Hall, R.P.Howell, Timothy I. O'Reilly, Kline Williams Absent: None The minutes of February 16th and February 19th, 1948 were approved as amend Mr.Frank E. Helfrey of Montebello, Calif. and Mr. Richard A,,dison of Santa Barbara, Calif., applicants for the position of Chief of Polce were personally interviewed by the Council at this time. The interciew revealed both men were experienced Police Officials, and were assured by the Mayor and Council their applications would be given serious consideration. The communication from Mildred Powers asking permission to hang sign was referred to the Commissioner of Public Works and the Building Inspector on motion of Wm. 0. Hall, seconded by Kline Williams. Communication from League of California Cities Re: Leglsialtive Review of $90,000,000 appropriation was ordered received and filed on motion of G. 'J, Baker, second by Kline Williams. Communication from B. J. Epperly, former Chief of Polce, requesting a year's leave of absence from employ ment by the City as of February 24, 1948 was presented to the Council, and on motion of G.W.Baker, seconded by Kline Williams, it was moved that Mr. Epperly be granted a six months period only, subject to further extension upon approval of the Council and the City Clerk to advise Mr. Epperly of the Council's action. The following communications were ordered received and filed on motion of Kline Williams, seconded by G.W.Baker: Comm. from L. W. Daria, application for position of fireman Henry V. Silva complaining about bees was referred to the Sanitary Inspector for action on motion of Kline Williams, seconded by G.W.Baker. Communication from the American Red Cross asking permission to erect Red Cross flags across the street at Chorro and Higuera Streets was granted on motion of R.P.Howell, seconded by Kline Williams. Communication from Ralph Rhyne submitting his resignation from the Fire Department was referred to the City Clerk to check on length of employment and date of last vacation. Communication from Ralph Files, Acting Chief of Police submitting his resignation as Acting Chief and requesting permission to return to his old position on the force was presented to the Council. After discussion it was moved by R.P.Howell, seconded by G.W. Baker, the matter be held in abeyance for two weeks; Commissioner brm. 0. Hall 'voting "No ". The application of 0. J. Laurent for City License to retail fireworks at 76 S. Higuera St. from June 27 to July 5, 1948 was denied on motion of Kline Williams, seconded by R.P.Howell. Petition filed by Joe I. Lewis requesting he be permitted to use a portion of Stenner Street, sufficient in area to allow the convenient use, as a drive -way, of the 9 feet frontage which he owns on Stenner St., and on motion of R.P.Howell, seconded by �3 1 1 1 1 1 1 1 1 G.W.Baker, permission was granted gy the Council with the understanding, the city would not be responsible for improving the strip in question. r 127 The following applications for transfer of city licenses were granted on motion of Kline Williams, seconded by G.W. Baker: 1 - Transfer of Anderson Hotel News Stand from Fern L. Jackson to K.H.Waterstreet 2 - of Associated Station at 1108 Monterey St. from Arthur Leister to C.T.Wellons 3 - of Golden State Hotel from J.B.Clark to Mary E.French 4 - SAn Luis Obispo Motor Co. transfer of location from 1045 Higuera St. to 1144 Higuera The bond of A.Eugene Roberts, Police Judge, in amo,:tnt of $1000 with the U.S.Fidelity and Guaranty Co. as surety, was approved by the Mayor and Council. It 11 If If II Claims against the City for the month of February, 1948 were ordered paid subject to the approval of the heads of the respective departments and the Mayor. Ordinance No. 297 (New Series) - An Ordinance amending Sections 1 and 3 of Ordinance No. 266 (New Series) entitled: "An Ordinance relating to the meetings of the City Council of the City of San Luis Obispo; and Repealing Ordinance No. 3 (New Series; was finally passed on motion of G.14.Baker, seconded by Kline Williams upon the following roll call vote: Ayes: G.W. Baker, hdm. 0. Hall, R.P. Howell, Timothy I. O'Reilly, Kline Williams Noes: None Absent: None The following communications were ordered received and filed on motion of Kline Williams, seconded by G. 14. Baker: 1 - Communication from 0. L. Emery for permission to operate Sound Truck on Feb. 20, 1 The application of Joe R. Murray for City License for Pool Hall at 676 Higuera St. was granted on motion of Kline Williams, seconded by G.W.Baker. The application of Elmer Silacci for City License for Vending 1`iachines ( Peanut Machines) was granted on motion of Kline Williams, seconded by G.W.Baker. The application of Ernest A. Martin for City License covering the sale of used firearms at 670 Lawrence Drive was denied by the Council on motion of Timothy I. O'Reilly, seconded by 11m. 0. Hall and the City Clerk was instructed to notify him of the Council'saction. Communication from Pacific.Tel and Tel. Co. together with Plans and Specificati showing proposed placing of underground conduit along the City streets was again presented to the Council and on motion of R.P.Howell, seconded by G.l,•I.Baker, permission was granted, provided the Company post a bond in the amount of 45000 assuring the City that the Streets would be repaired to the satisfaction of the city - bond not to expire until six months after the City's acceptance of the work. Communication from Maino and Madonna submitting Tract #43 known as Mira Monte for acceptance by the City and on motion of R.P.Howell, seconded by G.W.Baker, it was moved the Tract be accepted subject to the approval of the bond. On motion of Wm. 0. Hall, seconded by Kline Williams, the bond written by Hartford Accident and Indemnity Co. in the amount of $2000 covering Tract #43 was approved by the Council. The City Attorney was instructed to draw up an Agreement covering water meter reimbursement to Maino and Madonna on Tract #43. �i
