The City Council met in regular session; Mayor Ralph C. Kennedy presiding.

The minutes of April 1, 1946 were read and approved as read.
The following building permits were granted on motion of R. P. Howell, seconded
by G. W.Baker:

H.L. McLaughlin - To remove a tree in parkway at Essex -and Marsh Streets
Application of Southern Counties Gas Co.,- to install service at Monterey Ste between
sos and Santa Rosa St., and application to install service at various locations.
The application of Earl M. Bernard for Mechanical Amusement Device at 1814
Osos St. was granted on motion of R. P. Howell, seconded by G. W. Baker.
The application of Clyde Beatty Circus for Circus and sideshow for one day,
May 17th, 1946 was referred to the Commissioner of Public Health and Safety for inves-
tigation and report on motion of R. P. Howell, seconded by G. W. Baker.
The Merchandising Bond of Marvin W. Miller in the amount of X200, with the
U.S.Fidelity and Guaranty Co. as surety, was received and on motion of R.P.Howell,
seconded by G.W.Baker, the surety was accepted, bond approved and license ordered issued.
The following applications for transfer of city licenses were granted on

The Bond of Harry E.Dixon in the amount of $500,.The United States Fidelity
and Guaranty Co. as surety, was approved on motion of R.P.Howell, seconded by G.W.Baker,
which covers the application submitted for contractor's license, but not granted.
The following communications were..ordered received and filed on motion of
R.P.Hoviell, seconded by G.aJ.Baker:
Communication from H: B. Douglas relative to plan schedule for City Administration Bldg.
Communication from W. Worthington making application for Asst. Plumberts Inspector
Communication from Mrs.. Eya A.Carpenter making protest to the Planning Commission
regarding her property on Toro and Higuera Streets.
Communication from Cline's Electric Shop Re: proposal to reilluminate 2 electric signs
located over the #101 Highwayst the Southern and Northern limits of the citye
Communication from the Ventura County Chamber of Commerce Re: use of Dock 1 at Port
Hueneme for commercial purposes,'and on motion.of R.P1 Howell, seconded by F.L.Gist,
the City Clerk was instructed to write to the Ventura County Chamber of Commerce assuring
them that -the matter was referred to our local Chamber of Commerce for endorsing and the
necessary action taken.

Petition from the California Polytechnic College requesting permission to
place a banner across Monterey St. at the north side of Santa Rosa intersection, adver-
tising Poly Royal on May 3rd and 4th was granted on motion of R. P. Howell, seconded by
G,'-I. Baker.
Communication from San Luis Nevis Agency requesting permission for a loading
zone in front of 981 Chorro St. was referred to the Commissioner of Public Health and
Safety for investigation and report.
Petition filed by.Grace E.Barneberg, 550 Dana St. on behalf of residents of
Nipomo and Monterey St. protesting the erection of a commercial garage at the corner of
Monterey and Nipomo Sts. was presented to the Council and on motion of G. W. Baker,
seconded by R. P. Howell, the matter was ordered received and filed, and referred to the
Council as a whole.
Claim filed by The Gamiewell.Corp, in the amount of $3015.96 as per Bid for
installing Gamewell panel was presented for payment and on motion.of R.P.Howell , seconded
by G. W. Baker, it was referred to Kenneth Beck for approval of work as per specifications.
Claim in the amount of $1128.90 for payment of Withholding Tax for January
Quarter was allowed on motion of F. L. Gist,.seconded by R. P. Howell.
On motion of G.W.Baker, seconded by F. L. Gist the following appointments were

On motion of G.W.Baker, seconded by F.L.Gist, Mervin McEvoy was appointed Vacation
Relief fireman as of April 1st, 1946 at $205.00 per mo,
ft was moved by F.L.Gist, seconded by G.V ?.Baker, that the City Council authorize
the County Housing Authority to make application to the Federal Public Housing Authority
to provide temporary famity dwelling accommodations for Veterans and Servicemen.
Mr. Chris Anholm appeared before the Council requesting that the City pay one half
of -the expenses incurred to dig trench for sewer line from Broad St. to-Hill St. on Linco
Ave:; after discussion-it was moved by F.L. Gist, seconded -by G.W.Baker that the City
of San Luis Obispo dig the trench for sewer line from Broad St. to Hill St. on Lincoln
Ave., one -half of the expense of the project to be paid by Chris Anholm upon the follow-
ing roll call vote:

The motion did not carry.
The application of Mrs. Roy Warden for Building permit to move building to Block
45, Lot 4 was denied on motion of G.W.Baker, seconded by R.P.Hoiell.
The application of the Southern Counties Gas Co. for permit to install 140 ft. of
2" main on Mt. View St. between Chorro and Broad St. was granted on motion of R.P.Howell,
seconded by G.VI,Baker.
The application filed by Herbert B. Cohen for Dance Hall, dba Estrellita Club at
964 P:ionterey St. was granted on motion of G. e'd.Baker, seconded by F. L. Gist.

The petition of Chris Anholm for permit to open trench to lay sewer line
on Lineoln.St. from Broad to Hill St. was granted on motion of R.P.Howell, seconded by
F.L.Gist; work to be done under the supervision of the City Engineering Department.
The petition of J. R. Rone for permit to open trench on the north side of Mt. View
St. between No. Broad and Chorro Streets for sewer line was granted on motion of R.P.
Howell, seconded by G.1f.Baker.
Petition filed by Smee Plumbing to cut sidewalk at 1050 Monterey St. was granted
on motion of R.P.Howell, seconded by G.`vf.Baker.
On motion of R.P.Howell, seconded by G.W.Baker, the Mayor was authorized to sign
Agreement with the Division of Highways for the sale of parcel of land known as Lots
1 and 2 in Block 1, Monterey Heights and on motion of R.P.Howell, seconded by G X9
Baker, the following resolution was adopted:
