Kennedy., F. C. Kimball, Joseph Leary Absent: None The minutes of September 15th, 22nd and 29th were read and approved as read. The following applications for permit to build wer•s granted on motion of R. P. Howell, seconded by W. H. Brazil: W. H. Brazil - Workshop, Venable Tract, Cost $ 650.00 Mr & Mrs Frank TLrcis - Residence and Gar. Pt Lots 2 & 3, Blk. 5, Anholm Addn. 5000.00 Clarence & Bernice Elliott- Res. and Gar. Pettenger for curb and gutter on the. east side of Park Street between Murray and Mill Streets was granted on motion of Ralph C. Kennedy, seconded by R. P. Howell; work to be done under the supervision of the City Engineer. The petition of C. D. Stowe for permit to install two underground storage tanks at Osos and Marsh Streets was referred to the Commissioner of Public Health and Safety for investigation and. report, on motion of R. P. Howell, seconded by W.H.Brazil. The petition of San Luis Obispo Theatres Inc. by L. Rosenberg, for permit for a parking lot.on the corner of Osos and Palm Streets, was referred to the Commissioner of Public Health and Safety, with power to act. The applications of H. Holzinger and R. M. Feuerbacher for permit to connect with sewer were referred to the Commissioner of Public Works, with power to act. The application of the Pacific Gas and Electric Co. for permit.to do certain pole work on Santa Rosa Street between Walnut and Pismo Streets was granted on motion of R. P. Howell, seconded by W. H. Brazil; work to be done under the supervision of the City Engineer. The application of Arthur Najar, together with his Merchandising bond, to carry on the business of Upholstery at 1230 Osos St. was granted on motion-of W.H.Brazil, seconded by R. P. Howell, as was also the application of Lt. Col. E. B. nowley for Lodging House at 850 Buchon Street. The following applications were referred to the Commissioner of Public'Health and Safety for investigation and report, on motion of R. P. Howell, seconded by W.H.Brazil: James M. Vega.-! ( Mdse. Bristol for Taxicab was granted on motion of W. H. Brazil, seconded by R, P. Howell. The application of the Pacific Electrical and Mechanical Co. Inc. for regis- tration as a Class ' *D" Contractor, together with the Central &urety and Insurance Corp. bond in the amount of $1000.00 and registration fee of 425.00 received and on motion of Ralph C. Kennedy, seconded by W. H. Brazil it was ordered that the surety be accepted, bond approved and registration granted, as was also the bond of Ernest J. Steiner, with the U. S. kidelity and Guaranty Co. in the amount of $5000.00, to serve as Inspector for the City of San Luis Obispo to inspect the construction of the Fremont Theatre now being built in said city; also, the Merchandising Bond of the Proxee Studio, with the Metro - politan Casualty Insurance Co. of New York. 1 3 a Petition.- from.Tillie Tognazzini et al.was presented to the City Cou ncil ;guesting the public alley extending from Osos St. to Santa Rosa St. between Palm and Mill Streets be placed on an official grade, etc; after discussion same was referred to the Com- sioner of Public Works for report. Communication received from the San Luis Obispo Coordinating Council by C. Grundell, Secy., asking -the City Council to designate a member of the City Council as representative to the San Luis Obispo Coordinating Council; Mayor Kimball appointed Com- stoner W. H. Brazil to serve for the coming year. The permit from the Division of Highways to install two Stop and Go Signals, one at the intersection of Santa Rosa and Monterey Streets and one at the corner of Marsh d Broad Streets was received and ordered filed, on motion of W. H...Brazil, seconded by . P. Howell. Letter received from R. S. Shatford advising that he has fulfilled all re- irements as to the acceptance of the extension of Fixlini Street. The communication was (erred to the Commissioner of Public Works for investigation and report. Communication received from C. O'Leary relative to clearing street line betwe gh St. and Buchon St; same was referred to the Commissioner of Public Works and the City ttorney for investigation and report back to the Council. Communication received from J. F. Hoover regarding the condition of Santa Bar ve. Same was referred to the Commissioner of Public Works for investigation and report. Communication received from the Military Order of the Purple Heart, by Edward . Boyle, asking permission to stage the play "The Drunkard" at the Service Center, by he Clyde Craft Production Co. on October 23, 24, and 25th; same was ordered granted. Petition received from Mrs. Mary Silvera et al asking the City Council to the raffic and to place a Boulevard Stop on Beebee Street. Same was referred to the Commissi f Public Health and Safety for report. The following reports were ordered received and filed on motion of W.H.Brazil, seconded by R. P. On motion of R.F.Howell, seconded by W.H.Brazil the above bids were referred to the ommissioner of Revenue and Finance and the City Attorney for checking and report to the ouncil. Claims against the City for the month of September 1941 were ordered paid, sub.j.ect o the approval of the heads of the respective departments and the Mayor. On motion of Ralph C. Kennedy, seconded by W.H.Brazil the application of G. R. lsh for addition of one room to present building was referred to the Commissioner of b1.ic Works, with power to act. The application of Juillard- Cockcroft Corp. to connect with sewer on Santa Barbara ve. between Church and Upham Streets and the application of A. F. Schleim to connect with sewer on Park Street between Phillips Lane and Hillcrest Streets were granted on motion of .P. Howell, seconded by W. H.
