The applications for renewal of licenses for the January 1943 quarter— . � �
were granted on motion of W. H. Brazil, seconded by R. P. Howell.
The following matters were held over to the next meeting:
Application for city licehse for Sportland Penny Arcade
Communication from Lillie C. Wade relative to power pole on her property.
Councilman Joseph Leary demanded the City take immediate action to investigate
the fire hazard that exists at the U. S. 0. Club Rooms on Higuera Street. The matter
was referred to Commissioner of Public Health and Safety and the Fire Chief for full
investigation and report back to the Council.
It was sucgested by Commissioner R. P. Howell that the Fire Dept. contact
merchants owning fire extinguishers and advise them that the Dept: will refill and put,
them in working condition at cost.
At the suggestion of Commissioner R. P. Howell, members agreed to.hire out
city equipment to A. 0. Johnson, contractor, to run grade on Leff Street.
On motion of R. P. Howell, seconded by W. H. Brazil, Sam C. Schultz was
appointed Acting Building Inspector as of December 22nd, 1942.
On motion of W.H. Brazil, seconded by R. P. Howell, the meeting adjourned.

The minutes of December 21, 1942 were read and aproved as read.
The following applications for permits to build were granted on motion of

The application by Clarence Hickenbottom to repair sidewalk for the Fitzgerald
Estate on the south side of Marsh Street between Osos and Santa Rosa Streets was referred
to the Commissioner of Public 'Norks, with power to act, on motion of Ralph C. Kennedy,
seconded by R; P. Howell
The application of Mary Rodriguez for permit to open trench and connect with
sewer on Peach Street between Broad and Chorro Streets was referred to Commissioner of
Public Works, on motion of Ralph C. Kennedy, seconded by W. H. Brazil.
The following applications for permits were granted on motion of R.P.Howell,
seconded by W.H. Brazil; work to be done under the supervision of the City Engineering
Department:

On motion of R.P. Howell, seconded by W. H. Brazil the following appli-
cations for city licenses were referred to the Commissioner of.Public Health and Safety
for investigation and report:

The transfer of license of the Gold Dragon Cafe at 985 Monterey Street
from Stella C. Louis and W. Young Louis to Roy D. Chandler was granted on motl:)n of W. H.
Brazil, seconded by R. P. Howell.
The following reports ijere ordered received and filed:

Report of police Judge for the balance of December, 1942
Report of City Collector for the month of December, 1942
Report of City Treasurer for the month of November, 1942.
Notification received from the State Board of Equalization for transfer of
license for "Off Sale Distilied Spirits" from L. H. Laidig to Fula Mae Laidig, dba
Leidig's at 447 Higuera Street; also, for "Off Sale Beer and Wine" license; same was
ordered received and filed.
Communication received from the Goldtree Investment Co. relative to an
extension of time for the duration of the war on Water Agreement vjith the City of San Luis
Obispo; same was referred to Commissioner Howell and the City Attorney.
Communication signed "The Three Missourians" received re: fire hazard
in down town San Luis Obisp.o;same was ordered received and filed on motion of Ralph C.
Kennedy, seconded by N. H. Brazil.
Upon the following vote it was ordered the City of San Luis Obispo renew
their membership in the League of California Cities for the year of 1943;1-:dues being
225.00 annually.:

city's inactive bank deposits was referred to Commissioner of Finance, Ralph C.Kennedy,
for investigation and- report !back to the Council, on motion of R.P.Howell, seconded by

On motion of :9.H.Brazil, seconded by Ralph C. Kennedy the following city

Claims against the City for the month of December, 1942 were ordered paid
subject to the heads of the respective departments and the Mayor.
A delegation of Taxicab owners appeared before the Council asking advice on
the city's taxi problem, and were advised by the Mayor that the ordinance would be en-

forced, and the police department would continue to give tickets on all violations such as
cruising, "U" turns, and speeding, and suggested that their difficulties might be solved
by operating from a central dispatching station.
The following matters were held over for the next meeting:

Re: Communication from J. N. Anderson and W. H. Mills requesting 2 3(�
salary increase which was referred to Commissioner R.P.Howell. Mr. Howell reported that
he did not believe it fair to raise two employees and to neglect other men in the de-
partmeht , and was instructed by the Council to submit a list of.employees in his:depart-
ment and recommendations for salary increase at the next meeting.
The communication from Lillie C. Wade re: power pole on her property which was
struct.ions to consult with owner of the building and the tenant, informing them of the
conditions as outlined in the Chief's letter -- the Council requesting an immediate answer,
' and to send a copy of report to the Camp Commander.
Commissioner R.P. Howell reported The National Council of Jewish Women had _
offered to purchase benches for the new Mitchell Park but stated that only three of the
four sections•of lawn are now in, explaining that it would not be advisable to install any
benches for at least six months because of damage to the new lawn.
Resolution No..684 (New Series) - A Resolution providing for the Adminis-
tration of the Victory Tax deductions Fjas introduced and adopted on motion of W.H.Brazil,
seconded by R. P. Howell upon the following vote:
Ayes: W.H.Brazil, R.P. Howell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary
Noes: None
Absent: None
Commissioner Ralph C. Kennedy brought up the question of the hazards of faulty
sidewalks and of tree limbs hanging over sidewalks and on' motion of Joseph Leary, seconded
1 by W. H. Brazil, R.P. Howell was instructed to advise J. W. Wilkinson to repair the side-
walk surrounding his property on Marsh and Carmel Streets.
On motion of 14. H. Brazil, seconded by Ralph C. Kennedy, the meeting adjourned.
