City Hall ( Recreation Center Building),
Thursday May 20th, 1948 - 7:30 P.M.
The City Councillmet in adjourned session; Mayor Timothy I. O'Reilly presidink.
Present: G.'..I.Baker, ':dm. 0. Hall, R.P. Howell, Timothy I. O'Reilly, Kline Williams

The application of ',Wm. H. Benno for transfer of business location from 660
Higuera St. to 869 Higuera. St. ( the old City Hall ) and asking permission to alter and.
ir:nrove the building was again presented at this time. Mr. Richard Harris appeared for
Mr Jac]: Hoerntlein, the owner of the property, stating Mr. Theo. M. r•iaino, contractor and
Harry Green, West Coast Safety Engineers, for a group of Insurar_ce companies, had examined
the b.l.ilding and in their onininn, believed the building to be safe for occupancy on the
ground floor, provided no structural changes or alterations were made. Mayor O'Reilly,
in reviewing the city'Eneineer's report on the building, and considering all the factors
involved and in view of the differences of professional opinion between two reputable
parties, stated he was in favor of calling in a third engineer who is a specialist in the
structural field. Mr. Baker stated he was not opposed to granting temporary relief, by
allo:•ring the ot•.tier to rent or occupy the lower floor for a period not to e.-ceed 5 years.
Mr. Howell stated the Council has nothing in writing from Mr. Green and wants evidence
and suggested a third party who is qualified to submit a report. Mr. ':Williams stated he
preferred a third party, and he will abide, after further discussion, and by common consent
of the Council, it was agreed to allow Mr. Hoerntlein to engage any engineer of his own
choise providing he is a structural engineer and registered in T.he State of ealifornia
and submits a. signed report with reconmendations based upon his o�m inspection of the
building, the Council will accept the recommendations for a period not to exceed five years
City Attorney, George Andre, presented a Resolution from the City Planning
Co=ission recommending and approving the annexation of certain territory I'Thich was ordered
received and filed.
Communication from the City Clerk together •,•rith petitions for the Annexation
of certain territory to the City of San_ Luis Obispo was presented to the Council. Com-
municstior_ was ordered filed and the following Resolution was adopted.
Resolution of Intention No. 84�. (1'Tez:r Series) c. Resolution of Intention
to call a Special Election to suLbmit to the qualified electors of "The M,nterey Heights
Subdivisi.cr, Phillips Addition_, etc. was passed and adopted on motion of Kline Villiams,
seconded by G.W.Baker upon -,he following vote:

On motion of tiaine Williams, seconded by G.ii.Bgker, it was recommended
and so moved that Ralph riles be appointed Chief of Police. Mayor O "Rei.11y and Commission
Wm. 0. Hall both voting "No" an -' asked the Co>>ncil to wait and secure a Police Executive
Of wide experience whose leadership would better the department.
Mr. Baker stated we have bettered the Department and the record stands as co
clusive evidence. Mr. Kline Williams suggested that anyone who doubts a. Great improvement
in the Department in the past four months should examine the pc,lice records. After further
discussion a roll call vote vas taken as follows:
