ordered that the surety be accepted, bond approved and registration granted. H. B. Page of the Model Laundry and others, petitioned the Council to consider installation of an additional light -near the center of the 300 Block on Higuera Street. Matter was discussed and it was moved by Ralph C. Kennedy, seconded by W. H. Brazil that thf Commissioner of Supplies proceed with the installation of an additional light as petitioned for. A petition was received from Rev. James M. Alley et al requesting•..the Council to withhold licenses for certain businesses proposed to be conducted at the old Civic Auditorium. Matter discussed and on motion of Ralph C. Kennedy, seconded by R.k.Howell 1 1 1 1 n 1 1 1 J 1 it was ordered that the petition be referred and given to the local representative 4 1 of the State Board of Equalization for such action as they may deem necessary. Motion carried. The petition of J. G. Jones for a franchise-to operate Motor Vehicles for the carrying of passengers over, across and along any and all of the public streets and highways -of the City of San Luis Obispo etc. was received and on motion of W. H. Brazil, seconded by R. P. Howell said petition was referred to the City A- ttorney and the Mayor for further consideration. notion carried. The District Attorney, A. H. Brazil, appeared and thanked the Council for the 'splendid cooperation of the police department in the recent law enforcement program. Application of the Eagle Pharmacy for license for Cigars Sideline at 898 Higu.era Street was granted on motion of W. H. Brazil, seconded by R. P. Howell. The application of Emma Mae Claudean for license for astrology was again held over for further investigation. The petition of the Southern Pacific Co. for extension of a spur track across High Street at a point approximately 305 feet Easterly from the Easterly line of Santa Barbara Ave. was again before the Council; after discussion the matter was laid over for further investigation -. The notification from the State Board of Equalization under date of January 14th, 1941 giving notice of the application of Arthur J. Robinson and Louis M. Dunn for "On sale beer" license at 1190 Monterey Street ( Civic Auditorium ) was again brought up and-on motion of .°1. H. Brazil seconded by R. P. Howell it was ordered that the application be received and placed on file. The application of Thos, and Tiny Turner for permit to make an addition of a room to a building on Lot 25, Bloc' 151 Harford Addn. was laid over for further inves- tigation by the building inspector. Communication received from Alvin E. Rhodes in regard to using premises known as the Old City Sewer Farm property for the purpose of making adobe bricks was under consideration. Commissioner of Public Works reported favorable and on his motion, second.ei by W. H. Brazil it was ordered that the request be granted; the use of the said property to be under the supervision of the Commissioner of Public Works. Ordinance No. 222 (New Series) - An Ordinance defining and regulating the use of mechanical amusement devices in the City of San Luis Obispo; providing for the issuance of licenses to the operators and owners of, and licenses for the user: operation and maintenance of, mechanical amusement devices; g oviding for the impounding and con- fiscation of such devices when installed,,operated or maintained to be operated in vio- lation of this ordinance; providing for a saving clause; and providing nena ;ties for the violation of this ordinance, was finally passed, on motion of R. F. Howell, seconded by W. H. Brazil by the following vote: Ayes: W.H. Brazil, R. P. Howell, Ralph C. Kennedy, F. C. Kimball Noes; None Absent : Joseph Leary It was moved by v. H. Brazil, seconded by R. P. Howell that the action of the Council of January 20th, 1941 appointing George E. Iviaxey as a Police Officer be res- cinded, without prejudice, to the appointee. Motion carried. It was moved by 11. H. Brazil, seconded by R. P. Howell that Levette P. Silver be appointed as a regular lolice Officer at a starting salary of :125.00 per month, as of January 29, 1941. Motion carried. . On motion of Ralph C.
