Howell, seconders by Kline Williams upon the following roll call vote: ayes: R.P. Howell, Ralph C. Kennedy, Mine 'Xilliams Noes • None Absent: G. I;J.Baker, F.L.Gist Ix. Ralph E.Daniels reported the Exchange Club presented a Plan showing the proposed War II I4:emorial Bldg. as approved by the Park, Playground and Recreation Com- mission stating the - Exchange Club plans to sponsor and pay for the building and on motion of R. P. Howell, seconded by KlineWilliams it was ordered the Council go on record of approving the plans as presented. ( Plans filed with the Recreation Commission ). On motion of Kline Williams, seconded by R. P. Howell, the Commissioner of Supplies was ordered to purchase 2 modern gas masks for the Fire Department. On notion of Kline Williams, seconded by R. P. Howell, Kenneth Ostrander was appointed regular Police Officer as of December 1, 1946 at a base pay of $210.00 oe r month. Yayor Kenn-,dy ordered the Fire Chief and Police Chief to submit a full and complete report on the Osos Street Railroad crossing to Kline 7illiams, Commissioner of Public Health and Safety, who will submit his findings to the Railroad Commission and the City Council. SPECIAL CALLED MEETING A Special Called meeting of the City Council was held on December 9, 1946 - LIayor Ralph C. Kennedy presiding. Present: G.71.Baker, F.L.Gist, R.P.Howell, Ralph C. Kennedy, Kline Williams Absent: None The meeting was called for the purpose of acting upon matters pertaining to the Park, Playground and Recreation Commission and its organization and its activities and acting upon such other business as may properly come before said meeting. Dr. Loveall acting as spokesman for the Park, Playground and Recreation Commission presented the Recreation group's plan to the Council for their consideration, suggesting the Council's authorization to hire at Park, Playground and Recreation Director at $300 per month as of December lo, 1946 for the rest of the fiscal year end- ing June 30, 1947, and on motion of G- Vi.Baker, seconded by F.L.Gist, the authorization was granted upon the following roll call vote: Ayes: G.W. Baker, F. L. Gist, R. P. Howell, Ralph C. Kennedy, Kline Williams Noes: None Absent: None On motion of F. L.Gist, seconded by G.W. Baker, the Recreation Commission was authorized to hire a caretaker or custodian at ,185.00 per month,' effective as of 1 1 1 �J 1
