'Kennedy, F. C. Kimball, Joseph Leary, Clyde T. O'Nan Hbsent: None Streets were granted on motion of R. P. Howell, seconded by Ralph C. Kennedy;.work to be done under.the. supervision of the Engineering Department. The petitions for permits filed by Coony & Winterbottom; contractors, of Pasadena Calif. for permission to open streets for sewer connections on Leff Street between High and Beach Sts. and on Leff St. and Ruth Streets were denied on motion of Joseph Leary, seconded by R. P. Howell, pending the posting of Contractor's bond and securing con- tractor's license. The applications filed by Cery Arcaina at 866 Palm St. for Billiards and Pool ' and Cigars Sideline were referred to the Commissioner of Public Health and Safet y r f o investigation and report, on motion of Ralph C. Kennedy, seconded by R. P. Howell. The transfer of licenses for Soft Drinks, Cigars Sideline and Restaurant from Marie Rose, dba Wideawake Cafe, 1129 Monterey St. to Leslie R. Hillis were referred to the Commissioner of Public Health and Safety for investigation and report. The application-filed by the City of San Luis Obispo for the War Production Board for Street Sweeper was denied by the Washington D. C.'office and the matter was referred to Commissioner R. P. Howell. A communication from Dentzel & Whyte, General Contractors of Alhambra, Calif. was received relative to the matter of a city license and bond in connection with the Federal Housing project under construction in the City of San Luis Obispo, and stated that no license or permit is required; this request was denied on' motion of R.P. Howell, seconded by Joseph Leary. Letter from Kenneth Beck,'Engineer, under date of Sept. 27, 1943 and a telegram from Harry N. Jenks, consulting Engineer, recommending the acceptance of the Sewage Disposal . Plant from F. C. Stolte Co. whereupon the following resolution was adopted: RESOLUTION No. 712 (New Series) - A Resolution accepting the work performed by ' F. C. Stolte Co. in making enlargements and improvements to the City Sewage Treatme y ag nt elant was passed and adopted on motion of R. P. Howell, seconded by Ralph C.'Kennedy upon the following roll call vote: Ayes: R.P.Howell,Ralph C. Kennedy, F. C. Kimball, Clyde T. O'Nan Noes: Joseph Leary !Absent : •None The minutes of September 20th were read and approved as read. On motion of R. P. Howell, seconded by Clyde T. Howell, seconded by Ralph C. Kennedy the City Clerk was ordered to file notice of completion on the'Sewage Disposal plant: Communication received from Headquarters Western Defense Command in reply to letter written by Joseph Leary requesting more M.P.'s for town duty; same was ordered filed on motion of Ralph C. Kennedy, seconded by Joseph Leary. The permittees Progress report c)n the City's application No. 10216 filed June 42 1941 to appropriate unappropriated water.from the Salinas River was referred to thel City Attorney and the City Engineer for reply on motion of R. P. Howell, seconded by Ralph C. Kennedy. Claims against the city for the month of September 1943 were ordered paid subject to the approval of the heads of the respective departments and the Mayor. Re: communication from the Fire Dept, relative to condition of fire hazard at the Lea Bowling Alley was referred to the Commissioner of Public Health and Safety on motion of Ralph C. Kennedy, seconded by R. P.'Howell. Communication from the Pacific'Gas and Electric Co. under date of October 4, 1943, together with a draft-in the amount of $1703.05 covering refund on billing of city water pump accounts was accepted on motion of R.P. Howell, seconded by Joseph Leary; the city water fund to be credited with the above amount. On motion of R. P. Howell, seconded by Ralph C. Kennedy, the following reports were ordered received and filed: Report of the City Collector for the month of Sept. 1943 Report of the Police Dept* for the month of Sept. 1943 Report of the Police Judge " " Report of the City Clerk for the month of Aug. 1943 On motion of Mayor Kimball, seconded by R. P. Howell, the proposed contract for water for the Federal Housing Units was referred to the City Attorney and the City Engineering Dept. for report, On motion of Ralph C. Kennedy, seconded by Joseph Leary, the Commissioner of Finance and the City Clerk were ordered to call for sealed bids on insurance covering city owned vehicle equipment. The applications of Thomas E. Palmer for licenses for Lunch Counter, Cigars Sideline and Soft Drinks at 562 Higuera St.were granted on motion of Joseph Leary, seconded by Ralph C. Kennedy, with the proviso that the health permit has been issued. The Merchandising Bond of S. Stratton Smith in the amount of $200 and L. W. Lawrence, L.L. Adams and Fred M. Bovee as security, was received, and on motion of Ralph C. Kennedy, seconded by Joseph Leary, the surety was accepted, bond approved and license ordered issued. Re: Transfer of license for Lodging House from M. N. Davis to D. G. Patterson was granted on motion of Joseph Leary, seconded by R. P. Howell. Resolution No. 713 (New Series) - Resolution of the City Council of the City of San Luis Obispo approving memorandum of agreement for expenditure of 1/4 cent gas tax allocated for state highways was adopted on motion of R. 11. Howell, seconded by Ralph C. Kennedy upon the following roll call vote: Ayes: R.P.Howell, Ralph C. Kennedy, F..C.,Kimball,Joseph Leary, Clyde T. O'Nan Noes: None Absent: None Mr. Bill Troutner, representative of the San Luis Obispo Salvage Committee appeared before the Council stating that 250 tons of salvage has been handled by the committee and asked the city for police patrol and signs for the area. On motion,of R. P. Howell, seconded by Ralph C. Kennedy, Mr. Wm. Mills was removed from the monthly payroll and placed on a daily pay basis as per his request. Commissioner Joseph Leary reported he had taken up the matter regarding the blocking of Osos St. by.the S. P. R. R. and Mr. Bauman assured him that trains would not 1 n ICI IL � 1 1
