Commissioner F.L.Gist was excused from.the..meeting by the Mayor at this time.
Due to the fact that it was impossible.to count and canvass the Absentee Votes
the matter of completing the canvass was continued to Monday, April 14th, 1947 at 7:30
P.M. and on motion of Kline Williams, seconded by R.P.Howell, the meeting adjourned to
,April 149 1947 at .7:30 P.M. upon the following roll call vote:
Ayes: R.P. Howell, Ralph C. Kennedy, Kline Williams

Absent: G. W. Baker, F.L. Gist.

City'Council met in adjourned session; Mayor Ralph C. Kennedy presiding.
Present: G.W.Baker, F.L.Gist, R.P.Howell, Ralph C. Kennedy, Kline Williams
Absent: None
Transfer of license of Fletcher Cleaners, ( Albert C.Hayes) to Martin and
Clyde Olsen was granted on motion of K1ine.Williams, seconded by F.L.Gist.
Transfer of license of DeLuxe Taxi Service ( Lester Stuart) at 1029 Morro St.
to Reba I.Smith, dba DeLuxe Cab Co. was referred to the Commissioner of Public Health and
Safety for investigation and report on motion of R.P. Howell, seconded by F.L.Gist.
Notice of application to appropriate water, application No. 11745 by San Luis
Obispo County Waterworks, District No. 6, Santa Margarita was ordered received and filed.
Communication from Milton Bickell, Police Officer,submitting his resignation
from the Police Department as of April 15, 1947 was read to the Council, and on motion of
Kline Williams, seconded by R.P.Howell, it was moved that the resignation be accepted.
Communication from George L. Treanor, police officer,'submitting his resignation
as of May 13t, 1947 was accepted on motion of Kline Williams, seconded by G.W.Baker as of
May 1st, 1947. Motion carried.
On motion of Kline Williams, seconded by F.L.Gist, it was moved that the accept-
ance of the resignation of Milton Bickell as of April 15th, 1947 be rescinded.
On motion of Kline Williams, seconded by R.P.Hgwell, it was moved that the
resignation submitted by Milton Bickell be accepted as of May 1st, 1947, and the last two
eks be granted as a vacation leave.
It was moved by Mayor Ralph C. Kennedy, seconded by R.P.Howell that the City
Attorney be instructed to bring in a Resolution authorizing a 5% increase in the salaries
of the-city employees as of April 1st, upon thefollowing roll call vote:
Ayes: Ralph C. Kennedy, R.P.Howell
Noes: G.W.Baker,, Kline Williams
Absent: None
F. L. Gist declining to vote
Motion lost for want of majority.
Re: Rental for Precinct Polling Places for General Municipal Election, April
70 1947: It was moved by R.P.Howell, seconded by G. W. Baker, that the rental for precinct
polling places within the city of San Luis ObispC be fixed at $8.00 each; that the rental
(precinct polling places outside the city be fixed at $6.00 each.

Re: Compensation of Election Officers for General Municipal Election, April 7, 1947:
It was moved by'F.L.Gist, seconded by R.P.Howell and carried, that Election Officers
serving within the City of San Luis Obispo be compensated.in the amount of $10.00 each
for their service; that election officers serving in the special precincts outside the .
City of San Luis Obispo be allowed $7.00 each for their:service.
The Council acting as a canvassing Board, now proceeded to UnVass and count
the absentee ballots for the General Municipal Election and Charter Amendment Election,
held April 7, 1947:

Resolution No..804 (New Series) - A Resolution declaring the results of the
General Municipal Election held on April 7, 1947 was passed and adopted on motion of
R.P.Howell, seconded by F.L.Gist upon the following vote:
Ayes: G.W.Baker, F.L.Gist, R.P.Howell, Ralph C. Kennedy, Kline Williams

Resolution No. 805 (New Series) - A Resolution declaring and.finding that
three proposals amending the charter.of the City of San Luis Obispo submitted to the
qualified voters of said city on April 7th, 1947, received the vote of a majority of all
the voters voting on such propositions was introduced and adopted on motion of R.P.Howell,
seconded by G.W. Baker upon the following vote;
