HomeMy WebLinkAbout10/07/19461 1 1 F1 7 I City Hall, Monday Oct. 7, 1946 - 7:30 P. M. The City Council met in regular session; Mayor Ralph C. Kennedy presiding. Present: G.:W.Baker, F.L.Gist, R.P. Howell, Ralph C. Kennedy, Clyde T. O'Nan Absent: None The minutes of Sept. 23rd and Sept. 30th were read and approved as read. The application of John Boriack for permit to build a trailer court on Lot 2 and part of Lot 3 Block 31 was held over for the Council's consideration on motion of R.P.Howell, seconded by G. W. Baker. The application of P. J. Zuiderweg for registration as Class "D" contractor, together with Sun Indemnity Co. bond in the amount of $1000 and registration fee of $25.00 received and on motion of F.L.Gist, seconded by R. P. Howell, it was ordered that the surety be accepted.-bond approved and registration granted. On motion of F.L.Gist, seconded by G. W.Baker, the following applications were granted: Jack McComas - Edith Naslund & Ida S.Gray - Cigars Sideline Cigars Sideline 998 Monterey St. 850 Marsh St. The applications filed by C. P. Hunsaker for city license to operate business of Mechanical Amusement Devices and Music Vending Machines at various locations was referred to Commissioner F. L. Gist on motion of R. 1'. Howell, seconded by G.W.Baker. The Merchandising Bond filed by Garrett Motors as principal and W.H. Nuss, L. E.Stockird and Albert Nelson as security was and on motion of F.L. "ist, seconded by R.P. 1, the surety was accepted and license ontdered issued. The following transfer of licenses were granted on motion of Clyde T. O'Nan, seconded by R.P.Howell: transfer of Lodging House License from James K. McClure at 1223 Chorro St. to Mr and Mrs. J. R. McClure transfer of the Westside :Wrecking Co. from Leslie L.Adams to Elmer A.Nord and Edgar E.Randall at 1229 Monterey St. Transfer of Filling Station from George Bushong to Jack Bushong at Santa Rosa and Marsh Sts Communication received from Richard F. Harris, tendering his r "ignation a member of the Planning Commission was accepted, with regrets:; on motion of R.P.Howell, econded by G.W.Baker. Communication from E.E.Cox withdrawing his application for appointment as ber of the City Council was ordered received and filed on motion of F. L.Gist, seconded y Clyde T. O'Nan. Communications received from Jack 'nd. Hillman and Kline Williams making pplication for appointment as member of the City Council were ordered received and filed motion of G. W. Baker, seconded by F.L.Gist. The reports of the City Collector, Police Judge, Police Dept. and Building spector for the month of September, 1946 were ordered received and filed. Petition filed by property owners on Hathway Ave. desire to have curbs, tters and 5 ft. sidewalks on both sides of Hathway Ave. from lbiurray Ave. to Third St. as presented to the Council; after discussion it was moved by Clyde T. O'Nan, seconded R.P.Howell that the matter be referred to R.P.Howell and the City Engineer for study d report. 'Petition filed by property owners relative to hazards due to increased ffic on Hathway Ave. was presented and read to the Council, and on motion of G.W. r, seconded by F.L.Gist, this matter was referred to the Council for their considerati 5 11 Petition filed by.resident.of the Southern Pacific Housing Unit located on South St. requesting that the-City Council deny the right to�any carnical to use the grounds known as 'Exposition Park was ordered received and filed. Claims against the City for the month of September, 1946 were ordered paid, subject to the approval of the heads of the respective departments and the Mayor. This being the date fixed by the Conncil as per Published notice for receiving bids for furnishing to the City of San Luis Obispo "bkotor Grader ", the following bid was submitted: Hanson Equipment Co. of Santa liaria - 1 - Adams #512 Motor Grader ( specifications attached)- Price 8496.20 Plus 212% State Sales Tax Delivery Date: Approx. Feb. or March 1947 and also, an ALT=ATE BID for 1 - Adams `414 Motor Grader ( specifications attached) - Price 8085.45 plus 21% State Sales Tax - Delivery date: Approx. late November 1946 together with Cashier's check in the amount of $850.00 attached thereto;' The above bid was referred to the purchasing agent for investigation and report. This being the date fixed by the Council as per published notice for receiving bids for repairs to the City Library; the only bid received was the bid of O.R.Ochs and Son - Amount of Bid being $2030.00, accompanied by certified'check in the amount of ,1110.00; on motion of Clyde T. O'Nan, seconded by R. P. Howell, it was ordered the bid of 0. R.'Ochs be accepted and work ordered started. This being the date set by the Council for receiving bids on Comprehensive Public Liability Insurance, the following bids were received: 1 - M. '4. Fitzgerald - United States Fidelity and Guaranty Co.- Arat of bod (as per Bureau Co. Bid) 2 - Loren Curtright - Great American Indemnity Co. ( as per Bureau Bid ) 3 - Wt. A. Nelson - Fidelity and Casualty Co. - Bid in Amt of $755.00 4 - L. W. Kamm - .Natl. Automobile Ins. Co. - Amt of Bid - $ 790.03 The bids were referred to the Commissioner of Finance for investigation and report pending the arrival of the Bureau Co. Bid, which.had not been received-to date. Verbal bids for the sale of miscellaneous personal property owned by the City of San Luis Obispo as advertised in the Telegram Tribune on the 19th day of August,1946 were all rejected at this time. Application of Longs United Shows for Carnival to be held on Oct. 8th to 13th was granted on motion of Clyde T. O'Nan, seconded by R. P. Howell. Petition filed by Andersen's Ready to Serve Frozen Foods, requesting a loading zone at 166 Higuera St. was granted on motion of Clyde T. O'Nan, seconded by G.W.Baker for a distance of 30 ft. in front of their place of business, and with the provision that the zone be painted by the police department. Permit No. 62 filed by the Southern Counties Gas Co. to excavate street on Johnson „Ave. between Ella and Bishop Streets was granted on motion of R. P.Howell. seconded, by G. W. Baker. Communication from Maino and Madonna together with map of Tract 43 was again geld over,_as was also the transfer of the Mission Taxi Co. It was moved by R.P.Howell, seconded by G.W.Baker, that Mr. L. L. Lenger be appointed as a member of the City Planning Commission to fill the vacancy created by the resignation of.Richard Harris, and Mayor Kennedy moved that J. E.McClure and Pheo. M. Maino, members of the City Planning Commission, whose terms expired last July, be re- appointed to succeed themselves, and was seconded by F.L.Gist upon the following roll call vote: 1 J 7_7 L 1 1 1 1 1 1 1 Ayes : G.W.Baker, F.L.Gist, R.P.Howell, Ralph C. Resolution No. 774 (New Series) - A Resolution urging the Establishment by the War Department of a Local Air Force Reserve Training Squadron was passed and adopted on motion of R.P.Howell, seconded bpr G.W.Baker upon the following roll call vote: Ayes: G.W.Baker,F.L.Gist, R.P.Howell, Ralph C. Kennedy, Clyde T. O'Nan Noes: None Absent: None It was moved by F.L.Gist, seconded by G. W. Baker that the City furnish title to Henry Dalessi on the sale of Real Property, known as Lot "D" resubs of Laguna and Los Osos Ranchos, more particularly described in Ordinance No. 274 (New Series). Motion carried. Commissioner Clyde T. O'Nan's resignation was accepted.by the Council at this time - 10:20 P. M. Commissioner G. W.Baker nominated Kline Williams to fill the vacancy of Clyde T. O'Nan, Commissioner of Public Health and Safety upon the following roll call vote: Ayes: G.id.Baker, F.L. Gist, R.P.Howell, Ralph C. Kennedy Noes: None Xsent: None Dr. Loveall, Chairman of the Park, Playground and Recreation Commission r ppeared before the Council at this time and submitted their plan for the use and peration of the U.S.O. Bldg. as requested by the Council. It was moved by G.W. Baker, econded by F.L.Gist that the plan presented be accepted and the Recreation Commission be iven supervision of the Building. The City Clerk was instructed to call for bids for City Fleet Insurance; ds to be opened at the meeting of the City Council held on November 4, 1946 at 7:30 P.M.
