Howell, Timothy I.0'Reilly Absent: G.W. Baker, Wm. 0. Hall, i�.P. Howell, Timothy I. O',Reilly Absent: Kline Williams The City Attorney presented the Proposed Electrical Ordinance for the Council's consideration. The Council reviewed the Ordinance, but no action taken at this time. Mrs. Francis, representing the Veterans of Foreign Wars appeared before the Council asking permission to hang a Green Cross Safety Banner across the City Streets at the corner of Higuera and Chorro Streets, and on motion of G.W.Baker, seconded by R.P.Howell, permission was granted, providing it is approved by the City Engineering and Fire Department. O'Reilly Absent: Kline Williams 6/ The Minutes of January26th, and February 2nd, 1948 were approved. The meeting was scheduled for Public Hearing on Route of Proposed Freeway through to City,- the Mayor invited those present to present any thoughts or suggestions they may have in mind for discussion -- Communication received from the City Planning Commission, stating it was the unanimous opinion of the Commission, that at this time, a request be made to the Division of Highways, that both Chorro and Broad Streets remain open. The Communication was held over for further discussion. The following communications were referred to the Commissioner of Public Health and Safety on motion of G.W. Baker, seconded by Wm. 0. Hall: AApolications for Police Dept. 1 - George T. McConnell 2 - Herbert Handley 3 - Mike C.Sime 4 - Howard C. Grisham 5 - Carl J. Myers Communication from Ben. F. Loveall, Chairman of the Park, Playground and Recreation Commission Re: Appointment of Miss Louise Marshall as Asst, to Recreation Superintendent at a salary of $1800 per year -- on motion of Wm. 0. Hall, seconded by G.W.Baker, the appointment was approved. The following matters were referred to the City Engineer for proper action on motion of Wm. 0. Hall, seconded by G.W. Williams, protesting the Council's action on water and sewer connection outside the City was ordered received and filed. Communication from Carpenter's Local #1632 protesting the Council's recent ruling on discontinuing the service of water and sewerage outside the City was ordered °eceived and filed on motion of ! :'m. 0. Hall, seconded by G. W. Baker; Commissioner Howell noting "No ". Communication from the Pacific Tel. and Tel. Co. submitting drawings showing ietails of the proposed work on underground conduit in the City was referred to the Com- nissioner of Public Works and the City Engineer for study and recommendations, on motion if Wm. 0. Hall,.seconded by G.W. Baker. The following communications were referred to the Commissioner of Public 4orks for investigation and report: .ommunication from A. C. Phillips, requesting trsnsfer of city license from 1131 Broad Street to 1609 Osos St: ;ommunication from Housing Authority Re: the Opening of King St. through to South Street The following Merchandising Bonds were approved and sureties accepted, and Licenses ordered issued on motion of Wm. 0. Hall, seconded by R. P. Howell: 3ond of Lillian M. Knowles & William V. Knowles - 1371 Monterey St. with the Fidelity and Deposit Co. of Maryland as surety. 3ond of Irene L. Rietsche dba "Minelle's Lingerie" at 1117 Chorro St. with the Hartford Accident and Indemnity Co. as surety. The application of L. D. Reeder Co. of San Francisco for registration as lass "E" Contractor, together with Hartford Accident and Indemnity Co. bond in the amount of $500 and registration fee of $15.00 received and on motion of lam. 0. Hall, seconded by R. P. Howell, it was ordered that the surety be accepted, bond approved and registration granted. The following applications for city licenses were referred to the Com- nissioner of Public Health and Safety for investigation and report: L C.E.Graves - Restaurant - 1028 Nipomo St. ?. American Legion Post #66 - Sponsor of Carnival, to be held in the 1600 Block on Monter 3. Golden West Lunch Room - Pool Hall ( 3 tables) 676 Higuera St. 4-. Ernest A. Martin - Mdse ( Sale of used fire arms) 670 Lawrence Drive On motion of R. P. Howell, seconded by Wm. 0. Hall, the following applicati ..or transfer of city licenses were granted: L - Fremont Grocery from F.A.Ellis to Alice Rose Hansen dba "Fremont Grocery" at 1214 Pea - Gold Room Liquor Store from Ralph Germann to Paul Nolting to 1023 Morro St. dba 1023 Liquor Store" 3'- San Luis Motors ( Body Shop) 904 High St. from A.F.Spring to James M. Parsley + - Sleep Off the Highway Motor Lodge from G1.H.Shadinger to Arthur Kentel Communication from Pacific Coast Lumber Co. protesting the payment of City License on Saw Mill and Planer was referred to the Commissioner of Finance and the City 4ttorney. The following reports were ordered received and filed on motion of R.P.Howell Seconded by Wm. 0. Hall: .ity Collector's Report for the month of January 1948. ;ity Police' Judge's ?olice Dept. Claims against the City for the month of January 1948 were ordered paid subject to the approval of the heads ®f the respective departments and the Mayor. St 124 Communication from-J. E. Barrett, County Tax Collector, asking the City Ito pass a Resolution waiving the city tax on all tax deeded property in the Caudill Tract, and on motion of Wm. 0. Hall, seconded by R. P. Howell, the following Resolution was adopted. Resoltution No. 830 (New Series) -a- A Resolution waiving any interest of the City of San Luis Obispo in the Refunding of the Matoon Act Assessments of the Caudill Tract was passed and adopted on motion of Wm. 0. Hall, seconded by R.P.Howell upon the following roll call vote: Ayes: G.W.Baker, Wm. 0. Hall, R.P.Howell, Timothy I. O'Reilly Noes: None (Absent: Kline Williams Communication from Maurice A. Cheda applying for a job as Pumper was lordered received and filed on motion of R.P.Howell, seconded by Wm. 0. Hall. The following matters were again held over: Communication from Harlan W. Finch requesting transfer from Police Dept. to Fire Dept. Application of R. L. Kerr for Skating Rink at 1400 Block Monterey St. Application of Elmer Silacci for Vending Machine License Communication from Wilson's Flower Shop for Parking Hood at all hours. Petition presented by Walter F.Buck et al requesting Boulevard Stop at IChorro and Pismo St. was again presented at this time, and on motion of G.W.Baker, seconded Iby NIm. 0. Hall the City Attorney was instructed to present the proper Resolution, making JChorro Street a "Through Boulevard" Application of Gerald V. Allen dba "Owl Cleaners & Dyers" t 2144 Broad St. was granted on motion of G.W.Baker, seconded by R. P. Howell. Communication from Maino and Madonna Re: the acceptance of Tract No. 43 l:aas referred to Commissioner of Public Works on motion of ?am. 0. Hall, seconded by G.W. JBaker. It was moved by G.W.Baker, seconded try Wm. 0. Hall, that the Chief of Police make a survey of all "Stop Signs" within the City and submit his recommendation to the Council. It was moved by Wm. 0. Hall, seconded by G. W. Baker that the City furnish the San Luis Obispo Blues ( a non - profit Association ) with water free of charge in lconsideration for the use of the Playing Field ( Mission Ball Park) by the City Recreation lCommission.
