Hall, R.P.Howell, Timothy I. O'Reilly, Kline Williams Absent: None y The minutes of August-2arsrt',1948 were approved. Mr. Douglas and Mr. Holdredge, architects, for the City on the proposed 157 City Hall, appeared before the Council at this time to discuss the Building Plans, stating removal of the City Jail facilities from the proposed plan would save approximately $25,000 in construction cost, but the building would still cost an estimated $300,000 at this time. Councilman Hall expressed belief that the City should not undertake building at this time but wait a year for building costs to level off. After further discussion and on motion of R.P. Howell, seconded by G.W. Baker, and by common consent of the Council Commissioner Hall was authorized to negotiate with the San Luis Obispo Theatres, with respect to extending the construction date. Ordinance No. 305 (New Series).- An Ordinance levying a tax for the current fiscal year 1948 -1949 upon all taxable property within the City of San Luis Obispo, and fixing the rate of such tax was passed to print on motiog of Wm. 0. Hall, seconded by R.P.Howell upon the following roll call vote: Ayes: G.W. Baker, Wm. 0. Hall, R.P.Howell, Timothy I. O'Reilly, Kline Williams Noes: None Absent: None The following matters were ordered received and filed on motion of R. P. Howell, seconded by Wm. 0. Hall: Communication from Julian A. McPhee, Re: Financial aid to graduating class of 1948 of the California State Poly College Communication from C. D. '.-Tattles, Re: parade permit, August 10th or 11th Communication from C. A. Maino, Re: Mains for water to be installed in the Linda Vista Ad Report of the City Clerk for the month of July, 1948 Report of the Building Inspector for the it " Report and Budget of City Library for the year 1948 -1949 Communication from Paul Gifford requesting 6 months leave of absence as of August 16, 1948 from the Police Department was granted on motion of Kline Williams, seconded by R. P. Howell. Communication from Robert P. Binns, Chairman of the Youth Fund Drive, ask- ing permission to conduct fund drive, hold a parade, and having a "Youth Day" in the City Offices, was referred to the Mayor and Police Department, with power to act, on motion of R. P. Howell, seconded by Wm. 0. Hall. Communication from C. Caccia of Morro Bay, asking permission to close Mill Street at Broad St. on Sunday, Sept. 12, 1948 ( only) for celebration at I.D.E.S. grounds was referred to Commissioner of Public Health and Safety with power to act, on mot of R. P. Howell, seconded by Wm. 0. Hall. Communication from Be J. Epperly applying for an extended six months leave of absence from employment by the City was granted on motion of Kline Williams, seconded 1 I by Wm. 0. Hall. Communication from Chief of Policb, Ralph Files, reoue:_ting additional personnel for the POLICE DEPT. was held over for further discussion,. The following applications for transfer of City Licenses were granted on motion of Kline Williams, seconded by Wm. 0. Hall: Transfer of Brisco Hardware to Harry & Marie Bristow & Filbert Hutchinson Transfer of Golden West Restaurant and Pool Hall at 676 Higuera St. to T. E. Palmer Transfer of Delite Bakery from Viola Nadelle to H. R. Bareuther
