Approved this ���day of 1/ 6 Clerk City Hall, Monday December 16, 1946- 7:30 P. L. The City Council met in regular session; Mayor Ralph C. Kennedy presiding. Present: G.W. Baker, F.L.Gist, R.F.Howell, Ralph C. Kennedy, Kline Williams Absent: None The minutes of Dec. 2nd and Special Iuieeting of December 9th., 1946 were read and approved as read. The anplicationfor building permit filed by Harmony Valley Creamery for storage room in Block 60 at a cost of $8000 was referred to the Council by the Building Inspector for their consideration, and on motion of F. L. Gist, seconded by G.VI,Baker, the application was granted; :%C1ine Williams not voting. The application of Eugene B. Hill for a taxicab license in the 1000 Block Monterey St. was refer :ed to the Commissioner of Public Health and Safety for investigation and report on motion of G. 6V. Baker, seconded by F. L. Gist. Application of Guadalupe Cota for permission to hold a dance at 977 Higuera St. on Dec. 14, 1946 was granted on motion of F. L. Gist, seconded by G. 'fi. Baker, and her application for a dance to be held on Dec. 31 ®t, 1946 was referred to the Commissioner of Public Health and Safety for investigation and report. Notification received from the State Board of Equalization for an "On Sale Beer and 7.4ine " license for Francis & Helen Cullen dba San Luis Cafe at 1015 Chorro St. was ordered received and filed. Applications for renewal of the quarterly licenses were presented to the Council and on motion of R. P. Howell, seconded by G.SV. Baker, they sere referred to the Commissioner of Public Health and Safety for investigation and report. The transfer of license for Filling Station from 111m. A. Freeman to James V: O'Reilly at Monterey and Murray Streets was granted on motion of Kline 7iilliams, seconded by F.L.Gist. Communication from the Park, Playground and Recreation Commission requesti the city appoint some one from the office of the City Engineering Department who will make a monthly inspection of city buildings, particularly the U.S.G. Bldg. and submit their report to the authority in charge, and if there is need of repairs, a recommendation will be made to the city council who will act upon it, and on motion of F.L.Gist, seconded by R.P.Howell, it was suggested the building inspector be appointed as the authorized propert inspector for the city and submit monthly reports on the city owned property. Motion carried and communication was ordered filed. I Petition from the Taxicab Owners Assn. protesting against the Council allotting new curb space to Taxicabs or any new city licenses to new Taxicab companies was read to the Council. Communication Naas ordered received and filed on motion of G.W.Baker, second by R.P.Howell, Communication from Cwt Taxi Co. requesting permission for additional cab stand and curb space in the 700 Block on Higuera St. for the convenience of down -town shoppers; this matter was referred to the Commissioner of Public Health and Safety for investigation and report on motion of G.'N. Baker, seconded by F. L. Gist. Communication from PUssion Taxi Co. requesting additional loading zone space directly adjoining their present allotted space in the 900 block on Paionterey St. was , referred to the Commissioner of Public Health and Safety for investigation and report. Com'?:unication from .m. Cerney asking for a taxi stand in front of Bill Boriack Garage at 1 005 Lonterey St., and on motion of G.ud.Baker, seconded by Kline Williams the space was allotted and the Police Dept. instructed to paint a taxi zone at this ' location. F.L..Gist voting "No ". Communication from Gray Cab Co. by Ilo J. Munez asking for additional parking space in front of their stand on Higuera St. in the 900 Block was referred to the Com- missioner of Public Health and Safety for investigation and report on Llotion of G.9:.Baker, seconded by R. P'. Howell. Communication from Reginald D.White ma _ing application for appointiLent as Polic Judge together raith names of references endorsing him for the office - the comcLunication was ordered received and filed and on notion of F. L. Gist, seconded by G.o+.Baker, the -natter was referred to the Council as a whole and the City Clerk was instructed to furnish each member of the Council a copy of the citizens endorsement of the applicant for the office. Communication from Mrs. Hal Hathway requesting certain street work to be done in the 700 Block on Johnson Ave. was read to the Council- same was referred to Commissioner ' R.P.Hcwell, with power to act, on uiotion of G.I.I.Baker, seconded by F.L.Gist. Communication from Ieiiles Fitzgerald addressed to the Mayor and City Council protesting certain provisions in the zoning ordinance recently adopted by the Council,' stating that the Goldeh State Co.has maintained and operated its plant at the present location for many years, and requested the City Council amend the ordinance insofar as to include mill; bottling and.distributing plants be permitted in District C -2 as defined on zoning map. This matter was referred to the Planning Commission for investigation and report back to the Council on motion of F.L.Gist, seconded by R.P. Howell. Communication from Lester Stuart requesting a parking zone at 1029 Morro St. and on motion of Kline Williams, seconded by G..V.Baker, the request was granted and the Police Dept. Maas instructed to mark off the zone upon the following roll call vote: Ayes: G.: "I.Baker, Ralph C. Kennedy, Kline Williams ' Noes; F. L.Gist, R.P. Howell Communication from Smee's Plumbing asking the Council to please reconsider rezoning the corner of Pacific and Osos Streets; on motion of R.F. Howell, seconded by Kline ,,`Villiams, this matter was referred to the Planning Commission for investigation and report back to the Council. This being the time set for receiving bids for gasoline and oil for the city's requirements for 1947 - it was the order of the Council to receive and file the bids presented and unopened at this time, awaiting the filing of additional bids from other companies. Application for transfer of license for Taxicab from Heber L. P. Howell. ComLunication from Dr. Loveall, Chairman, Park, Playground and Recreation Comc:_ission requesting certain equipment be returrn d to the Recreation Center- this matter was refe red to Commissioner F.L.Gist. Ordinance No. 275 (New Series) - An Ordinance establishing Land Classifications and districts within the incorporated territory of the City of San Luis Obispo, and regulating the uses of property therein, etc. etc. was finally passed on motion of F.L.Gist, seconded by R. P. Ho;,rell upon the following roll call vote: Ayes: G.W.Baker, F.L. Gist, R.P.Howell Noes: Ralph C. Kennedy. Absent: None Kline "Williams not voting. Ordinance No. 280 (New Series).- An Ordinance repealing Ordinance No. 258 (New series) was finally passed og motion of R. P. Howell, seconded by F.L.Gist upon the following roll call vote: Ayes: G. ',1. Baker, F.L. Gist, R. P. Howell, Ralph C. Kennedy, xline 'dJilliams Noes: None Sam Schultz, Asst. Street Supt. appeared before the Council at this time on behalf of the city employees and actin,­ as spo,:esman for the group requesting that city employees be granted a raise of 200. Mayor Kennedy suggested the matter be referred to the City Council as a whole for their consideration. The report of the City Clerk for the month of November was ordered received and filed. Resolution No. 777 (New Series)_ - A Resolution regarding the sewer line installed by Chris Anholm on Lincoln Street was passed and adopted on motion of G.W. Baker, seconded by F.L.Gist upon the following roll call vote: Ayes: G.W.Baker, F.L.Gist, R.P.Howell, Ralph C.
