The City Council met in adjourned session;.Ldayor Ralph C. Kennedy presiding.
Present: P.L. Gist, R.P.Howell, Ralph C. Kennedy, Kline Williams
Absent: G. W. Baker.
The communication from the Jones family Re: card of thanks , was ordered
received and filed.
Communication from Fiesta Assn. requesting permission to hang sign, banners,
place cars on the street and conduct a parade Saturday, May 24th, 1947 were granted on
motion of R.P.Howell, seconded by Kline Williams.
' Communication from IMUlton Bickell requesting leave of absence from the
Police Dept. for a period of 90 days, starting April 15, 1947, was denied on motion of
.reline Williams, seconded by F. L.Gist.
Transfer of Leigh!s Service Station at 406 Higuera St. to Spink and Collins,
' dba "Service Center" was granted on motion of K1ine.Williams, seconded by F.L.Gist.
Bond written by U. S. Fidelity andGuaranty Co. in the amount of $2000, covering
Frank S. Barnhart, as Supt. of Park, Playground and Recreation Commission was presented
to the Council and on motion of F.L.Gist, seconded by Kline Williams, same was approved
voting on School Directors only.

Application of California Amusement Co. for carnival, previously granted to
show in San Luis Obispo from April 15th to 20th inc. was approved by the Council,
changing the show date to May 6th to May 11th, 1947, on motion of Kline Williams,
seconded by R. P.Howell.
Re: Bid of Western Steel Pipe Co. for steel pipe and bends which was awarded
to the above firm at the previous meeting of the Council held on April 7th on motion of
R.P.Howell, seconded by G.W.Baker, subject to the approval of the City Engineer was again
taken up at this time; the City Engineer reported back to the Council , his approval

and acceptance of the bid as submitted by the SSlestern Steel Pipe Co.
The Merchandising bond of Arthur G. Bergman, dba -surge Dairy Service -at 711
Monterey St. was again held over.
Applicationfor transfer of license from Chas. Sigsbee Grocery to Chas. C.
Drew was granted on motion of Kline Williams, seconded by R.P. Howell.
Communication from Asst. City Engineer, W.E. McLennan, submitting cost
estimate for improvement of walks and clothes drying areas at the Santa Rosa Park Housing.
Units was presented tothe Council and on motion of R.P.Howell, seconded by Kline Williams
the City Clerk was instructed to write Mr. Geo. Stephans, notifying himthe City would
do the work on the condition that the City would be reimbursed.
A. W. Renhardt, from the State Health Dept. met with the Council and discussed
the condition of
/the Sewage Disposal Plant stating he has made inspection of the plant and that steps

dust be taken to prevent excessive amounts of industrial waste going into the sewer systei
On motion of R.P. Howell, seconded by F. L. Gist, the Council now met as a
canvassing Board and in accordance with the provisions of the City Charter regulations,
the Council acting as a canvassing board, now proceeded to canvass returns of the
General Municipal and Consolidated Charter Amendment Election held Monday, April 7, 19470

Tabulation following shows results of votes cast at such election and as
canvassed by the City Council. The number of votes cast at such election being 2920
within the City of San Luis Obispo and 298 in the consolidated precincts outside the city
voting on School Directors only.
