The transfer of license of the Owl Club by Leon S. David to Julius Schwartz at
974 Monterey St. was granted on motioh of Clyde T. O'Nan, seconded by F. L. Gist.
On motion of Clyde T. O'Nan, seconded by G. W. Baker, Clarence T. Miller was
appointed Special Investigator in the Police Department as of January 16, 19469 qt a
base pay of $175.00 per month and to be allowed $30.00 per month for car allowance upon
the following-roll call vote:

The minutes of January 21st were read and'approved as read.
The application for building permit filed by Clara Hill to construct bridge
across creek in front of 871 Islay St. was referred to Commissioner R. P. Howell, with
power to act on motion of F. L. Gist, seconded by G.W.Baker.
On motion of R. P. Howell, seconded by F. L. Gist the following building permi

the surety was accepted, bond approved and license ordered issued, as was also the bond
of Angel L. Lagao and Elizabeth L. Lagao,The Great American Indemnity Co. as surety.
Notification from the StateBoard of Equalization for "off sale beer wine"
license to Frank P. Silveira at 890 Mill St. was received and ordered filed.
The application of Arthur C. Stringfellow for a city license for "Soft Water
Service Co." and application of Mrs. Anna Baxter at 1020 Railroad Ave. for 2 card tables
was granted on motion of Clyde T. O'Nan, seconded by F. L. Gist.
The application of J. R. McClure for Taxicab License at 865 Monterey St. was
referred to the Commissioner of Public Health and Safety for investigation and report.

Letter received from Wm. C.Cerney, dba Sport Cab Co. at 2017 Chorro St. request-
ing permission for taxi stand at the corner of Monterey and Mcr ro St. and to use the Hotel
Drug Store for Taxi stand; on motion of Clyde T. O'Nan, seconded by G.W.Baker, the request
was denied, without prejudice.
Communication received frot the Secretary of the Library Board of Trustees,
calling attention to the condition of the wall of the entrance porch to the library which
is badly cracked, and suggested that repair work be undertaken immediately; the communi-
cation was referred to the Commissioner of Finance, Fred L. Gist, with instructions to
advice the Library Board to make the necessary repairs, to be paid out of the Library Fund.
Communication from W. M. Reed asking for an increase in salary; same was ordered 1
received and filed on motion of Clyde T. O'Nan, seconded by R. P. Howell.
Communication from H. B. Douglas and Wt. Decker Holdredge, submitting agreement
for plans and supervision of the construction of the new City Administration Bldg. in the
City of San Luis Obispo based on an 8% charge of the contract price was presented to the
Council. After discussion the matter was held over for further consideration.
Claims against the city for the month of January was ordered paid, subject to
approval of the heads of the respective departments and the Mayor.
Communication from the San Luis Obispo City Schools requesting that the taxes
be cancelled on the Taylor property recently acquired by the School Board and which was
referred to the City Attorney at the last meeting of the Council was again ta::en up;
it was ordered by the Council that all taxes and penalties, if any levied and assessed
against the real property, but not including any personal property taxes, be cancelled. '

Ordinance No. 268 (New Series) - An Ordinance repealing Ordinance No. 250 (New
Series) Providing for a Reduced -:dater Rate, was finally passed on motion of R. P.Howell,
seconded by F. L. Gist upon the following roll call vote:

The applications filed by Leota Scott for Restaurant,Cigars Sideline and Soft
Drinks at 998 Monterey St. was held over.
The petition filed by the Johnson Ave. property owners requesting extension of
water main was ordered received and filed on motion of R. P. Howell, seconded by F.L.Gist.
The communication from G. I. Beckwith requesting the Council to do something '
about the drainage condition on Beebee .3t. was ordered received a:.d filed.
On motion of G.W.Baker, seconded by F. L..Gist, the California Amusement Co.
was granted a license to hold a carnival at Santa Rosa and Stenner Streets from April
2nd to 7th inclusive.
On motion of Clyde T. 0 Nan; seconded'by G.W.Baker, the Police Dept. was in- ,
structed to paint out the Taxi Stand for the Twin Cab Co. at 874 Monterey St. and revoke
permission previously granted for taxi stand at this location.
On motion of G.W.Baker, seconded by R. P. Howell, the Mayor was authorized to
sign contract with the Associated Oil Co. covering the purchase of oils and lubricants
for the city's requirements for the balance of the year.
