City Council met in regular session - Mayor F. C. Kimball presiding.

The following permits to build were granted on motion of R. P:. Howell,
seconded by N. H. Brazil:

On motion of R. P. Howell, seconded by W. H. Brazil, the following sidewalk
permits were granted; work to be done under the supervision of the City Engineer:

Leff St. between Beach and Nipomo Streets
Fred Sauer - To ramp for driveway for a distance of 20 ft. on the
north side bf Pismo St. between Broad and Garden Sts.,

The transfer of license from Mrs. Margaret Green for Mdse ( Confectionery,
Lunch Soft Drinks etc..) at 1177 Marsh St. to Mrs. Olive White was granted on motion of

Notification received from.the State Board of Equalization for transfer of
license for "On Sale Beer" from Susie Pettenger, E.H. Paulsenand Lloyd I. rettenger at
1126 Santa.Rosa St. to Susie Fettenger and Lloyd I. Pettenger dba "Pettengers ", also,
transfer of license for "On Sale Beer and Wine" license from W. Young Louis, Stella C.
Louis & Roy D. Chandler at 985 Monterey St. to Roy D. Chandler, dba "Gold Dragon"
was ordered received and filed.
Communication received from Stolte Co. requesting permission to close down
the construction at the Sewage Treatment Plant untilsuch time as.sufficient equipment is
on the jobsite to put one -half of the plant into operation. .Same was ordered received
and filed.
Communication received from Lillie C. Wade relative to her property in Mt.
Pleasanton Square; same was referred to Commissioner Ralph C: Kennedy for inestigation.

Petition was received from Frank J. Cheda et al relative to improper drain-
age on Brizzolara and Villa Streets; same was ordered filed.

On motion of R. P. Howell, seconded by Ralph C. Kennedy the City Clerk was
ordered to make correction of bill to H. C. Figge & H. Gorham for water line extension
on Frederick Street in the amount of $77.25.
Claims against the city for the month of November, 1942 were ordered paid,
subject to the approval of the heads of the departments and the Mayor.
The claim filed by the State Compensation Insurance Fund in the amount of
'1728.14 for additional premium on the 1941 -42 policy was ordered paid by the following
vote:

Noes: Joseph Leary

J. L. Knopp appeared before the Council protesting the action of Chief
Epperly in revoking his taxicab operator's license. The Mayor referred him to the Com-
missioner of Public Health and Safety.
Assistant Fire Chief 'Jerry Richards and several members of the Fire Dept.
appeared before the Council asking for information on the compensation insurance carried
by the city. Mayor Kimball and City Attorney Fitzgerald explained the policy and gave
instructions in regard to filing claim for adjusted compensation.
The application of R. C. Bird for Taxicab license at 286 Higuera St. was
granted on motion of W. H. Brazil, seconded by R. P: Howell.
The communication from the U. S. 0. organization requesting the city's
assistance in leveiling and preparing the U. S. 0. grounds for planting was referred to
Commissioner Howell and authorized him to obtain an estimate of the cost.
The following matters were held over until the next meeting:
Application of Sue L. Lee for rooming house
San Luis Obispo County's request to cancel assessment on portion of Flock 24 in
the city of San Luis Obispo
San Luis Obispo County's request on widening Osos St.
Ordinance No. 245 (New'Series) - An Ordinance creating the office of
Civilian Defense Director; Prescribing the duties of such office; and declaring this
ordinance to be an urgency ordinance was introduced and passed t:, print on motion of
Ralph C. Kennedy, seconded by Vi. H. Brazil by the following vote:

Absent: None
On motion of W. H. Brazil, seconded by Joseph Leary, Paul K. Jackson, was
appointed,to the office of Police Judge of the City of San Luis Obispo during the absence
of Timothy I. O'Reilly, while serving in'"the armed forces, or until further order of the
City Council. The appointment-to become effective upon the filing and approval of
Official Bond by the City Council.
Commissioner W. H. Brazil asked the Council to consider an Old Age pension
fund for city employees. Mayor Kimball explained that the merits of such a fund had been
considered by the Council but that the intial outlay represents exorbitant deductions
from employee's salaries.
Commissioner W. H. Brazil suggested the city consider the question of a
systematic system of fire inspection in both the business and resident districts.
