The City Council met in regular session; Mayor Ralph C. Kennedy presiding.

The minutes of March 4, 1946 were read and approved as read.
On motion of G. W. Baker, seconded.by F. L. Gist, the following Building
Permits were granted:

The application of H. B. Brown for permit to build grocery store on Pt of

for report on motion of Ralph C. Kennedy, seconded by F. L. Uist.
The application of John E. Smee for permit to recess curb and ramp for
driveway for a distance of 68 ft. on the SE side of Osos St. between Marsh and Pacific
Streets was referred to the Commissioner of Finance, F. L. Gist, for investigation and
report on motion of G.W.Baker, seconded by Clyde T. O'Nan, and also, the application to
recess curb and ramp for driveway for a distance of. 79 ft. on the SE side of Marsh St.
between Osos and Santa Rosa Streets.
The petition of Kenneth J. Green for permission to build a 5 ft. fence
along Lot 1, Block 80 was referred to Commissioner F. L.Gist, with Dower to act, on
motion of Clyde T. O'Nan, seconded by G. VI.Baker.
The following petitions were granted on motion of F. L.Gist, seconded by
Clyde T. O'Nan; work to be done under the supervision of the engineering department:

The petition of Franscioni and Davis for permit to hang wooden sign at
884 No. Broad St. was referred to the Commissioner of Public Health and Safety, with
power to act, on motion of G.W. Baker, seconded by F. L. Gist.
The following applications for contractor's licenses were received and on
motion of F. L. Gist, seconded by G. V1. Baker, '':he bonds were approved, sureties accepted

the following City licenses were approved:

Petition filed by Beebee Street Property Owners and signed by 28 members
protesting the construction of a Commercial Garage on Lot 22 and Part of 23, Block 151
Harford A!ddn. was ordered received and filed for reference on motion of Clyde T. O'Nan,
seconded by F. L. Gist.
Communication from City of Oxnard requesting assistance and support from
the City of San Luis Obispo in acquiring docks-from the Navy at Port Hueneme Calif.,
same was referred to Commissioner G. W. Baker.
On motion of G. Z'el. Baker, seconded by F. L. Gist, it was ordered that
the City Council consent to the change in the name of principal on the Franchise Bond
of San Luis Obispo Garbage Co. to read "Charles Cattaneo" to replace Mi::e Oberti as one
of the principal, effective as of March 7, 1946 and the Rider'submitted by the United
States Fidelity and Guaranty Co. be attached to the contract.
Communication from the State of California, Dept. of Public Health, en-
closing Resolution against Disposal of Raw Sewage into the 'relaters of the State was ordered
received and filed on motion of Clyde T. O'Nan, seconded by G. W. Baker.

The renewal of City Licensesfor the April 1946 quarter were approved and
licenses ordered granted on motion of Clyde T. O'Nan, seconded by G. W. Baker.
Communication from Southern Pacific R: R. Co. Re: 'relater meter on Laguna
pipe line and requesting same be checked; same was referred to the City Engineer for
investigation and report on motion of G. W. Baker, seconded by F. L. Gist.
Communication from the Park, Playground and Recreation Commission asking
the City to put the Mission Ball Park in playing condition and also clean up the city
park at Santa Barbara and Osos Streets; same was referred to Commissioner F.L.Gist, with
power to act.
Petition of Western Union Tel. Co. requesting parking zone for messenger's
car on Court St., and on motion of Clyde T. O'Nan, seconded by G. W. Baker, it was
ordered the space be marked off and painted "Western Union ".
Communication from L. '.V. Kamm submitting price on Insurance premium in the
amount of $300 to cover products liability on the ,'jater system was held over for further
discusion.

Communication from A. C. Stringfellow addressed to Liayor Kennedy asking
City of man Luis Obispo to hold in abeyance for two years, any construction of a
cal treatment plant for city water. The City Clerk was instructed to write Mr.
tringfellow and inform him the City is not considering any plant at this time.
On motion of G.W.Baker, seconded by Clyde T. O'Nan, the City Clerk was
nstructed to advertise for Bids got Police Cars; Bids to be opened on March 25th, 1946
