Kennedy, F.C.Kimball, *Joseph Leary Absent: None The minutes of December 1st and 15th were read and approved as read. The following applications for permit to build were granted on motion of R.P. Fo? ^!e11, seconded by W.H. Brazil: Tony 9. Tavares - Garage, Lot 29, Blk. 11, Weills Addn. Cost 375.00 Louisiana M. Dart - Addn. to present bldg. 3 rooms, Lot 25, Blk 19., Central 1000.00 J. Earl Boyce - Res. and Dbl. Gar. Lots 4 and Pt of 3, Blk 3, sscuela Alta 7800.00 Patricia Schmid-- Addn. to present bldg. Pt. Lot 2, B11: 549 Cost 2000.00 Southern Pacific Milling Co. -Addn. of 25x70' to present mill bldg. Lot 14 , Blk 187.^ -' Ingleside Tract, if 1897.55 Easters Charles R. - Repairs to residence,-Pt. Lots 5i11:;B1k 1162 Reeds Addn. 600.00 The Merchandising Bond of Leo Branker in the amount of $200. with the U.S. i'idelity and.Guaranty Co. as surety was received and on motion of Ralph C. Kennedy, seconded by R. P. Howell, the surety was accepted, bond approved and license ordered issued The application of National Theatre Supply Co..for registration as a class 'TD" contractor, together with U.S. Guarantee Co. bond in the amount of X1000 and registrati fee of $25.00 received and on motion of Ralph C. Kennedy, seconded by R. P. Howell it was ordered that the surety be accepted, bond approved and registration granted. Notification received from the State Board of Equalization for transfer of license.for "On Sale Beer" from G. E. Adler, 1057 Monterey Street to Leo Samel dba!as Midway Cafe at 995 Higuera St. Same was referred to the Commissioner of Public Health and Safety, with power to act. Communication received from Katherine M. Allen relative to placing a Stop Sign at the intersection of Toro and Hathwa,y Ave. Same was referred to the Commissoner of Public Health and Safety for.-investigation and report. Communication received from the Southern Counties Gas Co. relative to the city passing an ordinance releasing the Gas Co. from its obligation of maintaining red lanterns around excavations etc. during "black outlt. Same was ordered received and filed. Communication received from R. C. Woods, 862 I:iarsh St. relative to condition of sidewalk on the westerly side of Morro Street between Hiazuera St. and the Pioneer Market. Same Twa.s referred to the City Attorney and the Commissioner of Public Works for investigation and report, on motion of Ralph C. Kennedy, seconded by W. H. Brazil. The application of J. W. Johnson for permit to connect . -jith sewer on Stenner St. between Murray and city limits was granted on motion of R. P. Howell, seconded by IN H. Brazil; viork to be done under the supervision of the City Engineer. The communication from San Luis Obispo Live Stock Assn. relative to extension of water line south of the city limits was again brought before the couhcil; same was order received and filed. The petition of the Valley Electric Co. for permit to hang neon sign for the Shell Station at 200 Monterey St. was granted on motion of W. H. Brazil, seconded by Ralph C. Kennedy; work to be done under the supervision of the city engineer. Re:A Communication from the Lions Club and petition signed by the various hotels was ordered received and filed, on motion of W. H. Brazil, seconded by Ralph G. Kennedy. The report of the City Collector of uncollected licenses.for the October 1941 quarter was held over for one more week f6r collection. Ordinance No. 233 (New Seriee) -was finally passed on motion of R. P.Howell, seconded by N. H. Brazil, by the following vote: I. 1 �l 1 1 1 1 1 1 Ayes: V.T.H.Brazil, R.P. Fow ell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary Noes: None = absent: None 161 Mr. N. E. Vandam of 1828 Fixlini St. appeared before the Council requesting the city of Sap. Luis Obispo to do something regarding the drainage situation now existing on Fixlini St. in the 180Q block. After discussion, the matter was referred to the Com- missioner of Public Works and the City Engineer for investigation and report back to the Council. The city Engineer was instructed to present a sketch and estimate of the cost of the necessary work at the next meeting. - retitions were received from San Luis Obispo High School District reauest.ing the cancellation of all city taxes and penalties on Lots 11, 12 and 13, Block 11, Central Addition assessed in the names of John W. and Ella L. iierbert, and on Lots 14, 15 and 16, block 11, Central Addition assessed in the names of W. I%A. and Nellie 1. Hollister., said property having been conveyed to said Fia'i School District and having become publicly owned property. Upon motion of Ralph C. Kennedy, seconded by h: P. Howell and duly carried, the City Clerk was directed to cancel on.the assessment roll for the fiscal year 1941 -42 all taxes and penalties, if any, levied or assessed against said real property, but not including any personal property taxes. Communication from the State of California, Divisioncf Highways, by L. E. Gibson, Listrict Engineer, relative to cancellation -of taxes or assessments on Lot l -of Mt. Pleasanton Sq. was again brought before the Council. Same was ordered received and filed. Resolution No. 642 (New Series) - A Resolution accepting the proposal of Kenneth Beck for doing certain engineering work in connection with the Sewage Disposal Plant was passed and adopted on motion of Ralph C. Kennedy, seconded by W. H. Brazil by the following vote: Ayes: W.H.Brazii, R.P.Howell, Ralph C. Kennedy, F.C.Kimball, Joseph Leary Noes: None hbsent: None The City Attorney presented the Council with copies of a proposed "Black -Out" ordinance for their study and approval to be t�Akenup at a later date. Soecificaticns for furnishing and installing lighting equipment for the Municipal Building adjacent to the new fire house were received and upon motion of R. P. Howell, seconded by W. H. Brazil, said specifications were approved and ordered filed and the City Clerk was directed to advertise for bids for such lighting equipment in both the Independeni and Telegram- Tribune, said bLds to be opened and publicly read at 7:30 o'clock P. M.`on Monday, December 92, 1941. Joseph Leary voting "No ". Specifications.f or furnishing and installing flooring and floor covering for the Municipal Building adjacent to the new fire house were received and upon motion of R. P. Howell, seconded by F7. H. Brezil said specifications were approved and orderedfiled and the City Clerk was directed to advertise for bids for such flooring and floor covering in both the Independent and Telegram- Tribune , said bids to be opened and publicly read at 7:30 o'clock P. I4. on Monday, December 22, 1941. Joseph Leary voted "No ". On motion of W. H. Brazil, seconded by Joseph Leary, the Dept. of Public i'lorks was instructed to take the necessary prec;-ution to disconnect all Christmas light stringers so that they may not be turned on during this period. 5) On motion of VV'.
