O'P.eilly,Kline Williams Noes: None Absent: None On motion of Kline Williams, seconded by G.14 Baker, the City Attorney was instructed to present amendment to existing parking meter Ordinance. On motion of R.P. Howell, seconded by Kline Williams, the Police Department was authorized to eliminate certain Parking Meter Hoods as recommended in Acting Chief Files report. On motion of Wm. 0. Nisbet applying for position of Chief of Police w.--s referred to Commissioner of Public Health and Safety, on motion of G.W.Baker, seconded by Wm. 0. Hall. Communication from the LionsClub calling the Council's attention of approval by the Club on matters of Annexation, was referred to the City Attorney for investigation and report on motion of G.W. Baker, seconded by Kline Williams. Communication from County Tax Collector Re: Sale of tax deeded property was ordered received and filed on motion of Wm. 0. Hall, seconded by G.W. Baker. Communication from Public Utilities Commission ( Office of the Emergency Power Director) State of California Re: Power conserva" ion program was referred to the Commissioner pf Public Works on motion of Wm. 0. Hall, seconded by G.W.Baker. Com_unnication from the State Controller submitting tentative draft of the Annual Report reouired under sections 2151 and 2152 of the Collier -Burns Highway Act of 19,47, together with communications from the League of California Cities, outlining meet- ing dates for discussion on the benefits of the Act, was presented to the Council and on motion of G.W. Baker, seconded by VIm. 0. Hall the City Clerk and City Engineer were authorized to attend the meeting in Los Angeles, April 16, 1948. Communication from Harald N Nielsen applying for a refund of '812.00 on Building Permit #327 taken out for M. H. Berman, 869 Mission St. ( job not started). .32 On motion of Kline !illiams. seconded by -!m. 0. Hall, the City Clerk was in- structed to refund and the fee in the amount of $12.00. Guaranty Co. .bond Fee $15.00 Walter F.Wroble - Class "E" Contractor - Maryland Casualty Co. bond " 15.00 Ordinance No. 298 (New Series)_- An Ordinance amending Sections 4 and 4'T of Ordinance No. 122 (New Series), entitled "An Ordinance Regulating Traffic upon and ' the Parking of Vehicles on the Public Streets of the City of San Luis Obisno", and adding Sections 4 =, 4.41 4.6, and 7.1 to said Ordinance was finall- passed on motion of G.!-'.Baker, seconded by Wm.. 0 . Petition filed by Col. Lloyd Stanley et al, requesting that the alley between Palm and Mill Streets running from Osos to Santa Rosa Street be paved, was referred to Commissioner of Public Works and the City Engineer for investigation and report, on motion of G.W.Baker, weconded by Kline Williams. Communication from Junior College Drama Class asking permission to place banner at Chorro and Higuera Streets and to hold a car parade, Thursday, April 8th was referred. to Commissioner of Public Health and Safety, with power to act on motion of WrIl. 0. Hall, seconded by G.W.Baker. Petition filed by City Employees,petitioning for a salary increase in the amount of $30. per month was referred to the Commissioner of Finance for further dis- cussion , on motion of G.W.Baker, seconded by Kline ! %lilliams. Report prepared by the City Clerk covering Parking Meter revenues, repair .costs an operating expense was presented to the Council. Mr..C.J. Baker, seconded by Kline Williams, it was moved the permit be granted, providing the construction meet set -back distance re- quirements and all other regulations. It was moved by Wm. 0. Hall, seconded by G.W. Baker that the City Clerk supply Jack I''adison and other insurance agents, requirements with personnel data for the purpose of submitting figures on Group Insurance and Retirement Plan to the City. It was moved by G.ld. Baker, seconded by Kline Williams, the City Clerk furnish mimeograph forms to all Department Heads for the purpose of obtaining actuary data on employees. Petition filed by L. G. Williams, consisting of 26 pages of signatures re- questing reinstatement as a Traffic Officer, was referred to the Commissioner of Public Health and Safety for investigation and report back tD the Council, with his recommendation. Hall: Jones Mobile Service, 505 Higuera St. to Lloyd Worthington, dba "Lloyds Mobile Service" Mustang Service, Marsh and Osos Streets 1/2 interest of Robert Osborne to I.O.Heydenfeldt Communication from Housing Authority Re: Purchasing property for street extension was again held over. It was moved by G.W.Baker, seconded by Kline Williams that the present sign ordinance be reviewed by City Engineer, City Building Inspector and City Attorney for recommendations as to revision and possible amendments. On motion of G.W.Baker, seconded by Kline Williams, the Council authorized the sale of ( salvage) O.C.D. Pumper to the County for $300 if the County is interested. The City Attorney was instructed to enter into negotiations with the County Health department coveting City Health inspection on motion of G.W.Baker, seconded by Kline Williams. The following appointments were made on motion of Kline Williams, seconded by 1 -1m. 0. Hall: That Melvin Jones be appointed as Regular fireman as of March 16, 1948 John Woodward, Engineer, to replace:Ralph Rhyne as of April 1, 1948 Don Hale, Vacation Relief Fireman as of April 1, 1948. James Vaught was appointed Police Capt. as of March 16, 1948 on motion of Kline Williams, seconded by G.1•1. Baker.
