City Council met in regular session - Mayor F.C.Kimbal 1 presiding.

The minutes of January 18, 1943 were read and approved as read.
The following permits to build were granted on motion of R.P. Howell, seconded by
I.E. Brazil:
Notification received from the State Board of Equalization for an "Off Sale Beer
and Wine" and "Beer and 'Vine Wholsaler's" license for Roy A. Clark at 344 Higuera Street
dba Coca Cola Bottling Co.; same was referred to Commissioner of Public Health and
Safety with power to act, on motion of Ralph C. Kennedy, seconded by Joseph Leary.
The transfer of license from Chris Ottesgard at 999 Monterey Street to Henry
C. Dalessi was granted on motion of W. H. Brazil, seconded by R. P. Howell.

Communication received from the Southern Counties Gas Co. of California dated
January 28, 1943 offering to purchase a 35 year franchise under "The Franchise Act of
19317" and will pay the City for such franchise the cash sum of $5000, in addition to the
annual payments as set forth in said proposed franchise ordinance; payment.of earnings to

to grant a franchise to the Southern Counties Gas Co. when same meets with its approval

lfter further discussion, the matter was referred to the City Attorney with instructions
to prepare a proposed franchise,.as outlined in a former suggested ordinance providing
that franchise payments should begin from the date Southern Counties Gas Co. took over
the plant of Santa Maria Gas Co. and started operating in the City, and further providing
that if a change is hereafter made by the State Legislature increaseing the minimum pay -
nent, as provided in the Franchise Act of 1937, that the payments to the City should
-1qual such increased minimum payment, and if such changes are agreeable to Southern
,ounties Gas Co. submit to the City Council so that the offer may be prepared in -time for
the ballot, April 5, 1943.
Claims against the city for the month of January 1943 were ordered paid,
subject to the approval of the heads of the respective departments and the Mayor,

Communication received from the Brotherhood of Locomotive Firemen and
Enginemen, Surf Lodge No. 672, San Luis Obispo, under date of January 31, 1943 urging
the City Council to go on record opposing the repeal of the California Full Crew Law,
and urging that they request State Senator Jesperson and Assemblyman Weybret to vote
against its repeal when it is brought before the State Legislatuure. On motion of W'.' H.
Brazil, seconded by Joseph Leary it was ordered the Council go on record opposing the bill
and the City Clerk was instructed to write Senator Jesperson and Assemblyman 71eybret
informing them.
Re: Communication from Mrs. Florence Gilmore regarding loose dogs, was
ordered received and filed on motion of W. H. Brazil, seconded by Joseph Leary.
Communication from the Goldtree Investment Co. regarding Vater Agreement
s ordered filed.
Resolution No. 685 (Nevi Series) - A Resolution providing for the execution
of an Agreement betw=en the City of San Luis Obispo and Goldtree Investment Co. was
passed and adopted upon the motion of R.P.Howell, seconded by ':'I.Y. Brazil by the follow-
ing vote:
