Approved this lc day of Ave A6C C1 Mayor City Hall, Recreation Center, November 15, 1948 - 7:30 P.M. The City Council met in regular session; Mayor Timothy I. O'Reilly presiding. Present: G.1,F.Baker, Wm.O.Hall, R.P.Howell, Timothy I.O'Reilly, Kline 'r;illiams Absent: ITone The minutes of the meeting of November 1st, 1948 were approved. Mr. Albert A. Kidder, Attorney from Ojai, California representing Miss Anita Hathway and 131 signers presented a petition objecti.nc, to the Freei,ray over -pass at Santa Rosa Street at the proposed Freeway,- said objection was made, among other reasons, upon the ground that the September 1948 Plan provides less protection for school children, is unnecessarily confiscatory of private property and will require unwarranted expenditure: of Public Funds and accomplish less than the May 8th9 1945 Plan. Extent of the opposition voiced at the meeting surprised the members of the Council. Mayor O'Reilly cited the efforts made by the Coucncil to get three over - passes as suggested in a City School Board Resoluti :n last November, but pointed out that the :state Highway Department turned down the request as too costly. The Mayor also informeed the group that the original Freeway route proposed by the State, eras devoid of grade separations, and permitted only five city streets to cross the Freeway. After further discussion the petitions were ordered received and filed. Communication from the Division of Highways, together with proposed Freeway Agreement was submitted for the Council's consideration at this time, and on motion of G. '. Baker, seconded by ,•:rm. 0. Ha11, the following Resolution was adopted: Resolution No. 862 (New Series)- A Resolution authorizing Execution of Freeway Agreement with the State of California was passed and adopted upon the following roll call votC: Ayes: G. O'Reilly, Kline Williams ?goes: None (bsent: None Petition filed by Mrs, Charlotte Meeker at 2061 Slack St. et al requesting the City Co-_incil to have Slack Street graded and surfaced was referred to the Department. of Public T•Iorks on motion of G.W.Baker, seconded by R. P. Howell. Communication: -Re: Communication from Peerless Bakery requesting permission to place benches at bus stops ,.ras granted on motion of R.P.Howell, seconded by G.. W. Baker. Communication from Navy Club of the U.S.A. requesting permission for war material exhibit was granted on motion of R. Oualls to Thos Edgel•rorth 3 - Ben Hughes Service Station to Mazza and Hamilton The application of Rey-nnond and Ilo Munoz for Restaurant at 990 Higuera Street Idba "Gray Cab Cafe" was granted on motion of Kline Williams, seconded by R.P. Howell. The following Merchandising Bonds were approved, surety accepted and licenses ordered issuedd on motion of I:Tm. 0. Hall, seconded by G. id. Baker (Christian Supply 6 Good News Center , Rooms 1 & 2 iJickenden Bldg. (Claudia Vlaming ( Variety Store Goods), Santa Rosa and Foothill Blvd. On motion of im. 0. Hall, seconded by G.', %Baker, E. H. Atkinson, Agent for the Farmers Insurance Group of Los Angeles, was a-v!arded the Fleet Insurance on City Equipment, the amount of bid being S854.54. Motion carried. The following appoihtm, =nts were made on motion of Kline Williams, seconded by G. . -,. Baker: Officer Robert-Jones was appointed Captain of Police as of November 16, 1948 and D-)na.ld C. Hale was appointed as a regular fireman as of November 16, 1948 to replace Robert Frost who resigned. Commissioner Howell reported the purchase of water trough and loading pens at the Laguna property from Mr. Al Ferrini at a price of X100. The purchase was approved by the Council. On motion of Kline Williams, seconded by R.P.Howell, Wilbur Owens was granted a Taxi Stand Zone in front of his place of business at 867 Higuera St. for the Owens Taxi.
