Henry Takken and Bobbie Canet, members of the Lions Club, submitted a
proposed program for park expansion, stating two sites are presently under consideration
for this project. On motion of G.4.Baker, seconded by F.L.Gist, the plan submitted
will be considered. Report was ordered received and filed.
E.E. Graves, acting as spokesman for the Mission; Owl and Gray Cab
Companies, appeared before the Council, complaining against unfair practices of cruising
taxicabs and presented a petition requesting the Council to discontinue the taxi loading
and unloading zone on Monterey St. in front of the Court House and-on motion of F.L.Gist,
seconded by G.W.Baker, the matter was referred to the - Commissioner of Public Health
and Safety.
On motion of R.P.Howell, seconded by G.4.Baker, the meeting -adjourned
to Tuesday, Sept. 10, at 7:30 P.M. upon the following vote:

Council to purchase a Idotor Grader for the City of San Luis.Obispo and submitting
specifications covering same was read to the Council and on motion of F.L. Gist, seconded
by G. W.Baker, the City Clark was instructed to advertise for bids as per specifications,
bids to be opened Oct. 7, 1946 at 7:30 P.M.
Communication from Richard Graves, Executive Secretary,of League of California
Cities, Re: Regional meetings of Assessors and Auditors to be held in Los Angeles Oct.
3rd and 4th, at the Court House conducted by Thomas H. Kuchel, State Controller, on
motion of R.P. Howell, seconded by G.W.Baker, the Auditor and City Clerk were authorized
to attend. Mayor Kennedy suggested that Commissioner F.L.Gist also attend.
Communication from George Trdanor requesting leave of absence for 90 day period,
beginning Oct. 19 1946 was referred to the Commissioner of Public Health and Safety for
investigation and report.
Notification received from the State Board of Equalization for transfer of "Off
Sale Beer and Wine" license from Wm. R. Sears to k4m. E. and Robt.R. Sears at the corner
of Marsh and Broad Streets, and "On Sale General and "Off Sale General" license from
Frank Dickey and Elbert B.Lovell to Elbert B.Lovell at 645 Higuera St., Same was ordered
filed.
Report of the Police Dept. fon the month of August 1946 was ordered received and
filed on motion ofR.P.Howell, seconded by F.L.Gist.
Claim in the amount of $15,007.50 on the Public Improvement and Betterment Fund,
payable to the Security Title and Insurance Co. for payment of Tract No. 34 was allowed
on motion of F.L.Gist, seconded by G.d.Baker.
The application of transfer of license of the Horse Shoe Cafe from Frank Yeary
to Jack McComas was granted on motion of F.L.Gist, seconded by G.W.Baker.
It was moved by F.L.Gist, seconded by G.'VI.Baker, that should the U.S. Government
allot the U.S.O. property on Santa Rosa St. to the City of San Luis Obispo as per agreement
submitted, the Mayor is hereby authorized to permit the California Poly School to occupy
the premises as emergency sleeping quarters for veteran students.
Permit No. 37 and No. 38 filed by W.C.Ramage for permission to excavate street
for sewer connection on Victoria St. between Francis.and Humbert St. and on Osos St.
between Walnut and Peach Streets was granted on motion of R.P.Howell, seconded by F.L.
Gist; work to be done under the supervision of the City Engineering Department.
The application of Cole Bros. Circus for city license for circus to be held
on Sept. 22nd was granted on motion of G.W. Baker, seconded by F.L.Gist upon a deposit
of $50.00, assuring the City they will clean up the. grounds to the city's satisfaction,
in which event the deposit w'_ll be refunded.
Application of G.B.Henry for.city license for Lodging.House at 954 Toro St was
ranted on motion of F.L.Gist, seconded by R.P.Howell.
