O'Reilly presiding. Present: R.P.Howell, Timothy I. O'Reilly, Kline Williams Absent: G.W.Baker, Wm. 0. Hall The minutes of the meeting of Sept. 7, 1948 were approved. This being the time set for Public Auction for the sale of 73 tons of baled hay as advertised -- No auction was held as there were no bidders present, and no written bids received. Howell, and seconded by Kline Williams that the above bids be rejected and instructed the City Clerk to readvertise for bids to be opened at the next regular meeting on Oct. 41 1948. Re: Agreement of lease with A.L.Ferrini on Laguna property which terminates on October 317 1948; the matter was held over until the next meeting. e: Renewal of Fire Insurance and Fleet Insurance policies was held over. Communications Communication from Dr. Loveall submitting Deeds from the Lions Club to the City of San Luis Obispo was referred to the City Attorney. Communication from S.L.O. City Schools Re: closing of certain streets; on motion of R.P.Howell, seconded by Kline :•iilliams, same was referred to the Public I.-Jorks Department for study and recommendations. Communication from Pacific Coast Bldg. Officials Conference relative to Conference to be held at Sactamento on October 12 to 15th - same was referred to the 1 Commissioner of Public Works for investigation anc! report on motion of Kline !-Jilliams, seconded by R. P. Howell. On motion of R.P.Howell, seconded by Kline Williams it wasmoved that Seth Kinney, Building Inspector, be allowed to attend the Electaical Convention to be held in Oakland on September 27, 28th and 29th, 1948. Motion carried. Communication from the State Board of Equalization approving the revision of the Utility Roll on State assessed property in the City of San Luis Obispo was ordered jre ^_eived and filed. The report of the City Clerk was ordered received and filed. The application for transfer of Ranell's Coffee Shop at 1050 Monterey St. Ito Perry T. Hall was granted on motion of K1ineWilliams, seconded by R.P.Howell. The application for transfer of Radio Repair Shop from Frank L. Freiberger to Daniel Sears and John Mumma was granted on motion of R.P.Howell, seconded by Kline 11.^!illiams at 745 Hiruera St. dba "Hickenbottom's Radio Repair Service ". The application for city license for Lodging House filed by Alice Hubicz at 103 Santa Barbara Ave. was granted on motion of R.P.Howell, seconded by Kline 1illiams. The application of Wilbur Owens for Taxicab License at 190 Higuera Street was referred to the Commissioner of Public Health and Safety for investigation and report on motion of R.P.Howell., seconded by Kline Williams. Application of Ward I. Cook to hold a dance for Technocracy Inc. at the JI.D.E.S.Hall on September 24th was granted on motion of R.P.Howell, seconded by Kline lWilliams. Petition was presented from residents of the Caudill Tract and Norton jAddition complaining against the erection of a cement plant and mixer- this petition lis to be held in abeyance for several weeks pending developments. Communication from J. N. Regier, City Schools Supt. and Vern Rauch, Jr. High School Principal, addressed to the Mayor, was read to the Council in which they requested temporary closing of Toro Street between Pismo and I-;arsh Streets to reduce traffic hazards to s`.udents crossing .Toro Street during the lunch hour. After discussion, it was moved by KlineWilliams, seconded by R.P.Howell, that Toro Street between Pismo and Marsh Streets, be temporarily closed from 8 A.M. to 3:40 P.M. on school days and barricades to be placed at o=ther end of the block to stop traffic. Motion carried. Communication from the City Engineer, Guido Ferini, addressed to R.P.Howell was read to the Council, relative to an application for permit from the Pacific Gas and Electric Co. for the installation of underground vaults and conduits in a portion of the business district in San Luis Obispo. On motion of R.P.Howell, seconded by Kline Williams it was moved that the permit be granted with the provision that the City Engineer's re - commendations idescribed in his letter) be attached to it. Mr. Martin Polin appeared before the Council for the purpose of calling to their attention a hazardous traffic condition existing at the intersection of Marsh and Santa. Rosa Streets and called this intersection a "trap" due to the lack of proper signs or traffic signals. After discussion and on motion of R.P.Howell, seconded by Kline t- :iilliams it ,.Vas moved that the City Engineer be authorized to approach the Division of Highways with respect to obtaining the necessary "Danger Signs" to be placed at this intersection. Motion carried. Commissioner Kline Williams asked that a Boulevard Stop be placed at Pismo and Archer Streets and the City Attorney was instructed to bring in a Resolution covering Isame. Upon motion of Kline 4illiams, seconded by R.P.Ho�,rell, the City Clerk was directed to file with the State Board of Equalization and with the County Assessor of the County of San Luis Obispo, a statement in reference to the annexation of the Monterey 1 i D i 1 ghts Subdivision, Phillips Addition, Taylor Tract, Arlington Addition, California Re: Communication from the Department of Commerce relative to seismograph location which was referred to the City Engineer for report, Mr, Guido Ferini, City Engineer, recommended to the Council, that they allov the Department of Commerce to install the instrument in the basement of the Recreation Building and in his opinion it would be good advertising for the City of San Luis Obispo. After discussion and on motion of R. P. Howell, seconded by Kling Williams it was moved that the City Engineer be allowed to go ahead with the pre- ' parations for the installation_ of the seismograph at a cost of not more than 10 � 0 and that he be authorized to make the necessary alterations in the building. Communication from the League of California Cities Re: recommendations concerning location and relocation of State Highways to be developed to Freeway Standards for consideration of California State Highway Commission was referred to the City Engineer for report. Mr. Ferini made a verbal report and the communication was rdered received and filed. Communication from Pacific Coast Fire Chief's Assn. Re: convention for fire chiefs referred to Kline Williams was ordered received and filed. Communication from Public Utilities; - Commission Re: to survey grade crossings which was referred to the City Engineer; Mr Ferini submitted a letter to the Council with his recommendations and asked thit authority be granted to the Dept. of Public Works ' for the installation and purchase of signs, etc., and on motion of R.P.Howell,seconded by Kline Williams it was moved that the Public Works Department be authorized to go ahead and comply with the recommendations as submitted by the City Engineer. The transfer of the City license of Collins Fountain was held over. ' Re: New Proposed Water Ordinance: The City Engineer was instructed to bring in his recommendations relative to "Water line program" to be presented at the next meeting of the Council. Old Business ' Re: Communication from the Planning Commission relative to variances from the provisions of the Zoning Ordinate which was referred to the Building Inspector; on motion of Kline Williams, seconded by R. P. Howell, the request for permit to make additions to property owned by Clarence Brown was granted.
