On motion of Ralph C. Kennedy, seconded by Joseph Leary it was ordered that
the city renew its viar risk insurance in amount of X422,000 with the Home fire and Marine
Insurance Co.
Re: Petitions of Victory Gardeners: It was suggested by Commissioner R. P.
Howell that the City Attorney prepare Ordinance covering rebates to be presented at the
next meeting.
On motion of Ralph C. Kennedy, seconded by Joseph Leary it was ordered the
following delinquent licenses for April 1943 quarter be cancelled:

On motion of Joseph Leary, seconded by Ralph C. Kennedy, Mr. C. H. Klose
and A. H. Russ were appointed Special Police Officers to serve without compensation from
the City of San Luis Obispo as outlined in Section 5 of Ordinance No. 5 (Neva Series).
Upon motion of R. P. Howell, seconded by Joseph Leary it was ordered that
the Federal Owned fire equipment which has been provided for the city by the office of
civilian defense be assigned to the Fire Dept, for operation, supervision and maintenance,
Commissioner Clyde T. O'Nan reported , The National Council of Jewish Women"
has a $ 50 fund earmarked "For the purchase of Park benches" and that 68 trees have been
ordered vihich should arrive within the ne-vt 10 days.
On motion of Ralph C. Kennedy, seconded by Joseph Leary the meeting adjourned.

The minutes of June 21st, 1943 were read and approved as read.
On motion of -talph C. Kennedy, seconded by Clyde T. O'Nan the application of
W. W. Mathews for building permit for apartments and sleeping rooms was referred to the
commissioner of Public .iorks for investigation and report.
The application of the Pacific Gas and Electric Co. for permit to install
2 street lights and poles on the west side of Usos St. between Monterey and Palm Streets
was granted on motion of Ralph C. Kennedy, seconded by Clyd= T. O'Nan.
Petition received from the City Tire Shop under date of July 1, 1943 re-
questing the Council for an unloading zone at Higuera and Morro Streets on Higuera Street
was referred to the Commissioner of Public Health and Safety for investigation and report.
Letter received iron: Chas. Forbes under date of July 3rd, complaining about
taxi companies claiming legal right on curb parking stands, and on r:_otior_ of R.P.Howell,
seconded by Ralph C. Kennedy, it was ordered the contents be noted and letter be
received and filed.

The communication from Post Provost Marshall, Camp.San Luis Obispo, requesting
a telephone for the P;Iilitary Police Office at 16u Higuera St. was referred to,the Com-
missioner of Supplies with instruction to have phone installed.
Claims against the city for the month of,June, 1943 were ordered paid, subject
to the approval of the heads of the respective departments and the Mayor.
Mrs. George Pierce appeared before the Council and charged that Officer Vaught
had addressed her in a* profane manner and accused her of drunk driving. She stated that
she was so upset over having been stopped by Officer Vaught that she later drove to the
police station and voluntarily tool: a sobriety test and submitted the physician's report
to the council. The Kagor and Council unanimously agreed that Mrs. Pierce's accusations
would be fully investigated.
The application filed by the Groffs United Shows for a Carnival the week of
July 1st to 6th Incl. was denied on notion of Joseph Leary, seconded by R.P.Howell.
The model Electrical Ordinance submitted by the League of California Cities and
referred to Com= :issioner of Public ':'Jorks- for study and report was ordered received and
filed on motion of R.P.Howell, seconded by Joseph Leary.
The following matters were held over until the next meeting:

The application of A. C. Burnett for position as Police Officer was ordered re-
ceived and filed.
Resolution No. 701 (New Series) - A Resolution providing for the administration
of deductions under the Federal Current Tax paygtent Act of 1943 was introduced and adopted
on motion of R.P.Howell, seconded by Ralph C. Kennedy upon the following roll call vote:

Ordinance No. 248 (New Series) - An Ordinance granting to Pacific Gas and
Electric Company, its successors and assigns, the Franchise to use, for transmitting and
distributing electricity within the City of San Luis Obispo for any and all purposes
other than those a•_ithorized under Section 19 of Article KI of the Uonstitution of the
)ta-le of California as said section existed prior to its amendment on October 10, 1911,
all poles, wires, conduits and appurtenances which are now or may hereafter be lawfully plat
in the lublic Streets, ways and places within said city, and to construct and use in said
r;ublic streets, ways and places all poles, wires, conduits.and appurtenances, including
communication circuits, necessary or proper for said purposes was passed to print upon
motion of R. P. Howell, seconded by Ralph C. Kennedy upon the following roll call vote:
