City Council met in regular session - Mayor F. C. Kimball presiding.
Present: R. P. Howell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary
Absent: I�V. H. Brazil
The minutes of April 14th were read and approved as read.
A petition from E. C. Schwafel et al requesting a Zoning Ordinance be establish
designating the area from the corner of Beach and Pacific Streets to the corner of Carmel
and Pacific streets to the corner of Islay and Beach Streets, as a residential area.
Matter discussed and on motion of Joseph Leary, seconded by Ralph C. Kennedy, it was re-
ferred to the City Attorney to study and report back to the Council.
The following applications for permit to build were granted on motion of R.-P.
Howell, seconded by Ralph C. Kennedy:
Anita M. Hathway - Double Garage, Hathway Addn. Cost $ 350.00
Edythe Schilling - Coffee Shop, Part Block 3, Phillips Addn. 2500.00
Rodney V. Johnson - To raze bldg. in Block 10
Rodney V. Johnson - To remodel front of store bldg. for Marshall's
Jewelry Store, Pt. of Block 10, " 500.00
The application of James B. &. John J. Lennon for permit to build an addition
of 3 rooms to present building on part of Lot 2, Block 178, Loomis Addn. at a cost of
:500.00 was referred to the Commissioner of Public Works for investigation and report
on motion- of Ralph C. Kennedy, seconded by R. P. Howell.
The application of E. J. Bowles for permit to build an addition to garage on
Part of Lot 12, Block 10 in i17eills Addition was referred to the Commissioner of Public
',i'orks, with power to act, on motion of Ralph C. Kennedy, seconded by Joseph Leary.
The following applications to connect with sewer were referred to the Com-
missioner of Public Works, with power to act, on motion of Ralph L�. Kennedy, seconded
by Joseph Leary: J
Joe Raney - To connect with sewer on Upham St. between Santa - 'arbara Ave.
and Chorro Street.
Leslie Adams - 10 connect with sewer on Santa Barbara Ave. between Leff and Church Sts.
On motion of Ralph C: Kennedy, seconded by Joseph Lear[ the application for
sidewalk on the east end of Block 2, between Palm and Monterey Streets for C. M. Long
was granted.
On motion of R. P. Howell, seconded by Ralph C. Kennedy the following appli-
cations for licenses were referred to the Commissioner of Public Health and Safety for
investigation and-report:

The Merchandising bond, together with certified check in the amount of $200.00
from James J. Siefberg, dba•Perfect Method Cleaners at 983 Osos St. was received and on
motion of Ralph C. Kennedy, seconded by R. P. Howell, the surety was accepted and license
ordered issued.
The application of Kershaw & Tereis for Class "E"' contractor with IT. S.
fidelity and Guaranty Co. bond in the amount of $500.00, together with registration fee
of $15.00 received and on motion of Ralph C. Kennedy, seconded by R. P. Howell, the
surety was accepted; bond approved and registration granted.
Notification received from the State Board of Equalization under date of npril
189 1941 relative to the transfer of license for "`n Sale Beer & 'Nine" and "On Sale
Distilled Spirits" from Fred K. Brown, 1020 Railroad Ave. to Albert Raya, 964 Monterey St.

dba "Estrellita", and on motion of R. F. Howell, seconded by Joseph Leary it was
ordered placed on file.
Communication received from the U. S. Department of Agriculture, Forest
Service, requesting $100.00 contribution towards the salary of a Fire Guard for the San
Luis Obispo watershed and on motion of R. P. Howell, seconded by Joseph Leary, the City
Clerk was instructed to draw a warrant inthe amount of $100.00 made payable to the Regional
Fiscal Agent, Forest Service. Motion carried.
The report of the City Treasurer for the month of March, 1941 was received
and ordered placed on file.
Mr. W. L. Daniels of 1619 Mill Street appeared before the Council asking
permission to remove trees in parkway in front of his residence and on motion of R. F.
Howell, seconded by Joseph Leary, permission was granted.
Mr. Ed. Atkinson,representing the American Legion appeared before the
Council to report the progress made on the Soldier's Hut on Nipomo Street stating the
Local Carpenter's and Painter's Union had donated their services in fixing the place up
and the official date of opening set as May 1st9 1941. The property in the above build-
ings belongs to the city, county and American Legion.
The following applications were granted on motion of R. F. Howell, seconded
by Ralph C. Kennedy:
Boriack Bros. - to ramp sidewalk and curb for driveway
= Schleim - to connect with sewer
V. W. Fraser_- to connect with sewer
work to be done under the supervision of the City Engineer.')
Neon Sales & Service - to hang neon sign for Thrifty Furn. Co. at 647 Higuera St.

Lester Feinberg.(IvIellow Cream Doughnut Co. ) - Monterey St., referred to the Commissioner
of Public Health and Safety, with power to act.
The following applications were held over until the next meeting:
Steve Zegar - for permit to build garage with 2 apts.
L. A. Burns - for application of Taxicabs ( additional )
Birges E. Williamson - - it Lodging House at 709 Higuera St.
Application for transfer of license of Hotel from T. Nakamura. to Mrs. Mae Levy.
Communication from the Goldtree Investment Co., and also from -the San Luis
Obispo Livestock Association was held over for further investigation.
A proposed Taxicab Ordinance was presented to the Council by the City
Attorney. Matter discussed and held over for one week.
Ordinance No. 225 (New Series) - An Ordinance amending Section Four of
Ordinance No. 122 (New Series) relative to regulating traffic and the parking of vehicles
was introduced and passed to print on motion of R. F. Hoviell, seconded by Joseph Leary
by the following vote:
Ayes: R. P. Howell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary
Noes: None
Absent: W. H. Brazil
Ordinance No. 226 ( New Series) - An Ordinance amending Section Four and
one -half of Ordinance No. 122 (New Series) was introduced and passed to print on motion
of R. P. Howell, seconded by Joseph Leary by the following vote:
Ayes: R.F. Howell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary
Noes,: None
Absent: W. H. Brazil
The City Clerk was instructed to notify Mr. H. H. Anderson, President of
Night Ball League to attend a joint meeting of School Board and City Council to be held
at the Senior High School ( Director's Room ) at 7:30 P. M., Friday, April 25, 1941.
